An information reporting method and an information reporting apparatus provided by the present disclosure are described in detail below with reference to the accompanying drawings.
In the related art, the terminal device performs measurement according to measurement configuration of the network side device, where the measurement configuration may include a measurement object (measurement object), a report configuration (report configuration), and a quantity configuration (quantity configuration).
The measurement object indicates the frequency and the cell to be measured, and may include multiple access technologies, including NR, LTE or E-UTRAN cells, and each measurement object is bound with a measurement object index identifier (measObject ID).
The reporting configuration indicates the type of reporting by the terminal device, including periodic reporting and event-based reporting. The configuration of a reporting timer is carried and used for triggering measurement reporting, and the reporting timer comprises T321, T322 and timetrigger. Different reporting configurations can be used for measurement objects of different access technologies, and each reporting configuration is bound to a reporting configuration index identifier (reportconfig ID).
Wherein the event-based reporting configuration provides a configuration,
the Signal types triggering reporting include RSRP (Reference Signal Receiving Power), RSRQ (Reference Signal Receiving Quality), or SINR (Signal to Interference plus Noise Ratio).
A threshold or an offset.
And reporting the measurement result which comprises RSRP, RSRQ or SINR.
The terminal equipment compares the relation between the signal measurement results of the serving cell or the adjacent cell or the relation between the signal measurement results and a threshold, and if the relation meets the threshold requirement, the terminal equipment triggers the report of the measurement results.
The event-based measurement report includes A1-A6, B1-B2, D1, T1, etc. Wherein, the A series of events are used for intra-system mobility management, and the B series of events are used for inter-system mobility management. D1 and T1 are used for satellite system mobility management. The a-series reporting events are shown below,

event A3: neighbor cells 'populations' offsets of offset better than primary cells 'signal quality (event A3: signal quality of neighbor cells + offset is better than primary cell's signal quality);
event A4: neighbor beacons beta mean absolute threshold (event A4: signal quality of neighbor cell is greater than threshold);
event A5: PCell/PSCell beacons word absolute threshold1 AND neighbor/SCell beacons beta AND neighbor absolute threshold2 (event A5: signal quality of primary cell is less than threshold1, while signal quality of neighbor cell is greater than threshold 2);
event A6: neighbor cells' signal quality + offset is better than the signal quality of the secondary cell (event A6: signal quality of neighbor cells + offset);
in the related art, in the handover process, the network side device configures the terminal device for measurement, according to the measurement result reported by the terminal device, the network side device sends a handover request to the handover target cell, and after the target cell confirms that the handover request is completed, the network side device sends a handover command (Reconfiguration with sync) to the terminal device, where the handover command carries configuration information of the target cell. After the terminal equipment receives the switching command, the terminal equipment can synchronize with the target cell and then initiate a random access process to access the target cell.
However, the measurement reporting condition configured by the network side device to the terminal device may be unreasonable, for example, measurement reporting based on RSRP is configured, but at this time, RSRP of a serving cell corresponding to the terminal device is good, but RSRQ is poor, and measurement reporting cannot be triggered, so that the terminal device cannot perform cell switching and service interruption. For another example, the signal quality of the current cell is good, but the terminal device cannot obtain the uplink and downlink resources scheduled by the network side device for a long time (there are many terminal devices served by the current cell, communication congestion, etc.), and at this time, the terminal device cannot perform cell switching, which may cause service interruption, and so on.
Based on this, an information reporting method and an information reporting device are provided, where the terminal device may report auxiliary information to the network side device when a preset condition is met, where the auxiliary information is used to assist the network side device in mobility management, and the reporting of the auxiliary information is not triggered based on a measurement reporting condition. Therefore, the terminal equipment can actively report the information for assisting the network side equipment to carry out mobility management, actively carry out cell switching and avoid service interruption.

As shown in fig. 2, the method is performed by a terminal device, and may include, but is not limited to, the following steps:
s21: and reporting auxiliary information to the network side equipment in response to the preset condition, wherein the auxiliary information is used for assisting the network side equipment to carry out mobility management, and the reporting of the auxiliary information is not triggered based on the fact that the measurement reporting condition is met.
In the embodiment of the disclosure, the terminal device may report the auxiliary information to the network side device when the terminal device meets the preset condition, and the auxiliary information is used for assisting the network side device in performing mobility management.
The auxiliary information may be related information for requesting handover, for example: a request for handover indication, a handover target cell, measurement results of the handover target cell, and/or a handover reason, etc. The auxiliary information may be measurement reporting related configuration that requests the network side device to configure, for example: measurement reporting event identification, type of signal triggering measurement reporting, measurement reporting period, measurement target, and/or measurement reporting trigger time, etc.
In the embodiment of the disclosure, the terminal device reports the relevant information of the request for switching to the network side device when the terminal device meets the preset condition, and can actively apply for cell switching to complete cell switching and avoid service interruption. The terminal equipment reports the measurement report related configuration requesting the network side equipment configuration to the network side equipment under the condition that the terminal equipment meets the preset condition, and the network side equipment can consider the measurement report related configuration reported by the terminal equipment and configure reasonable measurement report conditions for the terminal equipment, so that the terminal equipment can complete cell switching and avoid service interruption.

In the embodiment of the present disclosure, when the signal quality of the serving cell is lower than the signal quality threshold and the reporting of the measurement result is not performed, the terminal device reports the auxiliary information for performing mobility management to the network side device.
It can be understood that, the signal quality of the serving cell is lower than the signal quality threshold, and the reporting of the measurement result is not performed, and it may be that the measurement reporting condition configured by the network side device is unreasonable.
In the embodiment of the present disclosure, when the signal quality of the serving cell is lower than the signal quality threshold and handover is not performed, the terminal device reports auxiliary information for performing mobility management to the network side device.
