本申请提供了一种用于传输小数据的方法及设备,能够提高终端设备传输小数据的成功率,有利于节省终端设备的电量。该方法包括:终端设备根据第一信息,从辅助上行链路SUL载波和正常上行链路NUL载波中确定目标上行载波,所述第一信息包括以下中的至少一种:服务小区的信道质量、待传输的数据大小、SUL载波和NUL载波能够支持的传输块大小TBS、SUL载波和NUL载波的负载均衡因子、网络设备指示传输小数据时使用的上行载波;所述终端设备在所述目标上行载波上进行小数据传输。
