The invention has the advantages that the security center processing platform is connected with the mobile terminal platform through the security communication network, the terminal platform distributes tasks, processes data information uploaded by the mobile terminal, and simultaneously sends processing results to the mobile terminal; therefore, the task distribution management is more efficient, and the target object is more efficiently checked by utilizing the informationized data in the duty process.
