The fixing post 16 is fixed at the center of gravity of the lower mounting plate 15, and a bolt hole 21 is formed at the top. The coil spring 17 is centrally caught on the fixing post 16. The rotary disk 18 is clamped outside the coil spring 17, is not fixed, and can rotate under stress.
