1. A video billing regulation system based on a blockchain, comprising:
the area analysis module is used for acquiring area information of a target user;
the quality detection module is used for acquiring video quality information of the current video of the target user;
the user classification module is used for acquiring user portrait information of the target user;
the charging pricing module is used for carrying out charging adjustment according to the region information, the video quality information and the user portrait information to generate a corresponding charging list;
and the data packaging and transmitting module stores the charging detail table through the block chain storage platform.
2. The blockchain-based video billing regulation system of claim 1 wherein the quality detection module comprises:
the video source is used for providing test videos with preset duration for the target user;
the acquisition unit is used for synchronously acquiring sampling frames corresponding to the test video when the target user receives the test video;
the quality rating unit is used for performing quality rating marking on the test video according to the sampling frame to obtain corresponding video quality information;
the quality ratings comprise a first-level quality, a second-level quality, a third-level quality, a fourth-level quality and a fifth-level quality with gradually decreasing evaluation quality, and different quality ratings correspond to different scores.
3. The blockchain-based video billing regulation system of claim 2 wherein the test video includes one type of video and two types of video with progressively increasing video film source quality and three types of video;
and if the video quality information corresponding to the test video received by the target user is the four-level quality, improving the film source quality of the test video.
4. The blockchain-based video billing regulation system of claim 2 wherein the quality rating unit comprises:
the frequency adjusting unit is used for adjusting the sampling frequency of the sampling frame acquired by the acquisition unit;
the rating statistics unit is used for rating and integrating the quality ratings to obtain corresponding video quality information;
the rating integration includes counting an average rating of the quality ratings.

The blockchain-based video billing regulation system of claim 4 wherein if the video quality information corresponding to the test video received by the target user is the tertiary quality, the sampling frequency of the sampling frame obtained by the acquisition unit is increased by the adjustment unit.
6. The blockchain-based video billing regulation system of claim 1 wherein the area analysis module comprises:
the regional address acquisition unit is used for acquiring the geographic position of the target user;
and the regional information database is used for outputting the corresponding regional information according to the geographic position, and the regional information is in a scoring form.

the user habit statistics unit is used for acquiring habit parameter information such as frequency, duration, watching completeness, number of watched videos and the like of the target user watching the videos;
