the period determining unit is used for taking the constant value in the inspection period as an effective constant value if the constant value is detected to be in the inspection period under the condition that the relay protection equipment is in an operation state; otherwise, calling the fixed value to obtain an effective fixed value; under the condition that the relay protection equipment is in an overhaul state, if the fixed value is detected to be in the inspection period and the fixed value is the fixed value before overhaul, taking the prestored fixed value as an effective fixed value; and under the condition that the relay protection equipment is in a communication interruption state, if the fixed value is checked to be in the inspection period and the fixed value before the communication interruption is taken as an effective fixed value.
As an optional implementation manner, the device further comprises a protection voltage determining module and an accuracy checking module;
the voltage determining module is used for determining relay protection voltage grades corresponding to the relay protection equipment types;
the accuracy checking module is used for checking the accuracy of the relay protection voltage grade, the relay protection equipment category and the fixed value list.

and under the condition that the relay protection equipment is in a communication interruption state, if the fixed value is checked to be in the inspection period and the fixed value before the communication interruption is taken as an effective fixed value.
5. The method according to claim 1, wherein after determining the relay protection device class to which the fixed value in the fixed value list belongs, further comprises:
determining relay protection voltage grades corresponding to the relay protection equipment types;
and carrying out accuracy verification on the relay protection voltage grade, the relay protection equipment category and the fixed value list.

and if the verification is abnormal, correcting the fixed value list and/or the relay protection equipment category based on the rated parameter of the relay protection equipment.
