3.1 annual detection of fire-fighting Equipment
The detection of the appearance, the function, the installation and other conditions of the fire-fighting facilities of the buildings which are put into operation is carried out periodically every year.
3.2 detection of parameters
The characteristics or the quantity values describing the qualification degree of the sub items are called parameters for short. A sub-entry may contain one or more detection parameters.
3.3 sub-items
Items related to a single function, property or content for detecting the health or sophistication of the system.

3.4 detecting class A items
Refers to items that are directly related to the operational functions of the fire protection system and that may be hazardous to personal safety.
3.5 detecting class B items
The method is a project which has important influence on the engineering quality of a fire fighting system and can indirectly influence the reliability of the operation function of the fire fighting system.

4 detection flow
4.1 general provisions
4.1.1 the transformer substation and the fire-fighting technical service organization which accords with the working conditions sign a fire-fighting facility detection technical service contract, and the detection contract comprises the contents of detection types, contents, execution standards, bases and the like.
4.1.2 fire-fighting technical service organization shall accept to entrust providing fire-fighting technical service and take charge of service quality according to law, administrative laws, national regulations, national standards, industry standards and enforcement guidelines.
4.1.3 develop the fire-fighting equipment detection work, should establish the detection work group, clear and definite project person in charge. The project responsible person should have the corresponding registration fire-fighting engineer qualification, and other operators engaged in the field detection should have the professional qualification certificate of the fire-fighting equipment operators (fire-fighting equipment detection, maintenance and maintenance direction of occupation) of level four/middle level and above.
4.1.4 fire-fighting technical service organization carries out fire-fighting equipment detection work, and the project responsible person and the fire-fighting equipment operator must be in the field for operation, and the project responsible person is responsible for the whole service quality.
4.1.5 fire-fighting technical service organizations can not subcontract and subcontract fire-fighting technical service projects.

4.2 in situ test

4.2.2 in field inspection, the power equipment area such as the transformer substation and the like can not be accessed without permission, and the area can not be accessed and retained independently. When entering the power equipment area, the safety helmet can be worn correctly by wearing all-cotton long-sleeve work clothes and insulating shoes.
4.2.3 fire-fighting equipment and its components during the on-site inspection, effective fire-fighting safety measures should be taken in accordance with relevant regulations.
4.2.4 Equipment, tools and instruments used for field testing should meet the testing requirements, and the functions and performances thereof should meet the relevant national and local regulations.
And 4.2.5, resetting the field facility after the field detection work is finished.
4.3 report preparation and archive management
4.3.1 the original record is detected to use the standard format text, the text contains enough information to ensure that the original record can be traced, the data is objective and accurate, and the original condition of the site is recorded by adopting an informatization means.
4.3.2 the fire-fighting equipment detection work is carried out, a complete detection report is issued, a clear detection conclusion is obtained, and the detection report comprises the following contents (the style is shown in the attached appendix):

b) construction units, project names, project addresses and basic conditions of detection projects;
c) the uniqueness identification of the report and the identification of each page and the total number of pages;
d) a request date, a detection date, and a report issuance date.

f) detecting the qualified or unqualified detection conclusion of the detection items and the detection results;
g) the signature of the detector, the technical responsible person and the project responsible person;

4.3.3 technical staff, project staff and all detection members should be listed in the form of table, and the technical staff, the job title, the certificate of qualification, etc. of technical staff, project staff and all detection members should sign and seal the seal for practice.

