The manual reel 631 is rotated to tighten the wire rope 634, the bottom plate 62 is pulled back to the closed position, and then the rotating hook 61 is rotated to clamp the stopper 611 at the bottom under the bottom plate 62, so as to push the railcar 6 along the direction of the steel rail 5 to the belt transmission 1, and the turning plate 64 is rotated back to the original position under the action of the stop lever 7 to be attached to the inclined plate at the front end of the railcar 6.
