Referring to fig. 2, a flowchart illustrating steps of a second embodiment of a command and dispatch method for monitoring according to the present invention is shown, and is applied to a monitoring command and dispatch system, where the monitoring command and dispatch system is in communication connection with a monitoring system, the monitoring command and dispatch system includes a command center and a command and dispatch terminal, and specifically includes the following steps:
step 201, determining a current command scheduling policy according with a current actual situation from preset command scheduling policies through the command center;
in an embodiment of the present invention, the command center may determine, according to a current warning situation, for example, warning information for a warning target, a current command scheduling policy that meets a current actual situation from preset command scheduling policies, so as to schedule a plurality of command scheduling terminals according to the determined command scheduling policy, and implement important monitoring and corresponding processing on the warning target.
The preset command scheduling strategy can be a command scheduling strategy aiming at different conditions, comprehensively considers different event occurrence conditions and pertinently makes a plurality of command scheduling strategies; and the method can comprise a point-to-point commanding and dispatching strategy, a point-to-multipoint commanding and dispatching strategy, a plurality of groups of commanding and dispatching strategies, a plug-in commanding and dispatching strategy and the like.
in the process of commanding and scheduling, the command center performs key monitoring and corresponding processing on the early warning target, and besides the current commanding and scheduling strategy meeting the current actual condition needs to be determined, subordinate commanding and scheduling terminals capable of performing scheduling need to be determined so as to perform scheduling on the subordinate commanding and scheduling terminals, and the subordinate commanding and scheduling terminals capable of performing scheduling perform corresponding processing according to the determined current commanding and scheduling strategy.
The subordinate commanding and scheduling terminals capable of performing scheduling can be determined from the commanding and scheduling terminals, and the determining mode can be realized through preview information of the commanding and scheduling terminals.
Specifically, the command center may obtain preview information of a subordinate command and dispatch terminal having a command and dispatch authority, where the preview information may include terminal information, state information, police strength information, and the like for the subordinate command and dispatch terminal. The terminal information may include a terminal number, terminal geographical location information, and the like, and the police strength information may include a police strength type and a police strength number, which can be invoked by the terminal.
In a preferred embodiment, the command center and the plurality of command and dispatch terminals may have an upper-lower level relationship, it should be noted that an upper level unit is not only assumed by the command center, but also may be a branch command center at each level, or may be a lower level unit such as a patrol car assigned under the authority of a part of command and dispatch in the dispatching process, and the lower level unit serves as a field dispatch, and commands and dispatches other lower level units, i.e. a lower level unit having an upper-lower level relationship relative to the upper level unit thereof
In the process of commanding and scheduling, the superior unit can randomly acquire the real-time status of the inferior unit, so that the scheduling task is adjusted. Before commanding and scheduling, the superior unit can obtain preview information of all subordinate units of commanding and scheduling in the authority, and further possible subordinate units are selected for scheduling.
The monitoring commanding and dispatching system can display images of any linkage alarm points by configuration, and can also display real-time information of all monitoring points and alarm points; the superior unit can carry out voice broadcast on a plurality of inferior units according to the setting so as to carry out real-time command and scheduling.
In an embodiment of the present invention, the monitoring commanding and scheduling system can automatically analyze the alarm situation according to a preset strategy (i.e. a preset commanding and scheduling strategy) to obtain the required alarm power, and then set the commanding and scheduling groups to perform real-time commanding and scheduling. When the lower unit finishes daily patrol, the lower unit enters/exits grouping according to the command and scheduling of the upper unit at any time, and temporary police force setting is carried out.
The first case may occur, and the determined current commanding and scheduling policy may be a point-to-point commanding and scheduling policy, and the multipoint commanding and scheduling policy may refer to a command and scheduling of an upper unit to a lower unit. The monitoring and commanding dispatching System can be provided with a map module, the map module can provide GIS (Geographic Information System) map service, and after an alarm condition occurs, the command center can carry out on-site dispatching on corresponding police strength in a targeted manner. The police dispatch can be performed nearby by combining a GIS map and according to the region where the police situations occur. And selecting nearby monitoring facilities for continuous monitoring and scheduling according to the GIS map.
