if no power department notifies that the electric power is in short supply in the preset date, the urban energy is insufficient, the threshold value of the stored electric quantity needs to be increased, the intelligent charging unit 5 is powered only through the energy storage station 1, the battery in the battery charging bin is charged only through the energy storage station 1, and the following judgment is carried out:
