Abstract

The invention discloses a method and a system for rapidly checking customs clearance of import and export container goods. The clearance inspection system comprises an electronic seal, a first management device, a second management device and a service platform. The electronic seal is used to lock or unlock a door of a container and includes a LoRa communication module. The service platform stores the information received from the first management device and the second management device, and judges whether the container provided with the electronic seal is qualified for clearance according to the received information. According to the invention, the safety of container goods is ensured, the cost is obviously saved for customs supervision and user freight transportation, and the turnover efficiency and convenience of a container goods transportation system are improved.

The service platform 400 further includes a processor (e.g., a central processing unit CPU, a microprocessor MPU, etc.) and a memory (e.g., a random access memory RAM, a read only memory ROM, etc.) to store information received from the first and second management apparatuses 200 and 300, which may include the aforementioned seal information of the electronic seal 100, the container body information of the container, the state information of the electronic seal 100, and other possible information described below.
Based on the system 10 for rapidly checking import and export container cargo customs clearance, especially through the functional module of the electronic seal 100 and the information transmission between the functional module and other devices, the traditional cargo cross-border clearance checking mode of the existing mechanical seal and manual comparison can be reformed, the customs operation mode is changed from manual seal checking operation of millions of outdoor cabinets into automatic processing based on electronic information acquisition, and internal duty of the customs operation is realized, so that supervision of containers and cargo transportation thereof is facilitated by using an informatization means, and the efficiency of the container cargo passing through a customs bayonet is improved.
According to the above construction of the system 10 for rapid inspection of import/export container cargo clearance, it can be configured to perform a method for rapid inspection of import/export container cargo clearance. The method of import-export container cargo clearance quick-check corresponding to the above system 10 will now be described with reference to fig. 3-4. As shown in fig. 4, the method includes:
s101: the seal information of the electronic seal 100 installed at the door of the container and the box information of the container are acquired by the first management device 200, and the seal information and the box information are transmitted to the service platform 400 and stored in association with each other.
The seal information includes the unique identity information of the electronic seal 100, and the box information includes the unique identity information of the container. Therefore, the electronic seal 100 can be effectively identified by the device identity and the binding thereof with the container, and the device identity is prevented from being tampered with maliciously, thereby being beneficial to transportation safety. In one embodiment, the first management device 200 may utilize an image capture module to read a graphic code such as a two-dimensional code disposed on the electronic seal 100 to obtain the seal information. Similarly, the container body information of the container can be presented in a graphic code such as a two-dimensional code. Here, preferably, the blocking information may further store a link address of the service platform 400 for the background operation. Accordingly, the connection of the first management apparatus 200 with the service platform 400 can be facilitated.
S102: a sealing instruction is sent to the electronic seal 100, so that the electronic seal 100 performs a sealing operation for locking the doors of the container.
In one embodiment, upon receiving a seal application command, the electrical drive mechanism 120 of the electronic seal 100 drives the seal bar 130 to move relative to the body 110 toward the locked position, thereby locking the doors of the container. Thus, the doors of the container cannot be opened unless the electronic seal 100 is broken.
S103: the first management device 200 is utilized to send the sealing information of the electronic seal 100 to the service platform 400 and store the sealing information.
Specifically, after the first management device 200 sends the sealing information of the electronic seal 100 to the service platform 400, the service platform 400 may return a confirmation message to the first management device 200 to notify the electronic seal 100 of normal sealing.
S104: the electronic seal 100 sleeps after performing the sealing operation, and wakes up periodically during the sleep to detect the status information of the electronic seal 100, and also seeks communicable objects within the communication range through the LoRa communication method.
At least a portion of the method performed by the electronic seal 100 after waking up is shown in fig. 3. At this point, the container is in transit and the periodic wake-up of the electronic seal 100 can reduce its power consumption. The working time after the electronic seal 100 wakes up is, for example, 5ms, and during the working time, the electronic seal waits for the communication request of the second management device 300, and if the communication request of the second management device 300 is not received beyond the predetermined period, the electronic seal enters the sleep state.
In one embodiment, detecting the status information of the electronic seal 100 after the electronic seal 100 wakes up, including detecting whether the seal rod 130 of the electronic seal 100 is damaged, can be achieved by the aforementioned status detection circuit 132. Specifically, if the seal rod 130 of the electronic seal 100 is detected to be damaged, the damaged information of the seal rod 130 of the electronic seal 100 is stored into the state information; if the seal rod 130 of the electronic seal 100 is not detected to be damaged, the electronic seal 100 sleeps. In this way, power consumption can be reduced while maintaining anomaly monitoring for the electronic seal 100.
In an alternative embodiment, the electronic seal 100 and the first management device 200 (origin management device) may both include cellular mobile communication modules, so that the first management device 200 can communicate with the electronic seal 100 remotely even while the container is in transit. For example, the first management device 200 can send a wake-up command to the electronic seal 100, so that the electronic seal 100 is woken up, and detect the status information of the electronic seal 100. Thus, whether the electronic seal 100 has an abnormal condition in the transportation process can be monitored more conveniently.
S105: the electronic seal 100 establishes a communication connection with the second management device 300 after detecting that the second management device 300 exists within the communication range.
Since the LoRa communication method can provide a communication range of at least 1000m, the electronic seal 100 on the container can find the communicable object in advance of a certain time before reaching the clearance gate. In one embodiment, the electronic seal 100 receives a communication request from the second managing device 300, thereby detecting the presence of the second managing device 300 within communication range. Optionally, the electronic seal 100 further returns a confirmation message to the second management device 300 after receiving the communication request from the second management device 300, so as to establish the communication connection.
S106: the second management device 300 is used for acquiring the state information of the electronic seal 100, and sending the state information to the service platform 400 for storage.
As shown in fig. 3, if the reply of the second management device 300 is not received within a predetermined time period after the electronic seal 100 sends the status information to the second management device 300, the electronic seal 100 enters the sleep state.
In an alternative embodiment, before the electronic seal 100 establishes a communication connection with the second management device 300, the second management device 300 first obtains the seal information of the electronic seal 100, for example, by using one or more of the following manners: the second management device 300 acquires the seal information of the electronic seal 100 in a LoRa communication manner; alternatively, the second management device 300 obtains the seal information of the electronic seal 100 by scanning a graphic code (including a two-dimensional code, a bar code, etc.); alternatively, the second management device 300 acquires the container information of the container using image acquisition and acquires the seal information of the electronic seal 100 stored in association with the container information from the service platform 400. With the acquired seal information, the service platform 400 can also check whether the current seal information is consistent with the stored seal information before the start of transportation. Thus, the service platform 400 can correspond the status information of the electronic seal 100 to the identity of the electronic seal 100 after receiving the status information.
S107: the service platform 400 is used to determine whether the container with the electronic seal 100 installed therein has a pass qualification according to the seal information, the sealing information, the status information and the box information. If the container provided with the electronic seal 100 is judged to be qualified for clearance, the container is released; if the container with the electronic seal 100 is judged not to have the clearance qualification, the container is not allowed to pass, and the service platform 400 sends a manual inspection instruction.
In an alternative embodiment, the method further comprises the step of randomly issuing a manual inspection instruction by the service platform 400 before releasing the container after judging that the container with the electronic seal 100 installed therein is qualified for clearance. That is, in addition to determining the transit eligibility of the container using the system 10, customs personnel can still perform manual inspection in time when manual intervention is required, or optionally perform a secondary inspection of the container contents in a spot check format. Thus, the present application enables the foregoing assistance or partial replacement of customs inspection and supervision efforts.
Specifically, in order to manually inspect the container cargo in response to the manual inspection instruction, an unsealing instruction may be sent to the electronic seal 100 through the service platform 400 or an external device communicatively connected to the service platform 400, so that the electronic seal 100 performs an unsealing operation for unlocking the door of the container. In one embodiment, upon receiving the unseal command, the electric drive mechanism 120 of the electronic seal 100 drives the seal rod 130 to move toward the unlocked position relative to the body 110, thereby allowing the doors of the container to open so that the cargo transported by the container can be subsequently loaded and unloaded. After the manual inspection is completed, a sealing instruction is sent to the electronic seal 100, so that the electronic seal 100 performs a sealing operation for locking the door of the container. It will be appreciated that the system 10 and method described above not only provide convenience to customs personnel, but also provide a safe and reliable experience for the owner of the container cargo, the logistics company, and the like.
In one embodiment, if the state information of the electronic seal 100 does not include information that the seal rod 130 of the electronic seal 100 is damaged, that is, the electronic seal 100 has no abnormal condition during transportation, it is determined that the container mounted with the electronic seal 100 is qualified for customs clearance, and the container door is allowed to open for loading and unloading goods. On the contrary, if the state information of the electronic seal 100 includes the information that the seal rod 130 of the electronic seal 100 is damaged, it is determined that the container mounted with the electronic seal 100 does not have the customs qualification. In this case, an alarm message may be sent to alert customs personnel to make further inspections.
It is understood that the above-mentioned customs quick inspection method can be implemented not only independently, but also in parallel with the manual inspection. In particular, since the electronic seal 100 can lock the doors of the container, even in the case that the above system 10 for rapidly checking the import/export container freight customs clearance is not provided, it is possible to determine whether the container can be cleared only by manual checking without hindering the circulation and passing of the container at the conventional customs opening. Optionally, the service platform 400 also has a data interface to allow for the input of other information acquired manually or otherwise collected by the system and for the issuance of decapsulation instructions or alarm information based on this information. Therefore, the import and export container cargo clearance quick inspection system 10 can be additionally arranged on the basis of the conventional customs system, so that the applicable scenes of the invention are wider.
In fact, during the customs clearance of the container, in addition to the time required for the manual inspection at customs, the time required for transferring the container from the port yard to the customs inspection yard is also considerable, resulting in inefficient circulation of the entire process. According to the method for rapidly checking clearance of the invention, the improved second management equipment 300 and the electronic seal 100 can carry out remote communication, so that the time difference between the arrival of the container goods at the port dock and the arrival at the customs checkpoint is fully utilized, the checking of the clearance qualification of the container goods is completed before the arrival of the container goods at the customs checkpoint, and the qualified container goods can be rapidly cleared without being blocked by the checking procedure, namely 'no-sense clearance' is realized.
The automatic processing saves the operation of manually checking the seal number and checking the seal state, also saves the waiting time required by staying in an inspection yard or calling out the container, greatly reduces the hoisting cost and the trailer cost for calling out the container, shortens the time of closing the goods while saving the logistics cost, and improves the turnover efficiency of a container goods transportation system.
Generally speaking, the invention provides an intelligent monitoring information processing system for data acquisition and qualification check of transportation tools and goods entering and exiting a customs supervision place card port, and provides a corresponding information processing method. It will be appreciated that although the above embodiments describe the customs quick inspection method and system of the present invention as applied to container cargo, the above method and system may be applied to other cargo containers and their cargo similar to containers, and is particularly suitable for transporting bulk goods, single goods, goods that are not readily available for direct opening, etc., without departing from the spirit of the present invention. In other words, container cargo is only one of the objects available for the method and system described above, and the present invention is not limited in this regard.

Claims (10)

1. A method for rapidly checking the clearance of goods in an import/export container, which comprises the following steps:
acquiring sealing information of an electronic seal installed at a door of the container and box body information of the container by using first management equipment, and sending the sealing information and the box body information to a service platform and storing the sealing information and the box body information in a correlation manner;
sending a sealing instruction to the electronic seal to enable the electronic seal to execute sealing operation so as to lock a door of the container;
sending the sealing information of the electronic seal to the service platform by using the first management equipment and storing the sealing information;
the electronic seal sleeps after executing the sealing operation, and is awakened at regular time during the sleeping period so as to detect the state information of the electronic seal and seek communicable objects in a communication range in an LoRa communication mode;
the electronic seal establishes communication connection with second management equipment after detecting that the second management equipment exists in a communication range;
acquiring the state information of the electronic seal by using the second management equipment, and sending and storing the state information to the service platform;
the service platform is used for judging whether the container provided with the electronic seal has a clearance qualification or not according to the seal information, the sealing information, the state information and the box body information, and moreover, the service platform is used for judging whether the container provided with the electronic seal has a clearance qualification or not
If the container provided with the electronic seal is judged to be qualified for clearance, the container is released; and if the container provided with the electronic seal is judged not to have the clearance qualification, the container is not allowed to pass, and the service platform sends a manual inspection instruction.
2. The method for rapidly inspecting cargo clearance of import and export containers according to claim 1, wherein the electronic seal comprises a body and a seal rod movable relative to the body, wherein detecting the status information of the electronic seal comprises detecting whether the seal rod of the electronic seal is damaged; and is
If the seal rod of the electronic seal is detected to be damaged, storing the damaged information of the seal rod of the electronic seal into the state information; and if the seal rod of the electronic seal is not detected to be damaged, the electronic seal is dormant.

in order to respond to the manual inspection instruction to manually inspect the container goods, an unsealing instruction is sent to the electronic seal, so that the electronic seal executes unsealing operation to unlock a door of the container; and after the manual inspection is completed, sending a sealing instruction to the electronic seal, so that the electronic seal performs a sealing operation for locking the door of the container.
8. A system for rapidly checking the clearance of goods in an import/export container, which is characterized by comprising:
an electronic seal comprising a body and a seal rod movable relative to the body, the seal rod being movable relative to the body in response to an electrical signal for locking or unlocking a door of the container, wherein the electronic seal further comprises a LoRa communication module,
the first management equipment is in communication connection with the electronic seal;
the second management equipment is in communication connection with the electronic seal and is provided with a LoRa communication module; and