Specifically, if the determined current command scheduling policy is a point-to-point command scheduling policy, a subordinate command scheduling terminal having a command scheduling authority can be determined by the command center; then, the command center can monitor the early warning target in real time to obtain real-time mobile information, and the subordinate command and dispatch terminal with command and dispatch authority can be dispatched in real time by combining with the map module
The police dispatch is performed in real time, and the system transmits the target situation to the treatment unit (lower unit) in real time, and the lower unit takes measures according to the actual situation. The command center can also command the subordinate units to carry out scheduling measures in real time; and the superior unit is not only borne by the command center, but also can be a sub-command center at each level, or can be a subordinate unit such as a patrol car and the like which is appointed under the authority of part of command and dispatch in the dispatching process, and the subordinate unit is used as a field dispatching unit to command and dispatch other subordinate units.
In the second case, the determined current commanding and scheduling policy may be a point-to-multipoint commanding and scheduling policy, and the point-to-multipoint commanding and scheduling policy may refer to that a certain commanding and scheduling terminal can call in and summon a plurality of commanding and scheduling terminals according to the permission setting to perform one-to-many commanding and scheduling.
In this case, the one-to-many commanding and scheduling may be that a commanding center commands and schedules a plurality of subordinate units (i.e. a plurality of subordinate commanding and scheduling terminals) to perform unified control for the field police situation, or that each subordinate unit performs self-coordinated scheduling according to the authority setting.
The one-to-many command scheduling can be a conventional patrol monitoring scheduling or a temporary scheduling aiming at specific police situations. For example, when the command center performs daily scheduling, a plurality of subordinate patrol units to which the command center belongs can be scheduled at any time to perform daily patrol. And when the alarm is in an emergency, the lower-level unit receives the dispatching of the upper-level unit according to the alarm requirement, and the dispatching and the control are completed by matching.
The one-to-many command scheduling can be initiated by a subordinate unit, namely, the subordinate unit calls a command center to apply for corresponding authority, and unified scheduling of a plurality of subordinate units is carried out according to authorization of the command center. And a plurality of lower-level units (command scheduling terminals) carry out comprehensive scheduling according to the scheduling information.
Specifically, the process of calling the command center by the lower unit can generate a first scheduling permission request by presetting a first command scheduling terminal and send the first scheduling permission request to the command center; and then responding to the first scheduling authority request through the command center, generating first scheduling authority information aiming at a plurality of command scheduling terminals at the same level as the preset first command scheduling terminal, and sending the first scheduling authority information to the preset first command scheduling terminal so as to enable the preset first command scheduling terminal to schedule the plurality of command scheduling terminals at the same level as the first preset command scheduling terminal according to the first scheduling authority information. In this case, the preset first commanding and scheduling terminal may be any one of the plurality of commanding and scheduling terminals.
In a third case, the determined current command scheduling policy may be a multi-group command scheduling policy, where the multi-group command scheduling policy may mean that multiple command scheduling groups may exist, and the command scheduling groups do not interfere with each other.
Specifically, if the determined current command scheduling policy is a plurality of groups of command scheduling policies, the command center may group a plurality of subordinate command scheduling terminals to obtain a plurality of command scheduling groups, so as to perform scheduling according to the plurality of command scheduling groups. The system can group a plurality of command and dispatch terminals according to the requirements, the command and dispatch terminals of each group receive the comprehensive dispatching of the command center, and meanwhile, the command and dispatch terminals in each group can dispatch by themselves according to the authority.
In a preferred embodiment, a plurality of subordinate commanding and scheduling terminals are grouped, and the commanding center can group the plurality of subordinate commanding and scheduling terminals according to a preset grouping strategy; and/or generating temporary grouping setting information through the command center, and grouping the plurality of subordinate command scheduling terminals according to the temporary grouping setting information.
In practical applications, the command scheduling packets may be fixed, or may be temporarily combined according to actual task needs, or may be combined according to event triggers. For example, when a warning situation occurs, the system judges the required police force, automatically sets the patrol police force nearby as a group according to the GIS map, and performs overall scheduling on the group.
The grouping rule may be temporarily set in the command center or may be a grouping policy set in advance. When a grouping strategy is preset, the system automatically completes grouping setting and performs grouping scheduling after condition triggering. For example, after an alarm occurs, the system sets all the police forces within 1 km nearby on a GIS map as a group according to a preset grouping strategy, and gives different police forces different deployment and control tasks respectively to complete overall control on the site.
A fourth situation may occur, the determined current command and dispatch strategy may be an insertion command and dispatch strategy, and the insertion command and dispatch strategy may refer to that a superior command and dispatch terminal (i.e., a superior unit) may call and insert other ongoing command and dispatch groups and obtain the command right of the command and dispatch group; the upper commanding and dispatching terminal can call the terminal users in other ongoing commanding and dispatching groups.
