establishing an electric charge settlement plan corresponding to the target user in response to the user grading level being a high-quality level;
determining a critical time node corresponding to the target user set, wherein the critical time node is associated with the file data of the target user and the acquisition rate of electricity consumption information in the target user set;
and in response to reaching the critical time node, creating an electricity charge settlement plan of the rest target users in the target user set.
2. The method according to claim 1, wherein the method further comprises:

and responding to the completion of the adjustment of the archival data of the target user, and determining the adjusted state to be settled of the target user through user cleaning.
6. The method according to claim 1, wherein the determining a to-be-settled status of the target user based on the profile data and the electricity consumption information includes:
judging whether the target user is a full-capacity pause user or not;
and responding to the target user being a full-capacity pause user, and the month end freezing indication being empty, and determining the state to be settled of the target user as the state to be automatically recorded.
7. The method of claim 6, wherein said determining whether the target user is a full capacity pause user comprises:
after determining that the target user handles volume reduction or suspension service, the state and the running capacity of a transformer corresponding to the target user;
and in response to the transformer state being a disabled state and the running capacity being 0, determining that the target user is a full capacity pause user.
8. The method of claim 6, wherein after the determining that the state to be settled of the target user is a state to be automatically re-recorded, the method further comprises:
determining the effective date of full-capacity suspension of the target user and the changing electricity service in a settlement period;
responding to the fact that the effective date of the full-capacity pause of the target user is not in a settlement period, changing and changing electricity service is not handled in the settlement period, the frozen indication number of the month is empty, the frozen indication number of the day in the period of the last meter reading date and the current meter reading date is empty or the daily electricity quantity is 0, and automatically remedying the frozen indication number of the month in the last period;

9. The method of claim 1, wherein the creating an electricity charge settlement plan corresponding to the target user in response to the user grading being of a high-quality level comprises:
establishing a plan creation pool in response to the user grading level being a high-quality level;
and (5) performing virtual package distribution and electricity charge settlement plan creation according to the number of users.
10. The method of claim 1, wherein the determining a critical time node corresponding to the target user set based on the electric charge settlement plan creation policy comprises:
classifying the target user, wherein the classification comprises at least one of user type classification, platform region classification and marketization attribute classification;
setting an initial critical time node and a stepping period for the target users under the same classification;
responding to the acquisition rate corresponding to the target user set reaching an acquisition rate threshold when the initial critical time node is used as the critical time node;
and in response to the acquisition rate corresponding to the target user set does not reach the acquisition rate threshold value when the initial critical time node is reached, accumulating the stepping time periods on the initial critical time node until the moment after accumulating at least one stepping time period, wherein the target user is combined with the corresponding acquisition rate to reach the acquisition rate threshold value, and taking the moment after accumulating at least one stepping time period as the critical time node.
