Detailed Description
The present invention will be described in further detail with reference to the accompanying drawings and examples. It is to be understood that the specific embodiments described herein are merely illustrative of the invention and are not limiting of the invention. It should be further noted that, for the convenience of description, only some of the structures related to the present invention are shown in the drawings, not all of the structures.
Example one
Fig. 1 is a flowchart of a method for claiming a birth medical certificate according to an embodiment of the present invention, where the embodiment is applicable to online claiming the birth medical certificate and offline shipping the birth medical certificate, and the method may be executed by a claiming apparatus for the birth medical certificate, where the claiming apparatus for the birth medical certificate may be implemented by software and/or hardware and may be configured in a computer device, such as a server, a workstation, and the like, and the computer device may be a government affairs service platform and is deployed in a government external network, and the method specifically includes the following steps:
step 101, receiving a request sent by a client for a neonate to claim a birth medical certification from a first user.
In this embodiment, the first user defaults to a mother in the immediate blood relatives of the neonate, i.e., by default a request from the mother to the neonate to claim the birth medical certification is initiated, rather than a request from the father to the neonate to claim the birth medical certification.
The orthotopic blood relative is a relative having a direct blood relationship with a person, specifically a birth or birth relationship, and for a newborn, the orthotopic blood relative is a mother and a father.
The first user may install a client accessible to the government affairs service platform in a personal computer, a mobile terminal (e.g., a mobile phone, a tablet computer, etc.), a wearable device (e.g., a smart watch, etc.), etc., the first user starts the client, logging in a user account of the client, and after the logging in is completed, the first user registers identity information including but not limited to name, gender, certificate type, certificate number, mobile phone number, and the like, where the types of documents include, but are not limited to, resident identification cards, passports, driver's licenses, commuter passes, and the like, after the real-name registration of the identity information is completed, the first user may trigger an operation of claiming the birth medical certification by the newborn in the client, at which time, the client can send a request for claiming the birth medical certification to the government affairs service platform, and the request issuing organization issues the birth medical certification.
The birth medical certification is audited and issued by an issuing organization which issues the birth medical certification, a system of a government affair service platform and the issuing organization (generally, a delivery organization such as a hospital) is generally deployed in a government affair extranet, data transmission between the government affair service platform and the system of the issuing organization is completed in the government affair extranet, in order to ensure the safety of the data in the transmission process, the data is usually coded and transmitted by using an encrypted data packet, a white list is added to the system of the government affair service platform and the issuing organization through an Application Programming Interface (API) gateway in the transmission process, and the like.
Further, the client may be an independent application, a program (also referred to as an applet) loaded in a third-party application such as an instant messenger and a payment instrument, a browser, and the like, which is not limited in this embodiment.
In order to make those skilled in the art better understand the embodiment of the present invention, in the embodiment of the present invention, a program (i.e., an applet of a government affairs service platform) loaded in an instant messenger is described as an example of a client.
After a first user logs in a user account in an applet of a government affair service platform and registers identity information in a real name mode, the applet of the government affair service platform can load a page, items which can be operated by the first user are displayed in the page and comprise the steps of claiming of a birth medical certificate and inquiry of appointment claiming information, the first user clicks the claiming of the birth medical certificate on the page and jumps to another page, the required items claiming the birth medical certificate are displayed in the page, the first user clicks a corresponding control to begin claiming after browsing the required items, and at the moment, the applet of the government affair service platform sends a request for claiming of the birth medical certificate to the government affair service platform.
Step 102, responding to the request, and judging whether the first user and the newborn meet the condition of claiming the birth medical certification; if yes, go to step 103.
Generally, checking of application data by workers in the issuing organization is tedious, in order to reduce the frequency of claiming the birth medical certification from the issuing organization and improve the efficiency of claiming the birth medical certification, whether the first user and the newborn meet the condition of claiming the birth medical certification can be checked in the government affairs service platform respectively, if yes, the process of claiming the birth medical certification is continued, and if not, the process of claiming the birth medical certification is stopped, and the reason of unsatisfied is prompted.
In one embodiment of the present invention, step 102 may include the steps of:
step 1021, inquiring the identity information registered by the first user real name.
Step 1022, judging whether the first user meets the condition of claiming the birth medical certification based on the identity information of the first user; if yes, go to step 1023.
Since the first user defaults to the mother in the immediate kindred of the newborn, the identity information registered by the first user at the real-name authentication may be queried, and it may be analyzed whether the first user has the feature of delivering the newborn as the mother, thereby determining whether the first user satisfies the condition of claiming the birth medical certification, that is, the identity information reveals that the first user has the feature of delivering the newborn as the mother, it may be determined that the first user satisfies the condition of claiming the birth medical certification, and the identity information reveals that the first user does not have the feature of delivering the newborn as the mother, it may be determined that the first user does not satisfy the condition of claiming the birth medical certification.
