本申请实施例涉及一种传输控制信息的方法、终端设备和网络设备,该方法包括:终端设备接收网络设备发送的下行控制信息DCI,所述DCI中包括至少一个信息块,所述至少一个信息块中的第一信息块包括第一小区的控制信息,所述第一信息块中包括以下信息中的至少一种:第一小区的标识、时隙格式指示SFI信息、频域资源指示信息、信道占用时间COT的长度信息、所述COT的结束位置信息、物理随机接入信道PRACH资源指示信息、同步信号块SSB的位置指示信息。本申请实施例的传输控制信息的方法、终端设备和网络设备,可以有效实现NR‑U系统中的控制信息指示。