5 detecting content and request
5.1 automatic fire alarm system
5.1.1 automatic fire alarm system
a) Detecting the appearances and marks of a fire alarm controller and fire-fighting linkage controller equipment, a graphic display device and a printer, main and standby power supplies and equipment functions, wherein the appearances of the equipment are intact, and the functions are normal;
b) detecting the appearance, the installation quality and the function of the fire display panel, wherein the appearance and the function of the fire display panel are intact;
c) detecting the mark, laying and line protection of system wiring, wherein the system wiring is required to meet the design specification;
d) detecting the arrangement position, the number, the appearance, the mark, the installation and the alarm function of the fire detector, wherein the detector can normally alarm;
e) detecting the appearance quality, nameplate marks, the integrity of components, the installation quality and the functions of field components such as a manual alarm button, various modules, a fire hydrant button, a fire telephone, fire emergency broadcasting, an audible and visual alarm and the like, wherein all the components are in good condition and the functions are normal;
f) the setting, installation and the like of the user information transmission device are detected to meet the design requirements, and all functions of the user information transmission device are normal.
5.1.2 electric fire monitoring system
a) Detecting the appearance quality, nameplate marks, main and standby power supplies, installation quality and equipment functions of the electrical fire monitor, wherein all the functions of the monitor are normal;
b) the appearance, the mark, the installation and the alarm function of the electrical fire monitoring detector are detected, and the detector can alarm normally.
5.1.3 prevent fire door monitored control system
The appearance quality, nameplate marks, main and standby power supplies, the installation quality and the equipment functions of the fireproof door monitor are detected, and all functions of the monitor are normal.
5.1.4 fire-fighting linkage function
a) The fire-fighting linkage detection is to test the integral linkage function of an automatic fire alarm system, a smoke prevention and exhaust system, a fire door monitoring system, a fire-fighting emergency broadcasting system, a fire-fighting water supply and automatic fire extinguishing system, a fire-fighting emergency lighting and evacuation indicating system, a non-fire-fighting power supply and other systems in a fire mode;

