receiving a monthly material demand plan uploaded by a project implementation unit every month, and compiling the monthly material demand plan according to a virtual project;
calling the global annual material demand plan from the database, comparing the monthly material demand plan with the monthly plan number corresponding to the global annual material demand plan, and editing the global annual material demand plan according to the comparison result;
generating a material distribution plan according to the monthly material demand plan;
when the materials are delivered to a project implementation unit according to the material delivery plan to be accepted, registering the materials accepted by the project implementation unit in a corresponding virtual project to form material supply data, and uploading the material supply data to a database;
when the goods and materials are received by the project implementation unit, the virtual project corresponding to the goods and materials received by the project implementation unit is modified into the corresponding actual implementation project so as to modify the goods and materials supply data.

receiving approval of a project management unit on the annual material demand plan, wherein the approval is carried out by the project management unit according to a second balanced interest library result obtained after the project management unit carries out balanced interest library on the annual material demand plan reported by a project implementation unit;
the receiving annual material demand plan uploaded by a project implementation unit every year comprises the following steps:
when the examination and approval is passed, receiving an annual material demand plan uploaded every year by a project implementation unit;
