The upper-level examination module is used for examining new primary material purchase requests and secondary balance material purchase requests, and generating purchase data after the examination passes the financial budget. Taking the primary material purchase request as an example, approving the purchase information in the primary material purchase request, and sequentially carrying out financial approval, project WBS information verification and general calculation verification on the purchase quantity and the purchase price. In the auditing process, the national network reference price list needs to be checked, whether the national network reference price list accords with the current annual budget/current month/current quaternary budget is audited, specific purchasing data is formed after the auditing is passed, and a third party provider is sent to purchase. The agreement inventory examination module is used for examining new primary material purchase requests and secondary balance material purchase requests, and generating purchase data after examination. The agreement stock contains a plurality of types, each agreement stock having determined the corresponding supplier at the time of agreement subscription, for which purpose purchase data of the corresponding supplier is formed by determining the agreement stock type of the required purchase material and sent to the supplier.
And the bid-inviting purchasing module is used for checking the new primary material purchasing request and the new secondary material purchasing request, and generating purchasing data after the checking is passed. The bid-bidding purchasing module specifically comprises a material purchasing demand unit and a bid-bidding purchasing unit. The material purchasing demand unit is used for classifying purchasing materials for primary material purchasing requests or new secondary material purchasing requests and performing different bidding purchasing according to the material types. Wherein, the material to be purchased needs to be purchased uniformly. And after the material purchasing demand unit is classified, sending the material purchasing demand unit to a bidding purchasing unit for bidding purchasing according to the material classification. The bidding purchasing module further comprises a supplier unit, wherein the supplier unit stores a supplier list and materials corresponding to the material categories. And the bidding and purchasing unit performs bidding of corresponding materials to related suppliers according to the storage information of the supplier units, forms purchasing data of the corresponding suppliers and sends the purchasing data to the suppliers.
The system also comprises a primary unit reserve plan examination module which is used for examining the primary unit reserve plan sent by the market-level demand end and sending examination qualified information to the market-level demand end after examination is passed. The market-level demand end group sends a primary material purchasing request to the primary unit reporting module based on the primary unit reserve plan. The primary unit reserve plan comprises engineering material inventory and technical specification books corresponding to the primary unit engineering project. The engineering material album comprises material codes, technical specification IDs and required quantity. The market-level design unit designs the project entrusted by the project unit to finish the engineering material inventory, and the project unit checks the engineering material inventory. After the verification is passed, the verification is submitted to a market-level material department to form a primary unit storage plan.
Specifically, the primary unit reserve plan review module includes a rule review library and a primary unit review unit. For another example, the project voltage level filling ranges are 500 kV, 220kV, 110kV, 35 kV, and the actual declaration voltage level is 111 kV, and the first-level unit inspection unit feeds back information to fill out normalized anomaly information. The purchasing information specification rules comprise rules of whether the material subclasses, the middle class and the major class are in the purchasing catalogue. The purchasing directory is formed by purchasing directory data according to a purchasing category and material classification corresponding relation table, and the purchasing directory data is indexed by material codes. The primary unit inspection unit also inspects the technical compliance of the monthly reserve plan according to the technical specification rules pre-stored in the grid material inspection system. For example, for a subclass of "capacitor bank series reactor'", the material description contains "hollow" in an amount that is 3 times the amount of the subclass of "frame capacitor bank" or "collective capacitor bank" required under the same project, and the material description contains "iron core" in an amount consistent with the amount of the subclass of "frame capacitor bank" or "collective capacitor bank" required under the same project. For another example, the subclass is "ground change", the material description contains "10KV", the requirement corresponding to the engineering name should contain the "arc suppression coil" subclass requirement, and both requirements should be the same cure ID. For another example, the subclass "capacitor bank series reactors" cannot be purchased separately. The requirements should include a subclass of "collective capacitor bank (without reactor)" or "frame capacitor (without reactor)" corresponding to the requirements under the engineering name, and both requirements should be the same curing ID. Such as the examples described above, the technical specification rules are set according to national standards, and the technical specification rules are set according to design project specifications and grades according to different national standards.
The system also comprises a secondary unit reserve plan examination module which is used for examining the secondary unit reserve plan sent by the county level demand end and sending examination qualified information to the county level demand end after examination is passed. The county-level demand terminal sends a secondary material purchase request to a secondary unit reporting module based on the secondary unit reserve plan. The secondary unit reserve plan includes an engineering material inventory and a technical specification corresponding to the secondary unit engineering project. The engineering material album comprises material codes, technical specification IDs and required quantity. The county-level design unit designs the project entrusted by the project unit to finish the engineering material inventory, and the project unit carries out auditing on the engineering material inventory. After the verification is passed, reporting to county-level material departments to form a secondary unit reserve plan.