c) detect system linkage function of preventing discharging fume, prevent that system of discharging fume should be able to the linkage start, if: the smoke and smoke exhaust fan, the smoke exhaust valve, the fire prevention valve, the accident fan and the air valve thereof and the like can be started;
d) detecting the linkage function of a fire door monitor, wherein the fire door monitor can perform linkage closing on a normally-open fire door;
e) detecting the linkage function of the fire emergency broadcasting system, wherein the fire emergency broadcasting system can be automatically or manually converted into a fire emergency state to play fire emergency information;
f) and detecting the linkage function of the access control system, wherein the access control system can be released in a linkage way.
5.2 fire water supply and fire hydrant system
5.2.1 fire-fighting water supply facility
a) The reliability of a waterproof source is detected, and the fire-fighting water supply is reliable;
b) detecting the water replenishing and water level displaying functions of the fire pool and the fire water tank, wherein the water replenishing of the fire pool and the fire water tank is normal;
c) detecting the appearance, the identification, the position, the assembly and the water supply function of the water pump adapter, wherein the water supply function of the water pump adapter is normal;
d) detecting drainage and water retaining measures of the fire-fighting water pump room, wherein the fire-fighting water pump room is free of accumulated water;
e) the appearance, the water supply function, the power switching, the control cabinet state and the start-stop function of the fire pump and the air pressure water supply facility are detected, and the operation functions of the fire pump and the air pressure water supply facility are normal.
5.2.2 fire hydrant System
a) Detecting the appearance, the identification, the valve and the water outlet pressure of the outdoor fire hydrant, wherein the pressure of the outdoor fire hydrant is required to meet the design specification;
b) the appearance of the indoor fire hydrant, components such as a water gun, a water hose and the like, a pipe network, an installation interval, the pressure of a hydrant port and system functions are detected, and the pressure and the filled water column of the indoor fire hydrant meet the design specification requirements.
5.3 Water mist fire extinguishing System
a) Checking water supplement, liquid level display, water level alarm and safety valves of the water storage tank and the gas storage container, wherein the water supplement of the water storage tank is required to be normal, and the functions of all components are required to be normal;
b) the appearance, the identification and the function of the water supply equipment (pump set and bottle set type) are detected, the coating is intact, the name plate is clear, and the function is normal;
c) the arrangement and installation of the system components, the pipe network, the spray head and the control valve are detected, the coating of the pipe does not fall off, the pipe is not rusted seriously, the surface is not scratched or cracked, and the valve, the water testing joint, the pressure gauge and the drain pipe are normal;
d) detecting the arrangement of a protective area mark, an alarm device, an emergency lighting and evacuation indicator lamp, a pressure relief opening and a ventilation device and a starting device, wherein the functions of all the devices are normal;
e) and detecting the functions of a manual, automatic and mechanical emergency operation control system for extinguishing the water mist, wherein the functions of the manual, automatic and mechanical emergency operation control system are normal.
5.4 Water-spray fire extinguishing System
a) The inspection controller has no obvious collision damage, the indicator lights and the buttons have detailed marks, the signal lights indicate correctly, and the manual button misoperation prevention protective cover is complete and intact;
b) checking that the primary and secondary earthing of the controller is reliable, the power line is correct and the working voltage is normal;
c) detecting that the welding surface of the pipeline has no cracks, air holes, undercut, depression, dislocation of a receiving and sending groove and the like, coating red or red ring channel marks on the pipeline, and arranging a water drain valve or a sewage outlet and the like at the lower part of the pipeline;
d) detecting the safe static distance between the spray head, the pipeline and the electrified (exposed) part of the electrical equipment, wherein the number, the model and the specification of the spray head are required to meet the specification and the design requirement, and various marks of the spray head are required to be complete;
e) the detection transformer (high resistance) should be provided with independent spray heads for protecting the orifice of the sleeve lifting seat, the conservator, the radiator and the oil collecting pit, the spray heads should be installed neatly and firmly, and coatings are strictly prohibited to be attached;
f) detecting that the fire pump, the pressure stabilizing pump and the air pressure water supply equipment meet the relevant requirements of 5.2.1;
g) the tail end of the detection subarea is provided with a water testing device, the tail end of the dry system is provided with an exhaust valve, the mounting position of the valve group hydraulic alarm bell is correct, and the action of the deluge valve group is reliable;
h) detecting the working state, starting state, stopping state and fault state of a water pump power supply, and accessing the normal working state and action state of a water flow indicator, a signal valve, an alarm valve, a pressure switch and the like into a substation main equipment monitoring system;
i) the manual control, automatic control and emergency mechanical starting functions of the detection system are normal.
5.5 foam fire extinguishing systems (now mix)
a) Detecting that the foam fire pump, the foam mixed liquid pump and the system pipe network meet the relevant requirements of 5.2;
b) detecting a nameplate arranged on the foam liquid storage tank, clearly marking information such as storage quantity, foam liquid type, delivery date and filling date, and in the period of validity, accessories of the foam liquid storage tank are complete and free of damage, red in color and free of paint falling off;
c) detecting that the installation condition of the foam proportioner (device) meets the requirements of the specification and design;
d) detecting the appearance of the foam proportioner (device), wherein the foam proportioner is firmly installed and is rustless, and the marked flow direction is clear and intact;
e) detecting that the installation condition, components, a foam weir plate and the like of the foam generating device meet the specification and design requirements;
f) the accessory of the foam proportion generator is detected to be complete and complete, firm to install and corrosion-free;
g) detecting the number, appearance, mark, installation condition, arrangement interval and the like of the foam fire hydrant, wherein the number, the appearance, the mark, the installation condition, the arrangement interval and the like of the foam fire hydrant are in accordance with the specification and the design requirement;
h) detecting that an alarm device, an alarm system, a drainage facility, a manual and emergency mechanical control device and the like in a protection area meet the standard and design requirements;
i) the detection system has the functions of automatic, manual and mechanical emergency starting, and the functions of the foam generating device and the foam gun for spraying foam are normal.
5.6 foam spray fire extinguishing systems (premix)
a) The appearance of the inspection system is clean, no rust is generated, a paint film is intact, and no leakage phenomenon occurs;
b) the pressure, the configuration quantity and the reloading quantity of the nitrogen cylinder are detected to meet the design requirements, the joint of the high-pressure hose is reliably screwed, and the pipeline has no air leakage;
c) detecting that the solenoid valve is firmly connected and the manual bolt is intact, and starting the safety device to take down;
d) checking that the partition control valve is in a closed state, the manual wrench is intact, and the electric and emergency manual opening and closing functions of the partition electric valve are normal;
e) inspecting a nameplate of the foam tank body, wherein the nameplate comprises information such as delivery date, foam type, environment temperature, service life and the like;
f) checking effective certification documents and product delivery qualification certificates which are required by the market admission system of the foam liquid and marking the effective period;
g) the control cabinet is checked to be free from obvious collision and damage, various secondary component marks and labels in the cabinet are complete and correct, the power supply is correctly wired, the working voltage is normal, various control switches are in corresponding positions, various signal lamps are correctly indicated, and a manual button misoperation prevention protective cover is complete and intact;
h) checking that each transformer is required to be provided with two independent temperature sensing cables and the specified steel wire ropes thereof are intact;
i) detecting that the welding surface of the pipeline has no cracks, air holes, undercut, depression and dislocation of a receiving and conveying groove, coating red or red ring channel marks on the ground fire-fighting pipeline, fastening all pipelines by bolts, sealing well, and fastening and completing equipotential connecting lines among flanges;
j) detecting the type and specification of the spray head and the safe clear distance between the spray head pipeline and the electrified (exposed) part of the electrical equipment, wherein various marks of the spray head are complete;
k) the manual and automatic working states and fault signals of the system and the normal working state and action state of the driving device are detected, and the starting and stopping information of the system is accessed to the substation main equipment monitoring system.
l) the manual, automatic and emergency operation start functions of the detection system should be normal.
5.7 gas fire extinguishing System
a) Detecting the appearance, the installation quality, the filling amount and the filling pressure of the fire extinguishing agent storage container, wherein the filling amount and the filling pressure meet the design specification requirements;
b) looking up the appearance quality of parts, pipe networks and nozzles, the coating of the pipe is not required to fall off, no serious corrosion is caused, the surface is not scratched or cracked, the spray head is firm and regular, the glass ball is not stained or leaked, and deformation, attachments and suspensions are avoided;
c) detecting the arrangement of a protective area mark, an alarm device, an emergency lighting and evacuation indicator lamp, a pressure relief opening and a ventilation device and controlling a starting device, wherein the functions of all the devices are normal;
d) detecting the appearance and the marks of the gas fire extinguishing system controller, the main power supply and the standby power supply and the functions of the equipment, wherein the appearance of each equipment is intact, and each function is normal;
e) detecting the mark, laying and line protection of system wiring, wherein the system wiring is required to meet the design specification;
f) the appearance quality, nameplate marks, the integrity of the components, the installation quality and the functions of field components such as the detection monitoring module, the control module, the isolation module, the audible and visual alarm, the alarm bell, the gas discharge indicator lamp and the like are good, and the functions are normal.
g) The emergency starting and stopping functions of the gas fire extinguishing system are detected to be normal, and the linkage starting function of the system is detected to be normal.
5.8 oil-immersed transformer oil-discharging nitrogen-injecting fire extinguishing system
a) The detection device has clean appearance, no corrosion, intact paint film, no oil leakage phenomenon and perfect forming of the surface of a welding line;
b) detecting that a valve of the fire-fighting cabinet has switch direction, the heater has complete and correct functions, the nameplates of all equipment elements are complete and correct, the grounding is reliable, and an operation instruction is pasted;
c) detecting that the stop valve is installed correctly, the arrow direction is correct, the baffle is in the opening position, and the operating handle is locked in the 'running' position;
d) the number and the installation condition of fire detectors of the system are detected, the functions are complete, and the rain cover is complete;
e) the method comprises the steps of detecting that a control switch and a signal lamp on a control panel of the fire control cabinet indicate correctly, detecting that a manual button misoperation prevention protective cover is intact, grounding of the control cabinet is reliable, a main power supply and a standby power supply work normally, and various secondary element marks and labels in the cabinet are complete and correct;

