the semiconductor refrigerating sheet is fixed on the grid of the fan cover, the heat exhausting fan is arranged on the rear side of the semiconductor refrigerating sheet, and the semiconductor refrigerating sheet and the heat exhausting fan are electrically connected with the machine head;
the front side of the supporting shaft is provided with a control panel which is electrically connected with the machine head, and the control panel is provided with a refrigeration switch.

3. A cooling fan according to claim 2, wherein the semiconductor cooling fins are provided in plural groups along a radius of the hood.
4. A refrigerating fan as claimed in claim 3, wherein a protrusion is provided rearward of the rear side of the head, and the protrusion is cylindrical and perpendicular to the plane of the hood;
the semiconductor refrigeration sheet is electrically connected with the heat exhausting fan.
5. A cooling fan according to claim 4, wherein the electrical connection wires of the semiconductor cooling fin and the heat exhausting fan are provided in a wire protective sheath made of a non-deformable material.
