Compared with the prior art, the method has the following beneficial effects:
(1) according to the method, a set of standardized structural element extraction rules capable of being automatically identified and law violation condition studying rules are combed through the research on a large number of approval process files and laws and regulations of the court, and the method for automatically identifying cases meeting the condition of prosecution that the court does not settle in the specified period is formed.
(2) The invention introduces technologies such as big data, artificial intelligence and the like, and the frontier computer technology is deeply integrated with the civil inspection and supervision service, so that the automatic discovery of the violation of the judging process from the file is realized.
(3) The invention promotes the law of the people's court to standardize the civil trial activities by supervising the civil trial activities of the people's court, and practically solves the prominent problem that people reflect intensely; the extension of supervision matters from a slight illegal situation to deeper problems such as an illegal violation of an officer and the like is promoted; deepens the understanding of the law of law violation supervision of the judge, and effectively supervises the law violation behaviors of lawsuits of the judge, which infringe the citizen rights and damage the justice; the long-acting mechanism for supervising scientific development of illegal behaviors of judges is promoted to be established; fully exert the civil inspection and supervision functions of the inspection department, improve the ability of discovering according to the authority of the job and improve the efficiency of handling the case by the inspection officer.

Claims (7)

the method comprises the following steps: configuring the structured element extraction rules into a database; configuring names, laws and regulations and early warning levels corresponding to the illegal situations into a database; the study and judgment rules are configured in a rule engine, the corresponding configuration of the relationship between the rule engine and the structural elements is completed, and the corresponding configuration of the relationship between the rule engine rules and the illegal conditions is completed;
step two: uploading a portfolio of a civil trial process by a system background, completing automatic study and judgment by a rule engine after OCR text recognition, automatic document classification and structural element extraction, and storing case identification, illegal case identification, file identification and structural element names which hit study and judgment rules into a system database;
step three: in the front-end case handling page, the system dynamically presents the illegal situation, the supervision key points, the laws and regulations and the early warning level to a inspector in a jquery layer visualization mode.

The method for automatically identifying cases that have not settled within a specified period of time according to claim 1, wherein: extracting structural elements required by the law violation situation studying and judging rules from a specific file document aiming at the law violation situation, and storing the structural element rules in a system database; the structured elements include: the date of setting up a case, the date of receiving a case, and the date of receiving a complaint.

The method for automatically identifying cases that have not settled within a specified period of time according to claim 2, wherein: and sending the extracted case structural elements into a rule engine to realize automatic study and judgment, and returning case identification, illegal situation identification, file identification and structural element names of the hit rules to the system and storing by the rule engine.

The method for automatically identifying cases that have not settled within a specified period of time as claimed in claim 3, wherein: before automatic study and judgment, the data processing of the input volume needs to be completed, and the specific process of the data processing is as follows:

l006: extracting the structured element content required by the research and judgment rule from the automatically catalogued document by using the structured element extraction rule configured in the step one, namely: the date of setting up a case, the date of receiving a case, and the date of receiving a complaint;
l007: and after the structured elements are extracted, pushing a message to the MQ to inform that the data processing step is completed.

The method for automatically identifying cases that have not settled within a specified period of time as claimed in claim 4, wherein: after the file is recorded and the data processing step is completed, the system enters an automatic studying and judging link, and the specific process of the automatic studying and judging is as follows:
s001: automatically studying and judging whether the MQ message is subscribed or not, and when the L007 pushes the message with the data processing completed, automatically studying and judging whether the message is acquired in time and entering a link;
s002: starting a rule engine by a system background, and starting to study and judge;
s003: when the rule engine is started, the system finishes loading the rules configured in the analysis step I to form a rule formula set for study and judgment;

s005: executing the judging rule by the rule engine;

s007: and transmitting the data arranged in the S006 to a system storage interface to complete data storage.

The method for automatically identifying cases that have not settled within a specified period of time as claimed in claim 5, wherein: illegal case identification, laws and regulations, file identification and structured element names of cases hit by the rule engine are pushed to a front-end page through coordinate data and are presented in a visual mode through a jquery layer technology, namely, the case illegal case identification, laws and regulations, supervision main points and early warning levels hit by the rules are presented to an inspector in a visual mode through a view processing module.