5.9 mechanical smoke prevention and exhaust system
5.9.1 Smoke prevention System
a) Detecting the appearance and the installation quality of the air feeder, and the operation and start-stop signal feedback functions of a system control cabinet and a fan, wherein the system control cabinet is marked with a system name and a serial number; the instrument and the indicator light are displayed normally, and the switch and the control button are flexible and reliable; a manual automatic switching device is needed;
b) and detecting the appearance, function, wind speed and residual pressure value of the pressurized air supply pipeline, the air supply outlet and the air supply valve, wherein the wind speed and the residual pressure value are in accordance with the standard, and an air supply valve switching signal is fed back to a fire control room.
5.9.2 smoke exhaust system:
a) detecting the appearance, the installation quality, the feedback of start-stop signals, the running function of the fan, the smoke discharge amount and the function of a system control cabinet of the smoke exhaust fan, wherein the system control cabinet is marked with a system name and a serial number; the instrument and the indicator light are displayed normally, and the switch and the control button are flexible and reliable; a manual and automatic switching device is needed;
b) detecting the appearance, material, wind speed and function of the smoke exhaust port and the smoke exhaust fire prevention valve, wherein the wind speed is in accordance with the standard, and a switch signal of the smoke exhaust fire prevention valve is fed back to a fire control room;
c) detecting the appearance quality, material and installation of the smoke exhaust pipeline, wherein the surface of the air pipe is smooth and has no damage; the connection of the air pipes and the fan have no obvious defects;
d) detecting the appearance quality, material, installation and function of the smoke-blocking vertical wall and the automatic smoke exhaust window, wherein the action signal of the movable smoke-blocking vertical wall is fed back to the fire control room;
e) detecting the appearance, material, installation and function of a fire damper on a ventilation air-conditioning system air pipe, wherein the fire damper is normally opened at ordinary times, the action is normal when the fire damper is automatically and manually closed, and a valve closing signal is fed back to a fire control room;
f) and detecting the control function of accident ventilation, wherein an action signal is fed back to a fire control room.
5.9.3 air supply system
a) Detecting the setting and the quantity of air supply ports, wherein the air supply ports meet the design specification requirements;
b) detecting the functions of a fan and a system control cabinet of the air supplement fan, wherein the system control cabinet is marked with a system name and a serial number; the instrument and the indicator light are displayed normally, and the switch and the control button are flexible and reliable; a manual and automatic switching device is needed, and a fan action signal is fed back to a fire control room;
c) and detecting the air supplement amount of the air supplement system, wherein the air supplement amount meets the design specification requirement.
5.9.4 smoke exhaust prevention system function
a) Detecting the control function and the linkage function of the normally closed air supply port and the normally closed smoke exhaust port, wherein the control function and the linkage function of the air feeder and the smoke exhaust fan can be normal;
b) detecting the function of closing the smoke exhaust fan by the linkage of the smoke exhaust fire damper, wherein the closing of the smoke exhaust fire damper can be realized by linkage of closing the smoke exhaust fan;

