本申请实施例涉及一种通信方法、终端设备和网络设备,该方法包括:终端设备获取目标物理随机接入信道PRACH资源集合,所述目标PRACH资源集合包括第一PRACH资源集合和第二PRACH资源集合中的至少一个资源集合,所述第一PRACH资源集合与所述第二PRACH资源集合中的至少一个资源不同;所述终端设备从所述目标PRACH资源集合中,确定目标PRACH资源,所述目标PRACH资源用于随机接入过程中的PRACH发送。本申请实施例的通信方法、终端设备和网络设备,使得终端设备可以通过NR‑U载波接入网络。
