s001: automatically studying and judging whether the MQ message is subscribed or not, and when the L007 pushes the message with the data processing completed, automatically studying and judging whether the message is acquired in time and entering a link;
s002: starting a rule engine by a system background, and starting to study and judge;
s003: when the rule engine is started, the system finishes loading the rules configured in the analysis step I to form a rule formula set for study and judgment, such as: 365 days > [ acceptance date ] - [ appeal date ] for >7 days;
s004: transmitting parameters required in the formula, namely, the acceptance date, the filing date and the appeal receiving date into a formula set of S003;
s005: executing the judging rule by the rule engine;
s006: after the case hits the study and judgment rules, the data required by the subsequent links is tidied up through the corresponding relation between the rule engine and the illegal situation, and the method comprises the following steps: identification of illegal situation, case identification, file identification and structured element name;
s007: and transmitting the data arranged in the S006 to a system storage interface to complete data storage.
Step three, front end presentation
The front-end presentation is an important process of visually presenting case violation situations, laws and regulations, supervision main points and early warning levels of the hit research and judgment rules to a inspector by using a view processing module, and the work flow of the view processing is specifically shown in fig. 4 and specifically comprises the following steps:
a001: extracting case information, including information such as case names, case numbers, court trial, file files and the like, for an inspector to analyze case situations;
a002: according to the case identification extracted from A001, acquiring a study result automatically studied and stored from a database, wherein the study result comprises the following steps: illegal situations, laws and regulations, early warning levels, xy coordinates presented by a supervision principal point page, and packaging and converting;
a003: the front-end controller packages the data in the steps A001 and A002 into page objects, then pushes the page objects to a front-end jsp, and performs page rendering by the jquery;
a004: the jquery positions the illegal situation, the early warning level and the supervision main points on the positions of the supervision main points of the file pictures through xy coordinates to create a red semitransparent layer and mark the illegal contents of the red semitransparent layer, so that a visual mark is formed, a surveyor can visually see the illegal situation, the laws and regulations and the early warning level which accord with the condition of prosecution and are not set up in a specified time limit, the surveyor can be assisted to quickly position the illegal points, and the case handling efficiency is improved.
The method for automatically identifying cases meeting the complaint condition that the court does not settle in the appointed period, disclosed by the invention, realizes automatic cataloguing document classification by means of advanced science and technology of the Internet and OCR character identification, extracts data according to structured elements and realizes automatic study and judgment of a rule engine. Compared with the prior art, the method has the following beneficial effects:
(1) according to the method, a set of standardized structural element extraction rules capable of being automatically identified and law violation condition studying rules are combed through the research on a large number of approval process files and laws and regulations of the court, and the method for automatically identifying cases meeting the condition of prosecution that the court does not settle in the specified period is formed.
(2) The invention introduces technologies such as big data, artificial intelligence and the like, and the frontier computer technology is deeply integrated with the civil inspection and supervision service, so that the automatic discovery of the violation of the judging process from the file is realized.
(3) The invention promotes the law of the people's court to standardize the civil trial activities by supervising the civil trial activities of the people's court, and practically solves the prominent problem that people reflect intensely; the extension of supervision matters from a slight illegal situation to deeper problems such as an illegal violation of an officer and the like is promoted; deepens the understanding of the law of law violation supervision of the judge, and effectively supervises the law violation behaviors of lawsuits of the judge, which infringe the citizen rights and damage the justice; the long-acting mechanism for supervising scientific development of illegal behaviors of judges is promoted to be established; fully exert the civil inspection and supervision functions of the inspection department, improve the ability of discovering according to the authority of the job and improve the efficiency of handling the case by the inspection officer.