In one example, the first user's gender, name, credential type, credential number may be read from the first user's identity information.
On one hand, whether the gender of the first user is female is judged, and on the other hand, a system of an issuing mechanism is called to inquire whether the name, the certificate type and the certificate number of the first user are mapped to the delivery information without issuing the birth medical certification together.
And if the gender of the first user is female, and the name, the certificate type and the certificate number of the first user are mapped to the delivery information without issuing the birth medical certificate together, determining that the first user meets the condition for claiming the birth medical certificate.
And if the gender of the first user is male, determining that the first user does not meet the condition for claiming the birth medical certificate, and prompting the mother supporting only the newborn to claim the birth medical certificate.
And if the name, the certificate type and the certificate number of the first user are mapped together and do not have the delivery information without issuing the birth medical certificate, determining that the first user does not meet the condition for claiming the birth medical certificate, and prompting that no unbeared birth medical certificate exists.
Of course, the above-mentioned condition for determining whether the first user meets the claim of the birth medical certificate is only an example, and when the embodiment of the present invention is implemented, other conditions for determining whether the first user meets the claim of the birth medical certificate may be set according to actual situations, for example, when the type of the certificate of the first user is a resident identification card, the certificate number of the resident identification card is read and converted into an age, whether the age of the first user is within a range of reasonable fertility is determined, and the like. In addition, besides the above-mentioned determination processing method, a person skilled in the art may also adopt other conditions for determining whether the first user meets the requirement of claiming the birth medicine certification according to actual needs, and the embodiment of the present invention is not limited thereto.
Step 1023, delivery information for the neonate selected by the client for the first user is received.
The government affairs service platform can call the system of the issuing organization, inquire the delivery information of the newborn, for example, the delivery organization, the name of the newborn and the like, of which the first user does not claim the birth medical certification, and push the delivery information to the client for display for the first user to select.
Generally, when a first user gives birth to a newborn at a birth institution (such as a hospital), the first user records identification information such as the name, the certificate type and the certificate number of the newborn with real name, and registers the newborn with a system of an issuing institution.
In the case where a first user gives birth to a plurality of newborns in batches, and a previous newborn does not claim birth medical certification, or gives birth to a plurality of newborns at the same time, there may be a plurality of birth institutions and a plurality of newborns, and if the name, certificate type, and certificate number of the first user are mapped to a plurality of birth institutions and a plurality of newborns together, the birth information of the newborns may be transmitted to the client, with the birth institutions as a unit, and the client displays the birth information of the newborns on a page as shown in fig. 2A for selection by the first user.
And step 1024, judging whether the newborn meets the condition for claiming birth medical certification based on the birth information.
In the process of claiming the medical proof of birth for the newborn by the first user, the claiming process may be interrupted due to various factors, for example, the identity information of the father in the immediate kindred of the newborn is not completed, the first user fails to fill in the claiming information, and the like.
For these cases, the status of the labor information for claiming birth medical certification can be checked locally.
If the status is that no claim for birth medicine proof is proposed, determining that the newborn meets the condition of claim for birth medicine proof.
If the state is that the birth medicine claiming certificate is being proposed, in order to avoid repeated claiming, a node which is recorded in advance and corresponding to the childbirth information and used for claiming the birth medicine certificate can be inquired, prompt information is sent to the client to prompt whether the node is continued, and if the first user feeds back the confirmed operation through the client, the node can be applied to the client.
Illustratively, the node includes the following two types:
1. identity authentication
In this example, the identity authentication may refer to checking validity of the identity information of the immediate kindred of the newborn, and in this example, if the first user feeds back the confirmed operation through the client, the step 103 may be continuously performed.
2. Signed application information
In this example, signing claim information may refer to receiving information sent by the client for claiming a birth medical certification as claim information, and in this example, if the first user feeds back a confirmed operation through the client, the step 104 may be continuously executed.
3. Filed application
In this example, the submitted application may be directed to the issuing authority to generate a task of claiming the birth medical certification, in this example, for the case of obtaining the birth medical certification on the reservation site, prompt information may be sent to the client to prompt the reservation site to obtain the birth medical certification and the non-repeatable reservation, and for the case of sending the birth medical certification in a logistics manner, prompt information may be sent to the client to prompt the application logistics to send the birth medical certification and the non-repeatable application, but the logistics information may be modified.
Of course, the above nodes are only used as examples, and when implementing the embodiment of the present invention, other nodes may be set according to actual situations, which is not limited in the embodiment of the present invention. In addition, besides the above nodes, those skilled in the art may also use other nodes according to actual needs, and the embodiment of the present invention is not limited to this.
