本申请实施例公开了一种资源配置方法与装置、终端设备和网络设备,方法包括:终端设备接收网络设备发送的上行带宽部分BWP对应的配置信息,上行BWP包括至少两个资源块RB集合;终端设备根据配置信息获取上行BWP中的第一频域资源和N个第二频域资源的频域位置,其中,第一频域资源包括至少两个RB集合中的相邻两个RB集合之间的第一保护带,N个第二频域资源中的每个第二频域资源用于传输第一物理上行信道,第一物理上行信道包括物理随机接入信道PRACH和消息A‑物理上行共享信道msgA‑PUSCH中的至少一种,N为正整数。可见,本申请实例有利于实现PRACH或者msgA‑PUSCH的频域资源配置,以及避免通过保护带来进行PRACH或者msgA‑PUSCH的发送。