In this case, for the ongoing command and dispatch task or command and dispatch grouping task, the command center at the upper level can adjust the content and grouping form of command and dispatch at any time according to the authority. The superior unit can input command and dispatch groups and result command right at any time, and can instruct different inferior units to complete new command and dispatch tasks at any time.
Specifically, if the determined current command scheduling policy is an insertion command scheduling policy, a second scheduling permission request for scheduling at least one subordinate command scheduling terminal currently executing a command scheduling task can be generated by presetting a second command scheduling terminal, and the second scheduling permission request is sent to the command center; and then, responding to the second scheduling permission request through the command center, generating second scheduling permission information aiming at least one subordinate command scheduling terminal currently executing the command scheduling task, and sending the second scheduling permission information to the preset second command scheduling terminal so that the preset second command scheduling terminal can schedule the at least one subordinate command scheduling terminal currently executing the command scheduling task according to the second scheduling permission information. In this case, the preset second commanding scheduling terminal may be any one of the plurality of commanding scheduling terminals.
And the lower level unit can join the upper level command and dispatch group after being agreed by the upper level unit. Meanwhile, the lower-level unit commanded dispatcher can join and leave the commanded dispatching group at any time.
In a preferred embodiment, the command center can also call an image for monitoring any monitoring point in the command scheduling authority, and can broadcast the image.
Specifically, monitoring information sent by a monitoring system can be received through the command center, and the monitoring information can include monitoring images recorded by a plurality of monitoring points located in the alarm area; and then the monitoring image can be broadcast and sent to the dispatched commanding and dispatching terminal through the commanding center.
In practical applications, not only police dispatch but also monitoring devices and corresponding system facilities are dispatched for commanding the dispatch process. Since the early warning target is likely to be a moving target, tracking and deployment of all available devices is a necessary solution.
And in the process of commanding and scheduling, monitoring point equipment is generally required to be scheduled, and meanwhile, the alarm occurrence area is integrally monitored. And according to a preset strategy, the system automatically defines a command scheduling area, comprehensively schedules all monitoring points and carries out comprehensive scheduling.
For the monitoring image, the command center can set broadcast and send the monitoring image broadcast to the required lower-level unit, so that the lower-level unit can acquire the field information in real time.
For the command scheduling groups, a plurality of groups of command schedules can simultaneously call images for monitoring any monitoring point. That is, for the concurrent multiple alarm situations, different command scheduling groups can obtain the monitoring information needed by themselves according to the needs. Each group can respectively acquire the scheduling authority of all monitoring points, and scheduling is carried out according to the authority and the level when conflicts occur.
In the embodiment of the invention, the monitoring commanding and scheduling system is applied to the monitoring commanding and scheduling system, the monitoring commanding and scheduling system can comprise a commanding center and a commanding and scheduling terminal, firstly, the early warning information generated based on the relevant information of the early warning target and sent by the monitoring system can be received through the commanding center, the movement information aiming at the early warning target is obtained from the received early warning information, and at the moment, the current commanding and scheduling strategy can be determined from the preset commanding and scheduling strategies according to the movement information of the early warning target, so that the corresponding commanding and scheduling terminal can be scheduled according to the determined current commanding and scheduling strategy to carry out corresponding processing. The current command scheduling strategy is determined according to the early warning information of the early warning target and scheduling is carried out according to the command scheduling strategy, so that resources are scheduled according to needs, namely according to the specific conditions of the warning situations, real-time communication between a command center and each subordinate is guaranteed, a multi-strategy command scheduling and processing scheme is provided through multi-angle omnibearing command scheduling and command scheduling measures, various warning situations can be processed respectively, and the demand of timely warning is met.
Referring to fig. 3, an application scenario diagram of command scheduling for monitoring in the embodiment of the present invention is shown, which may be applied to a monitoring command scheduling system, and the monitoring command scheduling system may be connected to a monitoring system, and the monitoring system may be implemented based on an omnidirectional multi-level monitoring networking platform, and the platform system may be used to detect states of targets (moving targets and static targets) in the sea and road ranges, so as to achieve comprehensive management operations of target state monitoring, statistics, early warning, and playback.
