s4, when the wiping head 206 wipes, the outer side cleaning disc 308 and the inner side cleaning disc 309 clean the insulator on the other side;
s5, the positions of the wiping device 2 and the cleaning device 3 are switched by the rotating electric machine 401, and the insulator is cleaned.