5.10 fire emergency lighting and evacuation indication System
5.10.1 fire emergency lighting
a) Detecting the appearance, the mark, the installation quality, the working time, the working state conversion function and the ground illumination of the fire-fighting emergency lighting lamp, wherein the appearance, the mark, the installation quality, the working time, the working state conversion function and the ground illumination of the fire-fighting emergency lighting lamp are required to meet the design specification;
b) detecting the appearance, the installation quality, the control and the display function of the emergency lighting controller, wherein the system controls corresponding fire-fighting emergency lamps according to a preset evacuation plan, and the selected evacuation route meets the design requirement;
c) detecting the appearance, the installation quality and the display function of the emergency lighting centralized power supply, wherein an output branch of the emergency lighting centralized power supply is forbidden to be connected with other loads except a fire-fighting emergency lighting and evacuation indicating system;
d) detect emergency lighting distribution box's pilot lamp and control, emergency conversion function, emergency lighting distribution box should be able to receive emergency conversion coordinated control signal, cuts off power supply, makes the lamps and lanterns of connecting change over into emergency state, and sends feedback signal.
5.10.2 evacuation indicator
a) The appearance quality and the distance of the evacuation indication marker lamp are detected, the appearance is intact, the appearance coating layer has no corrosion, peeling and bubbling phenomena, and no obvious mechanical damage such as scratch, crack and the like;