Claims (7)
1. A method for automatically identifying a case that has not been placed within a specified time limit, the method comprising: the method comprises three steps of rule configuration, automatic study and judgment and front-end presentation, and comprises the following specific operation steps:
the method comprises the following steps: configuring the structured element extraction rules into a database; configuring names, laws and regulations and early warning levels corresponding to the illegal situations into a database; the study and judgment rules are configured in a rule engine, the corresponding configuration of the relationship between the rule engine and the structural elements is completed, and the corresponding configuration of the relationship between the rule engine rules and the illegal conditions is completed;
step two: uploading a portfolio of a civil trial process by a system background, completing automatic study and judgment by a rule engine after OCR text recognition, automatic document classification and structural element extraction, and storing case identification, illegal case identification, file identification and structural element names which hit study and judgment rules into a system database;
step three: in the front-end case handling page, the system dynamically presents the illegal situation, the supervision key points, the laws and regulations and the early warning level to a inspector in a jquery layer visualization mode.
2. The method for automatically identifying cases that have not settled within a specified period of time according to claim 1, wherein: extracting structural elements required by the law violation situation studying and judging rules from a specific file document aiming at the law violation situation, and storing the structural element rules in a system database; the structured elements include: the date of setting up a case, the date of receiving a case, and the date of receiving a complaint.

The method for automatically identifying cases that have not settled within a specified period of time according to claim 2, wherein: and sending the extracted case structural elements into a rule engine to realize automatic study and judgment, and returning case identification, illegal situation identification, file identification and structural element names of the hit rules to the system and storing by the rule engine.

The method for automatically identifying cases that have not settled within a specified period of time as claimed in claim 3, wherein: before automatic study and judgment, the data processing of the input volume needs to be completed, and the specific process of the data processing is as follows:
l001: uploading the file to a server in a system background;
l002: the file format of the non-picture file in the file is firstly converted into jpg pictures and stored in the DFS file server;
l003: transmitting the format-converted file image data serving as parameters into an OCR text recognition interface requestForHttp (Global context. getProperty, params), and returning a json format data message by the interface;
l004: analyzing the monitoring key point text data with xy coordinates from the json message returned after the OCR text is identified in the L003 step, and storing the monitoring key point text data in a database;
l005: automatically cataloguing, and extracting the document names in the files, such as: the method comprises the following steps of (1) setting up a case notice, identifying the total page number of each document and the text content of the document, and ensuring the integrity of the document;
l006: extracting the structured element content required by the research and judgment rule from the automatically catalogued document by using the structured element extraction rule configured in the step one, namely: the date of setting up a case, the date of receiving a case, and the date of receiving a complaint;
l007: and after the structured elements are extracted, pushing a message to the MQ to inform that the data processing step is completed.

The method for automatically identifying cases that have not settled within a specified period of time as claimed in claim 4, wherein: after the file is recorded and the data processing step is completed, the system enters an automatic studying and judging link, and the specific process of the automatic studying and judging is as follows:
s001: automatically studying and judging whether the MQ message is subscribed or not, and when the L007 pushes the message with the data processing completed, automatically studying and judging whether the message is acquired in time and entering a link;
s002: starting a rule engine by a system background, and starting to study and judge;
s003: when the rule engine is started, the system finishes loading the rules configured in the analysis step I to form a rule formula set for study and judgment;
s004: transmitting parameters required in the formula, namely, the acceptance date, the filing date and the appeal receiving date into a formula set of S003;
s005: executing the judging rule by the rule engine;
s006: after the case hits the study and judgment rules, the data required by the subsequent links is tidied up through the corresponding relation between the rule engine and the illegal situation, and the method comprises the following steps: identification of illegal situation, case identification, file identification and structured element name;
s007: and transmitting the data arranged in the S006 to a system storage interface to complete data storage.

The method for automatically identifying cases that have not settled within a specified period of time as claimed in claim 5, wherein: illegal case identification, laws and regulations, file identification and structured element names of cases hit by the rule engine are pushed to a front-end page through coordinate data and are presented in a visual mode through a jquery layer technology, namely, the case illegal case identification, laws and regulations, supervision main points and early warning levels hit by the rules are presented to an inspector in a visual mode through a view processing module.
7. The method of automatically identifying cases that have not settled within a specified time frame as claimed in claim 6, wherein: the work flow of the view processing module is specifically as follows:
a001: extracting case information including the information of case names, case numbers, court trial and file documents;
a002: according to the case identification information extracted from A001, acquiring a study result automatically studied and stored from a database, wherein the study result comprises the following steps: illegal situations, laws and regulations, early warning levels, xy coordinates presented by a supervision principal point page, and packaging and converting;
