The mode change instruction comprises a snapshot change instruction and a video change instruction; when the mobile terminal 3 transmits the snapshot change instruction to the management platform server 1 and the camera device 2 corresponding to the communication connection, the management platform server 1 switches to the snapshot mode for the mobile terminal 3, and the camera device 2 in communication connection with the mobile terminal 3 switches to the snapshot mode; when the mobile terminal 3 transmits a video change instruction to the management platform server 1 and the image pickup device 2 connected to the mobile terminal 3, the management platform server 1 switches the video mode to the mobile terminal 3, and the image pickup device 2 connected to the mobile terminal 3 in communication switches the video mode to the video mode.
Specifically, the mode change instruction is generated by a traffic alarm trigger. When the traffic police needs to switch the mode, click the switching button of APP in the mobile terminal 3, and generate a mode change instruction.
The camera 2 is configured to transmit snapshot data to the management platform server 1 in the snapshot mode. The snapshot data may be a picture taken by the image pickup device 2 or a video taken by the image pickup device 2. The management platform server 1 is used for responding to the snapshot data uploaded by the camera device 2 and acquiring the violation data based on the snapshot data. The illegal parking data comprise illegal parking board information, illegal parking positioning information corresponding to the illegal parking board information and illegal parking time information corresponding to the illegal parking board information. Specifically, after the management platform server 1 acquires the snapshot data, the management platform server acquires the illegal data in the snapshot data based on a camera data frame technology and a picture identification technology because the snapshot data is a video; that is, the illegal data is actually pictures, for example, the management platform server 1 decomposes the captured data into a plurality of pictures in units of frames, and each picture corresponds to the position information and the time information. Then, the management platform server 1 identifies the license plate information in the picture based on the pre-stored license plate model, and when the license plate information exists in the picture, the picture is regarded as illegal parking plate information, the time information corresponding to the picture is regarded as illegal parking time information, and the position information corresponding to the picture is regarded as illegal parking positioning information, so that illegal parking data is formed.
After the video is divided into a plurality of pictures, the position information and the time information corresponding to each picture may be generated when the image capturing device 2 captures the video, or may be generated by a positioning module and a time acquiring module in the image capturing device 2. For example, in the process of shooting a video by the camera device 2, the positioning module generates a continuous piece of position information at the same time, and the time acquisition module generates a continuous piece of time information at the same time. When uploading video, i.e. snapshot data, the camera device 2 uploads the corresponding position information and time information at the same time. The management platform server 1 decomposes the video into a plurality of pictures by frames, each picture corresponds to a time, and then the corresponding position is obtained according to the time.
Referring to fig. 3, the management platform server 1 is further configured to, after acquiring the parking violation data based on the snapshot data, determine, through the parking violation positioning information in the parking violation data, whether the vehicle corresponding to the parking violation data is on a parking violation road segment, where the parking violation road segment is a road segment that cannot be parked, and the parking violation road segment is specifically set by the traffic management department and is preset in the database of the management platform server 1; if the vehicle corresponding to the illegal parking data is not on the illegal parking road section, the illegal parking data is invalid; if the vehicle corresponding to the illegal parking data is in the illegal parking road section, the management platform server 1 inquires whether the stored illegal parking board information identical to the illegal parking board information is stored in the database, namely the stored illegal parking board information identical to the license board represented by the illegal parking board information is stored in the database. It is understood that the same license plate number means that the corresponding vehicles are the same vehicle.
If the stored illegal parking board information which is the same as the illegal parking board information is not stored in the database, the vehicle corresponding to the illegal parking data is considered to accord with illegal parking rules, and the corresponding illegal parking data is stored in the database.
If the stored illegal parking plate information which is the same as the illegal parking plate information is stored in the database, judging whether the illegal parking plate information and the corresponding stored illegal parking plate information are acquired at the same position; if the vehicle is not acquired at the same position, determining that the vehicle corresponding to the illegal parking data accords with illegal parking rules, and storing the corresponding illegal parking data into a database;
if the parking plate information is acquired at the same position, judging whether the acquisition time interval between the illegal parking plate information and the corresponding stored illegal parking plate information is within the evidence obtaining time threshold range or not; if the vehicle is within the evidence obtaining time threshold value range, the vehicle corresponding to the illegal parking data is considered to accord with illegal parking rules, and the corresponding illegal parking data is stored in a database; otherwise, the vehicle corresponding to the illegal data is regarded as not conforming to the illegal rule, and the illegal data is invalid.
