s2: renting, namely, enabling a rented vehicle to reach an entrance and exit of a parking space, shooting an image of the rented vehicle by a camera 5 on an earth lock and sending the image to a controller 2, identifying a license plate number in the image by the controller 2, sending the license plate number to a background server 14 of a parking space renting charging system for checking, and sending an instruction for renting and charging confirmation to a rented account number bound with the license plate number after the license plate number is checked to be correct by the parking space renting charging system with a database of the background server 14; after receiving the instruction of charging and charging confirmation, the portable or vehicle-mounted terminal control device 6 of the lessee can generate information for reminding the lessee of confirmation, the lessee confirms that the car is parked in the parking space and whether the charging is confirmed or not, the confirmation information is fed back to the parking space renting charging system, and the parking space renting charging system sends an unlocking instruction to the ground lock on the parking space and starts parking and charging timing at the same time; the ground lock is unlocked after receiving the instruction, a lessee drives a lessee vehicle to enter a parking space, and a wireless charging transmitting coil on the ground lock wirelessly charges a wireless charging receiving coil on the vehicle; each ground lock is provided with an independent number, the number is directly written or converted into a two-dimensional code to be written on the ground lock, and when special conditions that a new vehicle is not provided with a license plate or a temporary license plate is placed on a cab glass and the like, license plate number recognition cannot be carried out or no license plate number exists exist are met, a driver can directly scan the two-dimensional code on the ground lock by using the terminal control equipment 6 or input the ground lock number to replace the license plate number recognition;
s3: paying and charging, wherein a lessee drives a lessee vehicle to leave a parking space, the controller 2 calculates that the vehicle leaves through a real-time image shot by the camera 5, then raises the electric locking device 3 of the ground lock to lock, and simultaneously sends a vehicle leaving instruction to the background server 14, the parking space renting charging system stops charging and timing after receiving the vehicle leaving instruction, calculates the renting cost for parking and charging, deducts the renting cost from a payment account of the lessee through a deduction protocol, and sends detailed data of the renting cost to an account number of the lessee; transferring the rental fee to a rental account of the lessor according to the transfer agreement;
s4: the parking space charging system comprises a parking space charging mode, a reservation mode and a charging mode, wherein a lessee can inquire the use conditions of all registered parking spaces near a destination on the parking space charging system, can reserve the parking spaces in advance through the parking space charging system, and pay all reservation fees to the parking space charging system, and the reservation options comprise reserved license plate numbers, reserved parking spaces or parking areas, reserved parking time and reserved charging or not; the rented vehicles stop in the expected time, and charge according to the actual parking and charging time, so that more or less additional fee is reserved; in the reservation time, the parking lock does not detect the reserved parking of the vehicle, and the parking space renting charging system sends parking inquiry and reservation cancellation reminding information to the renting account; canceling the reservation service before the reservation time, and returning the reservation fee to the lessee account of the lessee; when the reservation is cancelled in the reservation time, calculating the rental fee from the reservation time to the cancellation reservation time, deducting the rental fee from the reservation fee, and returning the rest reservation fee to the rental account of the lessee;
s5: the parking space renting charging system is used for setting a complaint period for solving disputes, and the controller 2 intercepts and stores partial images of the rented vehicles entering the parking space and leaving the parking space as complaint evidences and uploads the complaint evidences to the background server 14; in the complaint period, the lessors, the lessees and the parking space rental charging system operators can call complaint evidences, the complaints do not appear after the complaint period is over, and the complaint evidences can be automatically and periodically deleted by the background server 14.
The controller 2 is internally provided with a countdown for locking again, if the ground lock detects that the vehicle does not park in the parking space within a certain time limit after unlocking, the ground lock sends a request to the terminal control device 6 to inquire whether to park, and if the terminal control device 6 does not respond, the ground lock locks again to avoid the mistaken parking of other vehicles.
A dirt processing algorithm is arranged in the controller 2, when the image shot by the camera 5 reaches the dirt processing standard, the controller 2 starts the wiper motor 8, and the wiper motor 8 drives the wiper blade 7 to clean the light-transmitting plate 4; or when the image shot by the camera 5 reaches the standard of dirt treatment, sending a cleaning instruction to the terminal control equipment 6 used by the back office maintenance personnel through the background server 14, and allowing the back office maintenance personnel in charge of the area to go forward for treatment.
The ground lock is provided with a loudspeaker connected with the controller 2, so that a driver can be reminded conveniently by voice; meanwhile, the ground lock is integrally designed to be waterproof, so that equipment failure caused by rainwater invasion is avoided.

registration of lessees: a lessee registers a lessee account in a parking space rental charging system, fills information of the lessee, binds information of a lessee vehicle, a payment account and the rental account, and signs a deduction protocol and a transfer protocol of the payment account;