Specifically, the secondary unit reserve plan review module comprises a rule review library and a secondary unit review unit. The secondary unit examination unit is used for calling examination rules in the rule examination library, carrying out information integrity, purchasing information standardization and technical compliance examination on the secondary unit monthly reserve plan, if the examination is passed, sending examination qualified information to the county level demand end, and if the examination is not passed, sending examination unqualified information to the county level demand end. 1. A power grid material reserve management system, comprising:
a primary unit reserve planning review module comprising:
the rule checking library is used for storing information complete rules, purchasing information standard rules and technical standard rules;
the first-level unit examination unit is used for calling examination rules in the rule examination library, carrying out information integrity, purchasing information standardization and technical compliance examination on the first-level unit monthly reserve plan, and if the examination is passed, sending examination qualified information to a market-level demand end, and the market-level demand end sends a first-level material purchasing request to the first-level unit reporting module based on the first-level unit reserve plan; the primary unit reserve plan comprises engineering material inventory and technical specification books corresponding to primary unit engineering projects; if the examination is not passed, sending examination disqualification information to a market-level demand end;
the primary unit reporting module is used for receiving a primary material purchasing request sent by a market-level demand end; the primary material purchase request comprises primary engineering project information and primary purchase information;
a primary unit review module comprising:
the primary demand balance library screening unit is used for screening primary material purchasing requests, conducting primary demand balance library screening on primary purchasing information, screening the material reserve quantity in a primary unit reserve resource pool, determining the quantity of actual engineering project demands, and forming new primary material purchasing requests; the system is also used for checking a new secondary material purchasing request, carrying out primary demand balance and library checking aiming at the secondary purchasing information of the new secondary material purchasing request, checking the material reserve quantity in a secondary unit reserve resource pool, determining the required quantity of an actual engineering project and forming a secondary balance material purchasing request;
the primary purchasing mode examining unit is used for examining purchasing modes of primary purchasing information in the new primary purchasing mode, sending the new primary purchasing mode to the upper-level examining module when the purchasing mode is single-source purchasing or batch purchasing, sending the new primary purchasing mode to the bid purchasing module when the purchasing mode is authorized entrusting purchasing, and sending the new primary purchasing mode to the agreement inventory examining module when the purchasing mode is agreement inventory purchasing; the system is also used for checking whether the purchasing mode of the secondary purchasing information in the secondary balance material purchasing request is agreement inventory purchasing, if so, sending the secondary balance material purchasing request to an agreement inventory checking module, and if not, sending the secondary balance material purchasing request to an upper checking module;
the primary unit demand unit is used for detecting whether the purchasing mode in the primary purchasing information is agreement inventory purchasing when the primary unit inspection module receives the primary material purchasing request, if so, combining the material demand quantity belonging to the agreement inventory purchasing, otherwise, not combining; then sending the combined primary material purchase request or the non-combined primary material purchase request to a primary demand balance library checking unit;
a secondary unit reserve planning review module comprising:
the rule checking library is used for storing information complete rules, purchasing information standard rules and technical standard rules;
the secondary unit examination unit is used for calling examination rules in the rule examination library, carrying out information integrity, purchasing information standardization and technical compliance examination on a secondary unit monthly reserve plan, and if the examination is passed, sending examination qualification information to a county-level demand end, and sending a secondary material purchasing request to a secondary unit reporting module by the county-level demand end based on the secondary unit reserve plan; the secondary unit reserve plan comprises engineering material inventory and technical specification books corresponding to the secondary unit engineering project; if the examination is not passed, sending examination unqualified information to a county-level demand end;
the secondary unit reporting module is used for receiving a secondary material purchasing request sent by the county level demand end; the secondary material purchase request comprises secondary engineering project information and secondary purchase information;
a secondary unit review module comprising:
the secondary demand balance and benefit library examination unit is used for examining the secondary material purchasing request, carrying out secondary demand balance and benefit library examination aiming at secondary purchasing information, checking the material reserve quantity in a secondary unit reserve resource pool, determining the demand quantity of an actual engineering project and forming a new secondary material purchasing request;
the second-level purchasing mode examining unit is used for examining the purchasing mode of the second-level purchasing information in the new second-level purchasing request, when the purchasing mode is single-source purchasing or batch purchasing, the new second-level purchasing request is sent to the first-level examining module, when the purchasing mode is authorized to delegate purchasing, the new second-level purchasing request is sent to the bidding purchasing module, and when the purchasing mode is agreement inventory purchasing, the new second-level purchasing request is sent to the first-level examining module;
the second-level unit demand unit is used for detecting whether the purchasing mode in the second-level purchasing information is agreement inventory purchasing when receiving the second-level material purchasing request, if so, combining the material demand quantity belonging to the agreement inventory purchasing, otherwise, not combining; then sending the combined secondary material purchasing request or the non-combined secondary material purchasing request to a secondary demand balance and benefit warehouse examining unit;
the upper-level examination module is used for examining the new primary material purchase request and the secondary balance material purchase request, and generating purchase data after the examination passes the financial budget;
the agreement inventory checking module is used for checking new primary material purchasing requests and secondary balance material purchasing requests, and generating purchasing data after the checking is passed; the protocol inventory review module includes:
the protocol inventory checking unit is used for synchronizing the protocol inventory plan and the protocol inventory data of the ERP system;
the agreement inventory checking unit is used for checking new primary material purchasing requests and secondary balance material purchasing requests, generating purchasing data after checking, and returning checking failure to the primary unit checking module;
the agreement inventory checking unit is performed before the agreement inventory checking unit checks the primary material purchasing request and the secondary balance material purchasing request;
and the bid-recruitment purchasing module is used for examining the new primary material purchasing request and the new secondary material purchasing request, and generating purchasing data after the examination is passed.