And 103, verifying the legality of the identity information of the direct kindred of the newborn.
In this embodiment, the validity of the identity information of the immediate blood relation of the newborn can be verified, so as to ensure the unity of the testimony and the safety of claiming the birth medical certification.
Since the first user defaults to a mother of the newborn's immediate kindred, at least the validity of the identity information of the mother of the newborn's immediate kindred can be checked, and of course, the newborn's immediate kindred has a father in addition to the mother, and the validity of the identity information of the father of the newborn's immediate kindred can also be checked.
In one embodiment of the present invention, for a parent family, step 103 may comprise the steps of:
and step 1031, if the immediate blood relationship relatives of the newborn comprise the first user as the mother and the second user as the father, receiving the identity information of the second user, which is sent by the client.
As shown in fig. 2B, on the page of the client, the first user may select a parent family or a single family, if the first user selects the parent family, it indicates that the immediate kindred of the newborn includes the first user as the mother and the second user as the father, for the first user as the mother, the identity information of the first user is authenticated by real name after login, and the identity information may be directly read, for the second user as the father, the first user may fill in the identity information (such as name, certificate type, certificate number, and the like) in the page shown in fig. 2B and send the identity information to the government affairs service platform, and at this time, the government affairs service platform may receive the identity information of the second user sent by the client.
Step 1032, checking whether the second user meets the condition of being a father or not based on the identity information of the second user, and performing face authentication on the first user and the second user respectively based on the identity information of the first user and the identity information of the second user.
On one hand, considering that the checking of the application data by the staff in the issuing organization is complicated, in order to reduce the frequency of claiming the birth medical certification from the issuing organization and improve the efficiency of claiming the birth medical certification, in the government affairs service platform, whether the second user meets the condition of claiming the birth medical certification can be checked, if so, the process of claiming the birth medical certification is continued, and if not, the process of claiming the birth medical certification is stopped and the reason of unsatisfied is prompted.
Further, whether the second user has the feature of being the father or not can be analyzed through the identity information of the second user, so that whether the second user meets the condition for claiming the birth medical certification or not is judged, namely, the identity information reveals that the second user has the feature of being the father, the second user can be determined to meet the condition for claiming the birth medical certification, the identity information reveals that the second user does not have the feature of being the father, and the second user can be determined not to meet the condition for claiming the birth medical certification.
On the other hand, a face authentication interface in the government affair system can be called, the face authentication is carried out on the first user based on the identity information of the first user, whether the identity information of the first user is consistent with that of the first user is judged, and the face authentication is respectively carried out on the second user based on the identity information of the second user, and whether the identity information of the second user is consistent with that of the second user is judged.
In a specific implementation, for a parent family, the identity information of the second user includes a name, a certificate type and a certificate number, and a corresponding processing flow can be set for the characteristics of different certificate types.
In one case, for the resident identification card, it may be checked whether the second user meets the condition of being a father based on the identification information of the second user, and then face authentication may be performed on the first user and the second user based on the identification information of the first user and the identification information of the second user, respectively.
Then, if the certificate type of the second user is a resident identification card, a first number (e.g., a number located at 2 nd from last) for identifying gender and a second number (e.g., a number located at 7 th to 14 th) for identifying birth date can be read from the certificate number of the resident identification card.
Subtracting the birth date from the current date may convert the second number to the age of the second user.
If the first number identifies a male (e.g., the first number is an odd number) and the age is within a predetermined range (e.g., 12-100 years), then it is determined that the second user satisfies the conditions for being a father.
In another case, for the non-resident identification card, the first user and the second user may be subjected to face authentication based on the identity information of the first user and the identity information of the second user, and then it is verified whether the second user meets the condition as a father based on the identity information of the second user, and the second user may be required to enter the information of the certificate (such as sex, country or region, date of birth, validity period of the certificate) during the face authentication.
Then, if the certificate type of the second user is a non-resident identification card, the certificate information entered when the second user is subjected to face authentication can be read.
And reading the gender and the birth date from the certificate information.
Subtracting the birth date from the current date may convert the second number to the age of the second user.
If the gender is male and the age is within a preset range (e.g., 12-100 years), it is determined that the second user satisfies the conditions for being a father.
Of course, the above-mentioned condition for verifying whether the second user satisfies the parent is only an example, and when implementing the embodiment of the present invention, other conditions for verifying whether the second user satisfies the parent may be set according to actual situations, which is not limited in this embodiment of the present invention. In addition, besides the condition for verifying whether the second user satisfies the parent, a person skilled in the art may also adopt other conditions for verifying whether the second user satisfies the parent according to actual needs, which is not limited in the embodiment of the present invention.
In addition, for the face authentication, as shown in fig. 2C, the client may display a page in which the manner of the face authentication is loaded for the first user to select.