Specifically, a plurality of monitoring points in the whole area can be monitored and analyzed through the monitoring system, the monitoring mode comprises a camera, a radar, a photoelectric sensing instrument, an unmanned aerial vehicle, a patrol car and other monitoring means, and the system can freely call all the monitoring means, and monitors and warns facilities and moving targets in the area by combining an electronic map.
Monitoring and early warning facilities and moving targets in the area, generating early warning information by using relevant information aiming at the early warning targets and monitored by aiming at a plurality of monitoring points, and sending the early warning information to a monitoring commanding and dispatching system; the monitoring commanding and scheduling system can comprise a commanding center and a plurality of commanding and scheduling terminals, and the commanding center can determine a current commanding and scheduling strategy through the received early warning information so as to schedule the commanding and scheduling terminals according to the determined current commanding and scheduling strategy, so that the commanding and scheduling terminals can perform corresponding processing on early warning targets.
In an embodiment of the present invention, in the daily management process, the command center can perform various service coordination with the on-duty personnel of each subordinate control center and the on-site workers by using the video command scheduling function. The command scheduling can be automatic scheduling according to a preset strategy or manual scheduling according to an emergency.
The command center of the command and dispatch system performs daily management, and can be implemented by an Application Specific Integrated Device (ASID) client, which may have a real-time video module, an electronic map module, an alarm management module, and a configuration management module; and can be used for configuring the file (ini) and implementing corresponding data services (datacervices) by connecting the alarm server, the database server and the video server, for example, setting for a command scheduling policy, making a grouping policy for a command scheduling packet, etc.
In the embodiment of the invention, the command scheduling strategy which accords with the current alarm condition is determined according to the early warning information of the early warning target, and the corresponding command scheduling terminal is scheduled according to the determined scheduling strategy to carry out corresponding processing, namely, a multi-strategy command scheduling and processing scheme is provided through multi-angle omnibearing command scheduling and command scheduling measures, various alarm conditions can be respectively processed, the demand of timely alarming is met, intelligent technologies and means such as intelligent hardware, the Internet of things and big data are fully utilized, and an omnibearing command scheduling scheme aiming at monitoring is provided.
It should be noted that, for simplicity of description, the method embodiments are described as a series of acts or combination of acts, but those skilled in the art will recognize that the present invention is not limited by the illustrated order of acts, as some steps may occur in other orders or concurrently in accordance with the embodiments of the present invention. Further, those skilled in the art will appreciate that the embodiments described in the specification are presently preferred and that no particular act is required to implement the invention.
Referring to fig. 4, a block diagram of an embodiment of a monitoring command and dispatch apparatus according to the present invention is shown, and is applied to a monitoring command and dispatch system, where the monitoring command and dispatch system is in communication connection with a monitoring system, the monitoring command and dispatch system includes a command center and a command and dispatch terminal, and may specifically include the following modules:
the early warning information receiving module 401 is configured to receive, through the command center, early warning information for an early warning target sent by the monitoring system;
a current commanding and scheduling policy determining module 402, configured to determine, by the command center, a current commanding and scheduling policy from preset commanding and scheduling policies according to the early warning information for the early warning target;
and a scheduling processing module 403, configured to schedule, through the command center, a corresponding instructed scheduling terminal according to the current command scheduling policy to perform corresponding processing.
In an embodiment of the present invention, the scheduling processing module 403 may include the following sub-modules:
the dispatching processing submodule is used for dispatching a corresponding commanding dispatching terminal according to the current commanding dispatching strategy through the command center so that the commanding dispatching terminal can adjust and monitor monitoring points in a preset warning situation area and/or arrange various warning powers in the preset warning situation area; and the command center and the command scheduling terminal have a superior-subordinate relationship.
In an embodiment of the present invention, the preset commanding and scheduling policies include a point-to-point commanding and scheduling policy, a point-to-multipoint commanding and scheduling policy, a plurality of groups of commanding and scheduling policies, and a plug-in commanding and scheduling policy.