For convenience of understanding, for example, a traffic police drives a railway ride to run on an illegal road section, then starts the camera device 2 on the railway ride, and switches to a snapshot mode after logging in an APP through a mobile phone terminal. The camera device 2 uploads the snapshot data to the management platform server 1; the management platform server 1 diagnoses whether a stopped vehicle exists in the snapshot data, and when the stopped vehicle exists, acquires a picture with a license plate of the vehicle (i.e., illegal parking plate information), position information (i.e., illegal parking positioning information) and time information (i.e., illegal parking time information) corresponding to the picture, and obtains the license plate number. Then judging whether the parking position of the vehicle is an illegal parking road section or not based on the illegal parking positioning information; if the parking violation data is in the parking violation road section, inquiring whether the parking violation data which is the same as the license plate number is stored in a database; if not, the vehicle corresponding to the license plate is proved to be illegally parked by being snapshot for the first time, at the moment, illegal parking data corresponding to the license plate is stored in the database to be reserved as evidence, and a traffic police is not required to get off the vehicle to take a picture and obtain evidence in the process of driving the ironware.
If the illegal parking data which are the same as the license plate number are stored in the database, the fact that the vehicle corresponding to the license plate number is not captured to illegal parking for the first time is proved. Then judging whether the position of the illegal parking data stored in the database is the same as the position of the snapshot or not; if the difference is not the same, the vehicle is proved to move, the condition is regarded as that the vehicle parks against the regulations twice, and the illegal parking data is stored in a database; if the two are the same, the vehicle is proved not to move, and in order to keep more sufficient evidence, whether the time for acquiring the illegal parking board information and the acquisition time interval of the stored illegal parking board information are within the evidence-obtaining time threshold range or not is judged. If yes, storing the violation data into a database to enrich the evidence obtaining quantity; if not, the obtained illegal data is judged to be invalid.
In this embodiment, the forensics time threshold range is greater than 12 seconds and less than 3600 seconds. If the time interval is less than 12 seconds, proving that the information of the illegal parking board in two times is from the same snapshot data, invalidating the illegal parking data; if the time interval is within the evidence obtaining time threshold range, the traffic police are proved to snapshot the same illegal road section for the second time or the third time, the vehicle is always stopped at the same position of the same illegal road section, and illegal parking data are stored in the database at the moment, so that evidence enrichment is facilitated; if the time interval is greater than 3600 seconds, i.e., 1 hour, it is proven that the traffic police is capturing the same violated road segment for the third or fourth time, and sufficient evidence has been previously stored, so there is no need to store the violated data in the database.
The upper limit of the forensics time threshold range is set according to the patrol period of the traffic police, for example, if the region responsible for patrol of the traffic police takes 1 hour for a week, the upper limit of the forensics time threshold range can be set to 2.5 hours; if it takes half an hour for the traffic police to patrol the responsible area a week, the upper limit of the forensics time threshold range may be set to 40 minutes, or 1 hour. The method aims to patrol the same illegal parking road section at least twice within the upper limit time.
The lower limit of the forensics time threshold range is set according to the patrol speed of the traffic police, for example, if the slowest speed of the railway ride driven by the traffic police is 20 seconds and a vehicle passes through, the lower limit can be set to 20 seconds. The illegal parking data representing the same license plate number and obtained from the same snapshot data are not required to be used as multiple evidences.
In another embodiment, a processor is provided in the image pickup device 2. When the camera device 2 is in the snapshot mode, the obtained snapshot data are transmitted to the processor, and the illegal road sections are prestored in the processor. The processor judges whether the snapshot data are located in the illegal road section or not, and if the snapshot data are not located in the illegal road section, the snapshot data are invalid. And if the vehicle is in the illegal road section, acquiring illegal parking data in the snapshot data, uploading the illegal parking data to the management platform server 1, and judging whether the illegal parking data accords with illegal parking rules by the management platform server 1.
Referring to fig. 1, the camera device 2 is configured to transmit audit data, specifically, video data, to the management platform server 1 and the mobile terminal 3 corresponding to the communication connection in the video mode. The management platform server 1 is connected with a display device, and the display device can be an LED screen or a projector. The management platform server 1 is used for acquiring the inspection data uploaded by the camera device 2 and displaying the inspection data through the display device when receiving a mode change instruction representing switching to the video mode. The on-site situation of the traffic police riding on the rail is convenient to check by the person in charge of the management platform server 1 side.
The management platform server 1 is also used for issuing a blacklist to the mobile terminal 3; the mobile terminal 3 is used for acquiring the inspection data and the blacklist table. The management platform server 1 issues the blacklist to the mobile terminal 3 in at least two cases. One is that when receiving the download request uploaded by the mobile terminal 3, the blacklist table stored in the database is sent to the mobile terminal 3 corresponding to the upload and download request; another is to transmit update information to the mobile terminal 3 when the blacklist table in the database is updated. And if the mobile terminal 3 uploads the update request, the updated blacklist is issued to the corresponding mobile terminal 3.
