establishing a project evaluation management module, wherein the project evaluation management module is used for carrying out credit examination on a project declaration main body, carrying out objective evaluation on project intellectual property data through quantitative indexes, and carrying out subjective evaluation on project declaration contents through establishing an expert evaluation flow so as to generate an evaluation result of the intellectual property project;
establishing a project establishment management module, maintaining an establishment state of an intellectual property declaration project according to an establishment result of the intellectual property project, and transferring the project determined to be established into a subsequent project execution state to complete online contract pre-signing of the project;
establishing a project acceptance evaluation module, monitoring and managing the target task completion condition of each node of the project declaration main body in the project execution stage by the project acceptance evaluation module, and storing the project acceptance result into a project result library;
establishing a project statistical analysis module, wherein the project statistical analysis module is used for counting the declaration condition, the standing condition, the execution condition and the acceptance condition of the standing project in a project result library and forming a dynamic index evaluation library, and the dynamic index evaluation library is used for providing evaluation and evaluation aiming at the completion condition of intellectual property projects in different regions;
and establishing a project dynamic monitoring module, wherein the project dynamic monitoring module tracks and records the project standing items and the accepted projects in the project result base in real time, and imports intellectual property data from an external data interface to update the project condition in real time.
2. The intellectual property item declaration management method of claim 1, wherein in establishing an item declaration process management module process, comprising the steps of:
acquiring account information input when an account is created by a project declaration main body;
calling the basic information of the declaration subject from an external data interface according to the subject name and storing the basic information into a market subject information base, wherein the basic information of the declaration subject comprises the subject name of the declaration subject and unified social credit code information;
and comparing the main body basic information in the market main body library with the input account information to finish the verification of the declaration main body account.
3. The intellectual property item declaration management method of claim 2 wherein in establishing the item declaration process management module process, further comprising the steps of:
creating and releasing project information in the system according to project declaration requirements;
after the project is released, configuring an auditing process, declaration content, screening conditions and project time limit of the project, wherein the auditing process comprises authority, personnel and circulation types of circulation nodes, the declaration content of the project comprises a directory hierarchical structure, information items and corresponding types of the declaration content of the project, the screening conditions of the project comprise mutually exclusive projects and main qualification requirements conforming to project declaration, and the project time limit comprises various transaction processing time limits such as declaration time limit, pre-review time limit and performance evaluation time limit.

The intellectual property project declaration management method of claim 3 wherein the project declaration content includes basic information of a project declaration subject, intellectual property data industry and project declaration plan, wherein the basic information of the project declaration subject is retrieved from a market subject information base, the intellectual property data includes patent data, trademark data, copyright data retrieved from an external data interface, and the project declaration plan is entered into the system by the project declaration subject.
5. The intellectual property item declaration management method of any one of claims 1 to 4 wherein the credit review of the item declaration subject includes the steps of:
comparing the unified social credit code information stored in the market information main body library with the unified social credit code information input by the project declaration main body, and generating a main body information early warning prompt according to a comparison result;
and generating credit rating information according to the declaration record of the project declaration subject so as to complete credit examination.

The intellectual property project declaration management method of any one of claims 1 to 4, wherein a quantitative index for evaluating intellectual property data is established, the quantitative index includes an intellectual property creation-class data index for reviewing basic data such as patents, trademarks, copyrights and the like, an intellectual property protection-class data index for reviewing intellectual property enforcement project transaction data, and an intellectual property application-class data index for reviewing information items corresponding to project declaration plans.
7. The intellectual property item declaration management method of any one of claims 1 to 4 wherein the establishing process of the expert review process includes:
establishing an expert database, and randomly selecting experts from the expert database to form an expert group for subjective evaluation;
and establishing an expert white list library and a blacklist library, and tracking and recording the evaluation process of the expert, wherein the records comprise evaluation behavior records, evaluation time records and evaluation historical information records.

The intellectual property item declaration management method of claim 1 further comprising establishing a data interface module, wherein the data interface module includes a plurality of program interfaces for accessing external data resources such as external patent data sources, trademark data sources, copyright data sources, enterprise credit reporting data sources, judicial literature data sources, and the like through external programs.
9. An intellectual property item declaration management system, comprising:
the project declaration process management module is used for establishing a project declaration main body, completing configuration and release of an intellectual property project and importing the intellectual property data of the project through an external data interface to generate project declaration contents;
the project evaluation management module is used for carrying out credit examination on a project declaration main body, carrying out objective evaluation on project intellectual property data through quantitative indexes, and carrying out subjective evaluation on project declaration contents through establishing an expert evaluation flow so as to generate an evaluation result of the intellectual property project;
the project establishment management module maintains the establishment state of the intellectual property declaration project according to the establishment result of the intellectual property project, and transfers the project determined to be established into the subsequent project execution state to complete the online contract pre-signing of the project;
the project acceptance evaluation module monitors and manages the target task completion condition of each node of the project declaration main body in the project execution stage, and stores the project acceptance result into a project result library;
the system comprises a project statistical analysis module, a dynamic index evaluation module and a project management module, wherein the project statistical analysis module is used for counting the declaration condition, the standing condition, the execution condition and the acceptance condition of a standing project in a project result library and forming a dynamic index evaluation library, and the dynamic index evaluation library is used for providing evaluation and evaluation aiming at the completion condition of intellectual property projects in different regions;
and the project dynamic monitoring module is used for tracking and recording the project standing items and the accepted projects in the project result library in real time and importing intellectual property data from an external data interface to update the project state in real time.

The system of claim 9, further comprising a data interface module, wherein the data interface module comprises a plurality of program interfaces for accessing external data resources such as external patent data sources, trademark data sources, copyright data sources, enterprise credit data sources, and judicial literature data sources through external programs.
