if the video use analysis coefficient of the analysis area is larger than or equal to the video use analysis coefficient threshold, judging that the video use requirement of the corresponding analysis area is high, generating a requirement signal and marking the corresponding analysis area as a high-requirement area; if the video use analysis coefficient of the analysis area is less than the video use analysis coefficient threshold value, judging that the video use requirement of the corresponding analysis area is low, generating a low-requirement signal and marking the corresponding analysis area as a low-requirement area;
the high demand area and the low demand area are sent to a server.
3. The VoLTE high-definition audio-video international roaming charging and settlement system based on 5G according to claim 1, wherein the analysis process of the quality analysis unit is as follows:
marking the low-demand areas as o, wherein o is a natural number larger than 1, acquiring the network average delay time, the picture pause frequency and the connection interruption times of the user video in each low-demand area, and respectively marking the network average delay time, the picture pause frequency and the connection interruption times of the user video in the low-demand areas as YSCo, HMKo and LJZo; acquiring a mass analysis coefficient Co of a low-demand area through analysis;
comparing the mass analysis coefficient of the low-demand region to a mass analysis coefficient threshold:
if the quality analysis coefficient of the low-demand area is larger than or equal to the quality analysis coefficient threshold value, judging that the video network analysis in the corresponding low-demand area is unqualified, generating a network quality unqualified signal and sending the network quality unqualified signal to a server, and after receiving the network quality unqualified signal, upgrading and maintaining the video network corresponding to the low-demand area by the server; and if the quality analysis coefficient of the low-demand area is less than the quality analysis coefficient threshold value, judging that the video network in the corresponding low-demand area is qualified in analysis, generating a network quality qualified signal and sending the network quality qualified signal to the server, and after receiving the network quality qualified signal, the server prolongs the video network maintenance period of the corresponding low-demand area.

acquiring the video users in the high-demand area, acquiring the average monthly video total duration and average monthly video frequency of the video users in the high-demand area, and comparing the average monthly video total duration and average monthly video frequency of the video users in the high-demand area with an average monthly video total duration threshold and an average monthly video frequency threshold respectively:
if the average monthly video total duration of the video users in the high-demand area of the video users is greater than the average monthly video total duration threshold value and the average monthly video frequency is greater than the average monthly video frequency threshold value, marking the corresponding video users as the continuously exceeding users, sending the continuously exceeding users to a server, after receiving the continuously exceeding users, acquiring the average video cost which continuously exceeds the historical three months of the users by the server, taking the corresponding average video cost as the upper limit value of the video cost corresponding to the continuously exceeding users, and if the video cost corresponding to the continuously exceeding users exceeds the upper limit value of the video cost, taking the upper limit value of the video cost corresponding to the continuously exceeding users as the standard;
if the total average monthly video duration of the users using the video in the high-demand area of the users using the video is greater than the threshold value of the total average monthly video duration and the average monthly video frequency is less than the threshold value of the average monthly video frequency, marking the corresponding users using the video as interval excess users, sending the interval excess users to a server, marking the video duration of which the interval exceeds the total average monthly video duration of the users and exceeds the corresponding threshold value as half-rate video after the server receives the interval excess users, namely calculating the video duration of which the interval exceeds the total monthly video duration of the users and exceeds the total average monthly video duration by half rate;