If the first user as the mother and the second user as the father are in the same location, the "current mobile phone verification" shown in fig. 2C may be triggered, the face authentication is performed on the first user based on the identity information of the first user, and the face authentication is performed on the second user based on the identity information of the second user.
If the first user as the mother and the second user as the father are not in the same location, except that the face authentication is performed on the first user based on the identity information of the first user, the "sharing to TA" shown in fig. 2C may be triggered, at this time, the government affair service platform may generate an authentication link to the second user, as shown in fig. 2D, and under the operation of the first user, the authentication link is used to be sent to the user account specified by the client.
As shown in fig. 2E, since the user account logs in the government affair service platform and authenticates the identity information when triggering the face authentication, at this time, in order to ensure uniformity of the credentials, the identity information of the user account and the identity information of the second user may be compared when triggering the authentication link based on the user account.
If the identity information of the user account is the same as the identity information of the second user, as shown in fig. 2F, face authentication is performed on the second user based on the identity information of the second user.
And 1033, if the second user meets the condition of being a father and the first user and the second user both successfully authenticate the faces, determining that the identity information of the direct kindred of the newborn is legal.
For the case of a parent family, if the second user meets the condition of being a father and both the first user and the second user successfully authenticate faces, the validity of the identity information of the immediate kindred of the newborn can be determined to be legal.
If the second user does not satisfy the condition as the father or if the face authentication of either the first user or the second user fails, the validity of the identity information of the immediate kindred of the newborn can be determined to be illegal.
In another embodiment of the present invention, for a single family, the immediate kindred representing the newborn includes a first user as a mother, a missing father, and for the first user as the mother, the identity information of the first user is authenticated and can be directly read, the first user is subjected to face authentication based on the identity information of the first user, if the face authentication of the first user is successful, the identity information of the immediate kindred of the newborn is determined to be legal, and if the face authentication of the first user fails, the identity information of the immediate kindred of the newborn is determined to be illegal.
And 104, if the validity is legal, receiving information confirmed by the first user and used for claiming the birth medical certificate as claiming information.
In this embodiment, if it is confirmed that the identity information of the immediate consanguinity of the neonate is legal, the first user may continue to fill in information for claiming a birth medical certification in the client as claiming information, and send the claiming information to the government affairs service platform.
In a specific implementation, the government affair service platform may receive the family information (such as the family address, the mobile phone number, the family standing address, etc. of the mother, the family address, the nationality, etc. of the father) of the immediate kindred and the identity information of the newborn sent by the client.
Furthermore, the identity information of the neonate comprises a name for which the existence of the uncommon word can be checked through a specified interface, and meanwhile, the government affair service system provides a renaming inquiry function, so that the first user can inquire the name renaming condition of the neonate by himself.
If the name of the newborn does not contain uncommon words, the identity information of the direct kindred, the family information of the direct kindred and the identity information of the newborn can be used for generating application information, wherein for a single family, the 'single parent declaration' is selected and agreed when the application information is generated.
The client can display the claim information in a page for the first user to browse, check whether errors exist, if the first user confirms the claim information, click the confirmation claim information control and enter a flow of selecting a mode of picking up the birth medical certificate, and then when receiving confirmation operation triggered by the client to the claim information, the client can determine that the claim information is valid.
And 105, receiving logistics information which is sent by the client and used for sending the birth medical certificate.
The client can display the mode of getting the birth medical certificate on a page, wherein the mode comprises postal delivery to home, if the first user selects postal delivery to home, the first user can fill in the page with the logistics information (such as name, telephone, address and the like) for sending the birth medical certificate, then the government affair service platform can receive the logistics information written by the client and used for sending the birth medical certificate, feed back the client and confirm the logistics information by the first user, after confirming that the logistics information is correct, the signature of the user is stored by considering the specified file reservation in the process of signing and sending the birth medical certificate, the first user selects postal delivery to home without going to the site of the signing and being unable to sign on the site, at the moment, the first user can sign the claiming information on line, namely, the electronic file signing function is called to carry out the signing and confirmation based on the registration form generated by the claiming information, at this time, the client may display another blank signed page, the first user may write handwriting in the page by handwriting, a mouse, or the like, and the client sends the handwriting to the government affair service platform, that is, the government affair service platform may receive the handwriting sent by the client.
And for the handwriting, the handwriting can be adjusted in modes of amplification, reduction and the like so as to enable the handwriting to be matched with the specified area in the claiming information, the adjusted handwriting is used as the signature of the first user and written into the specified area in the claiming information, the signing confirmation of the registration form is completed, and the logistics information is sent to the government affair service platform.
And 106, generating a task of claiming the birth medicine certification to an issuing organization according to the claiming information and the logistics information.
