Claims (10)

1. The method for sending the closed-loop early warning information based on the short message and the outbound call is characterized by comprising the following steps:
generating early warning information;
automatically generating an early warning short message according to the early warning information, and automatically sending the early warning short message to a corresponding disaster prevention responsible person, wherein the early warning short message contains a unique website link associated with a mobile phone number of the disaster prevention responsible person corresponding to a disaster point;
according to the early warning information, carrying out automatic telephone calling to the corresponding disaster prevention responsible person;
judging whether the early warning information is closed or not within a preset time after the early warning short message or the automatic telephone outbound is sent, if the early warning information is not closed, judging whether the early warning short message is needed to be sent again automatically or whether the automatic telephone outbound is carried out;
if the early warning short message is required to be automatically sent again or the automatic telephone outbound is required to be carried out, the early warning short message is automatically sent to a disaster prevention responsible person corresponding to the early warning information or the automatic telephone outbound is carried out;
and if the disaster prevention responsibilities respectively click on the respective unique website links in the early warning short message or completely answer the automatic telephone outbound, the early warning information is closed loop.
2. The method for sending closed-loop early warning information based on short messages and outbound calls according to claim 1, wherein generating early warning information comprises:
acquiring live rainfall monitored by weather stations associated with each disaster point and forecast rainfall of each disaster point for one hour in the future as early warning rainfall;
judging whether to generate early warning information according to the early warning rainfall and a preset early warning level: if the live rainfall of the weather station associated with the disaster point and the forecast rainfall of each disaster point in the future for one hour reach the preset early warning level, and the number of times of carrying out rainfall early warning information service in the past first preset time is less than 1, early warning information is automatically generated.
3. The method for sending closed-loop early warning information based on short messages and outbound calls according to claim 1, wherein generating early warning information comprises:
acquiring input weather disaster information, wherein the weather disaster information comprises early warning period numbers, early warning types, a sending range and a release unit;
according to the weather disaster information, matching the mobile phone number of the disaster prevention responsible person corresponding to the weather disaster information in a pre-established basic information database;
and generating early warning information according to the weather disaster information and the corresponding mobile phone number of the disaster prevention responsible person.

The method for sending the closed-loop early warning information based on the short message and the outbound call according to claim 1, wherein the method for realizing the automatic telephone outbound call is as follows: and an intelligent outbound robot queue is generated by using a mobile cloud customer service outbound service and using java through AI (advanced technology) creation, so that batch simultaneous voice outbound is realized.

The method for sending closed-loop early warning information based on short messages and outbound call according to claim 1, wherein the automatic telephone outbound call is carried out to the corresponding disaster prevention responsible person according to the early warning information, comprising:
judging whether each piece of non-closed-loop latest early warning information in the early warning database needs to make an automatic telephone outbound;
if the latest early warning information without closed loop needs to make an automatic telephone outbound, the content of the early warning information is automatically converted into voice and the voice outbound service is started.
6. The method for sending closed-loop early warning information based on short messages and outbound calls according to claim 5, wherein the method for sending closed-loop early warning information further comprises:
after the early warning information is automatically generated, the early warning information is automatically inserted into a pre-established early warning database;
and updating the state of the closed-loop information in the early-warning database when the early-warning information is closed-loop.
7. The closed-loop early warning information sending system based on short messages and outbound calls is characterized by comprising:
the rainfall early warning software module is used for automatically generating early warning information when the early warning rainfall meets preset conditions, automatically generating early warning short messages according to the early warning information, and automatically sending the early warning short messages to corresponding disaster prevention responsibilities, wherein the early warning short messages contain unique website links associated with mobile phone numbers of the disaster prevention responsibilities corresponding to disaster points;
the weather disaster early warning software module is used for generating early warning short messages according to the input weather disaster information and automatically sending the early warning short messages to corresponding disaster prevention responsibilities, wherein the early warning short messages contain unique website links associated with mobile phone numbers of the disaster prevention responsibilities corresponding to disaster points;
the outbound software module is used for carrying out automatic telephone outbound to the corresponding disaster prevention responsible person according to the early warning information;
the weather service platform is used for acquiring early warning rainfall monitored by weather stations associated with each disaster point, forecast rainfall of each disaster point for one hour in the future and input weather disaster information; the method comprises the steps of creating and updating a basic information database, and creating and updating an early warning database; and the system is used for judging whether the early warning information is closed or not within a preset time after the early warning short message is automatically sent or the automatic telephone is called outwards, and if the disaster prevention responsible person clicks the unique website link in the early warning short message or completely receives the automatic telephone to call outwards, the early warning information is closed.

The short message and outbound-based closed-loop early warning information sending system according to claim 7, wherein the rainfall early warning software module is developed by python+pycharm, the weather disaster early warning software module is developed by python+pycharm+pyqt, and the weather service platform is developed by Java ee+sql.
