plan application equipment for submitting power failure application; and
and the plan management equipment is in communication connection with the database and the plan application equipment and is used for determining a power outage scheduling plan according to the power outage application and the data related to the power outage plan.
2. The intelligent management system of claim 1, wherein the database comprises a relational database; and the database is in communication connection with the power system, the engineering production management system and the power failure maintenance plan management systems of all places.
3. The intelligent management system of claim 1, wherein the scheduled application device comprises an intelligent communication device, and wherein the scheduled application device is in wireless communication with the database.
4. The intelligent management system according to claim 1, wherein the schedule management apparatus includes:
the examination and approval module is in communication connection with the plan application equipment and is used for examining and approving the power failure application submitted by the plan application equipment; and
and the flow determining module is in communication connection with the plan application equipment and is used for determining an approval flow according to the relevant information of the power failure application submitted by the plan application equipment.

8. An intelligent management method for a power outage dispatch plan, applied to the plan management device of any one of claims 1 to 6, the intelligent management method comprising:
determining a power failure scheduling plan according to the power failure application and the relevant data of the power failure plan; and
and outputting the power failure dispatching plan.
9. The intelligent management method of claim 8, wherein determining the blackout dispatch plan based on the blackout application and the data associated with the blackout plan comprises:
determining an approval process of the power failure application according to the power failure application and relevant information corresponding to the power failure application;
according to the approval process, executing the approval operation of the power failure application; and
and when the approval operation passes, determining the power failure application as the power failure dispatching plan.
10. The intelligent management method according to claim 9, wherein the determining, based on the blackout application and the relevant information corresponding to the blackout application, the approval process of the blackout application comprises:
and determining the examination and approval process of the power failure application according to the keywords in the power failure application and the rights of the plan application equipment corresponding to the power failure application.
