s3, paving desulfurized gypsum, agricultural straws, municipal domestic sludge, weathered coal, turf and a soil mixture at the upper end of the isolation layer 1, namely a planting soil layer 2, wherein the thickness of the planting soil layer 2 is 0.6 m; the special fertilizer is prepared by mixing desulfurized gypsum, agricultural straws, municipal domestic sludge, weathered coal, grass peat and soil through a mixer, wherein the humidity of the mixture formed by mixing desulfurized gypsum, agricultural straws, municipal domestic sludge, weathered coal, grass peat and soil is 30%;
s4, inserting the adding pipe 4 into the planting soil layer 2, wherein the lower end of the adding pipe 4 is positioned in the planting soil layer 2;
s5, paving solid waste, namely the water and soil loss prevention layer 3, on the upper layer of the planting soil layer 2, wherein the thickness of the water and soil loss prevention layer 3 is 0.2 m;
s6, adding potassium fulvate and clean water into the mixing box 10 through the feeding port 14, starting the driving motor 5, and driving the rotating rod 6 and the fishbone stirring mechanism to rotate by the driving motor 5 to form a potassium fulvate solution;