In contrast, there are at least two cases for the mobile terminal 3 to obtain the blacklist. One is that after logging in an APP account in the mobile terminal 3, a downloading request is actively uploaded to the management platform server 1; the other is to generate and upload an update request after receiving update information issued by the management platform server 1, and acquire an updated blacklist. A plurality of illegal types are stored in the blacklist table, and each illegal type corresponds to a plurality of illegal license plate information. The illegal types comprise hit-and-run, robbed vehicles, inspected vehicles, non-processed vehicles against regulations, overdue non-annual inspection vehicles and overdue non-scrapped vehicles; the illegal license plate information is the license plate number.
The mobile terminal 3 is also used for acquiring vehicle data based on the audit data. The vehicle data includes vehicle license plate information, vehicle positioning information, and vehicle time information. It is understood that the vehicle data and the parking violation data are obtained by the same method, and are not described herein. The mobile terminal 3 is used for comparing the vehicle license plate information with illegal license plate information in the blacklist table, generating warning data based on corresponding vehicle data when the vehicle license plate information is consistent with the illegal license plate information in the blacklist table, namely the same license plate number, transmitting the warning data to the management platform server 1, and outputting an alarm signal. When the vehicle license plate information is inconsistent with the illegal license plate information in the blacklist table, the mobile terminal 3 obtains the next vehicle data based on the check data.
It should be noted that the warning data includes checking license plate information, checking types, checking location information, checking time information, checking scene pictures and riding information. Checking license plate information, namely vehicle license plate information; checking the types, namely the illegal types in the blacklist; checking the positioning information, namely vehicle positioning information; checking time information, namely vehicle time information; the inspection scene pictures correspond to a plurality of pictures in the inspection data; the ride information is the ride number corresponding to the shot inspection data. In addition, since each railway corresponds to a traffic police, the railway information may be a corresponding traffic police number or a number of the camera 2.
In addition, the alarm signal output by the mobile terminal 3 may be one or more of a sound signal, a picture reminder on the screen of the mobile terminal 3, and a flashing reminder light of the mobile terminal 3.
The management platform server 1 is used for receiving the warning data and storing the warning data in a database. The method is convenient for relevant responsible persons to know the inspection information related to the illegal vehicles, so that a processing scheme is formed, the illegal vehicles are processed in time, and the management efficiency of the illegal vehicles in traffic management is improved conveniently.
Referring to fig. 4, the management platform server 1 is further configured to obtain alarm information and push information. The alarm information and the push information are both input by a responsible person at the side of the management platform server 1, wherein the alarm information comprises events, places and processing persons; each piece of alarm information corresponds to one piece of push information, and the push information comprises a traffic police number for processing the alarm information. The management platform server 1 is used for generating an alarm list based on the alarm information and the push information, and issuing each alarm information to the mobile terminal 3 held by the corresponding traffic police.
For example, existing traffic accidents require handling. The responsible person inputs the traffic accident, the place and the handling person into the management platform server 1 to form the warning information; the handler is the traffic police number. The management platform server 1 acquires the alarm information and the push information, and pushes the alarm information to the mobile terminal 3 held by the corresponding traffic police.
The mobile terminal 3 is used for acquiring alarm information and generating and uploading alarm receiving information to the platform server in management when an alarm receiving instruction is acquired; and when the alarm handling instruction is acquired, generating and uploading alarm handling information to the management platform server 1. The alarm receiving instruction and the alarm handling instruction are triggered by the APP in the mobile terminal 3; the alarm receiving instruction represents that the traffic police receives the alarm information; the alarm processing instruction represents that the traffic alarm has processed the alarm.
The management platform server 1 is used for acquiring disposal information uploaded by the mobile terminal 3, wherein the disposal information comprises alarm receiving information and alarm disposal information; the management platform server 1 is further used for updating the alarm condition list based on the disposal information, so that a person in charge at the management platform server 1 side can conveniently know the processing condition of each alarm condition, and the traffic police of the traffic police rail riding team can be more efficiently allocated.

if the stored illegal parking plate information which is the same as the illegal parking plate information is stored in the database, judging whether the illegal parking plate information and the corresponding stored illegal parking plate information are acquired at the same position;
if the position is not the same, determining that the vehicle corresponding to the illegal parking data accords with the illegal parking rule, and storing the corresponding illegal parking data into the database;
if the parking board information is acquired at the same position, judging whether the acquisition time interval between the illegal parking board information and the corresponding stored illegal parking board information is within the evidence obtaining time threshold range or not;
if the vehicle is within the evidence obtaining time threshold value range, determining that the vehicle corresponding to the illegal parking data accords with the illegal parking rule, and storing the corresponding illegal parking data into the database;
otherwise, the vehicle corresponding to the illegal data is regarded as not conforming to the illegal rule, and the illegal data is invalid.

displaying the inspection data through a display device;
storing the alert data in the database.