In one embodiment of the invention, the monitoring, commanding and scheduling system is provided with a map module; the scheduling processing module 403 may include the following sub-modules:
the subordinate commanding and scheduling terminal determining submodule is used for determining a subordinate commanding and scheduling terminal with a commanding and scheduling authority through the command center if the determined current commanding and scheduling strategy is a point-to-point commanding and scheduling strategy;
the real-time scheduling processing submodule is used for monitoring the early warning target in real time through the command center to obtain real-time mobile information and scheduling a subordinate command scheduling terminal with command scheduling authority in real time by combining the map module;
in an embodiment of the present invention, the scheduling processing module 403 may include the following sub-modules:
the first scheduling permission request sending submodule is used for generating a first scheduling permission request by presetting a first commanding and scheduling terminal and sending the first scheduling permission request to the command center if the determined current commanding and scheduling strategy is a point-to-multipoint commanding and scheduling strategy;
a first scheduling authority information sending submodule, configured to respond to the first scheduling authority request through the command center, generate first scheduling authority information for multiple command scheduling terminals that are the same as the preset first command scheduling terminal, and send the first scheduling authority information to the preset first command scheduling terminal, so that the preset first command scheduling terminal schedules the multiple command scheduling terminals that are the same as the first preset command scheduling terminal according to the first scheduling authority information;
in an embodiment of the present invention, the scheduling processing module 403 may include the following sub-modules:
the group scheduling sub-module is used for grouping a plurality of subordinate command scheduling terminals through the command center to obtain a plurality of command scheduling groups so as to schedule according to the command scheduling groups if the determined current command scheduling strategy is a plurality of groups of command scheduling strategies;
in an embodiment of the present invention, the scheduling processing module 403 may include the following sub-modules:
a second scheduling permission request sending submodule, configured to generate, by using the preset second commanding and scheduling terminal, a second scheduling permission request for scheduling at least one subordinate commanding and scheduling terminal that is currently executing a commanding and scheduling task, and send the second scheduling permission request to the command center, if the determined current commanding and scheduling policy is an inserting commanding and scheduling policy;
and the second scheduling authority information sending submodule is used for responding to the second scheduling authority request through the command center, generating second scheduling authority information aiming at least one subordinate command scheduling terminal currently executing the command scheduling task, and sending the second scheduling authority information to the preset second command scheduling terminal so that the preset second command scheduling terminal can schedule the at least one subordinate command scheduling terminal currently executing the command scheduling task according to the second scheduling authority information.
In one embodiment of the present invention, the packet scheduling sub-module may include the following units:
the first grouping scheduling unit is used for grouping a plurality of subordinate command scheduling terminals through the command center according to a preset grouping strategy;
and the second grouping scheduling unit is used for generating temporary grouping setting information through the command center and grouping the plurality of subordinate command scheduling terminals according to the temporary grouping setting information.
In an embodiment of the present invention, the apparatus may further include the following modules:
the monitoring information receiving module is used for receiving the monitoring information sent by the monitoring system through the command center; the monitoring information comprises monitoring images recorded by a plurality of monitoring points in the warning region;
and the monitoring image broadcasting module is used for broadcasting and sending the monitoring image to the dispatched commanding and dispatching terminal through the commanding center.
In an embodiment of the present invention, before the scheduling the corresponding instructing terminal to perform the corresponding processing, the following module may be further included:

Claims (10)
1. A command scheduling method aiming at monitoring is characterized in that the method is applied to a monitoring command scheduling system, the monitoring command scheduling system is in communication connection with a monitoring system, the monitoring command scheduling system comprises a command center and a command scheduling terminal, and the method comprises the following steps:
receiving early warning information aiming at an early warning target sent by the monitoring system through the command center;
determining a current command scheduling strategy from preset command scheduling strategies according to the early warning information aiming at the early warning target by the command center;
and scheduling the corresponding directing scheduling terminal for corresponding processing through the command center according to the current command scheduling strategy.
2. The method of claim 1, wherein the scheduling, by the command center, corresponding directed scheduling terminals according to the current command scheduling policy for corresponding processing comprises:
dispatching a corresponding commanding and dispatching terminal according to the current commanding and dispatching strategy through the command center so that the commanding and dispatching terminal can adjust and monitor monitoring points in a preset warning condition area and/or arrange various warning powers in the preset warning condition area; and the command center and the command scheduling terminal have a superior-subordinate relationship.
3. grouping a plurality of subordinate command and dispatch terminals by the command center according to a preset grouping strategy;
and/or generating temporary grouping setting information through the command center, and grouping a plurality of subordinate command scheduling terminals according to the temporary grouping setting information.

receiving monitoring information sent by the monitoring system through the command center; the monitoring information comprises monitoring images recorded by a plurality of monitoring points in the warning region;
and broadcasting and sending the monitoring image to the dispatched commanding and dispatching terminal through the commanding center.
