s2, automatically performing quality inspection on the grid boundary of each level below the highest level in the submitted levels, performing validity inspection on the grid boundary of the level based on a boundary validity rule aiming at the grid boundary of a certain level, calculating the coverage rate, the overlapping rate and the overflow rate of the grid boundary of the level when the verification is passed, detecting whether the coverage rate of the grid boundary of the level is more than or equal to the corresponding coverage rate threshold value, whether the overlapping rate is less than or equal to the corresponding overlapping rate threshold value and whether the overflow rate is less than or equal to the corresponding overflow rate threshold value, if yes, passing the quality inspection, updating the grid boundary of the level passing the quality inspection to the electronic map of the current version, and if not, sending information that the quality inspection is not passed and refusing to perform boundary drawing again;
s3, summarizing the grid boundaries of each level passed by the quality inspection drawn by each user to obtain the latest current version electronic map;
s4, automatically submitting the latest electronic map of the current version when the submission time reaches the set version submission deadline;
s5, the manager audits the electronic map of the latest current version, sends out information that the audit is passed and the release is effective when the audit is passed, and sends out information that the audit is not passed and the border drawing is carried out again when the audit is not passed;
and S6, automatically releasing and validating the latest current version electronic map when the release validation time reaches the set version release validation time.

The method for controlling the quality of an electronic map in a mesh data system according to claim 3, wherein in step S2, the coverage of the hierarchical mesh boundary is calculated as: traversing all grid boundaries of the level to obtain a residual uncovered area uncovered by the grid boundary of the level in the grid boundary of the last level corresponding to the level, calculating a gap rate between the area of the residual uncovered area and the area of the grid boundary area of the last level corresponding to the level, and calculating the coverage rate to be 1-gap rate;
