Block chain system for social security fee collection and settlement
Technical Field
The application relates to the technical field of block chains, in particular to a block chain system for social security collection and settlement.
Background
After a 'national tax and land tax collection management system reform scheme' is proposed from 2019, 1 month and 1 day, social security fees are collected uniformly by a tax department, the tax department pays the national bank and transfers the fees to a social security fund financial special user, and the financial department informs the national bank department of transferring the social security fees to a corresponding financial special user by an electronic money transfer instruction or a paper money transfer certificate. Among them, social security fee collection and settlement are particularly important.
At present, a social security charge collection and clearing system is used for collecting and clearing social security charges, wherein a social security charge collection process refers to that a participating user goes to pay by an office, the office inquires information of the participating user through a social security charge tax bank subsystem to a social security charge management subsystem, deducts money after checking, and transfers the deducted social security charges to an account to be submitted and cleared of a settlement bank; and after receiving the payment result of the social security through the social security tax payment subsystem, the social security management subsystem writes the payment record of the social security into the social security collection subsystem. The social premium clearing process means that a clearing bank sends a daily clear transaction reconciliation list to an social premium collection subsystem through an social premium tax payment subsystem, and the clearing bank clears the daily clear transaction reconciliation list to a national bank after the social premium collection subsystem confirms that the daily clear transaction reconciliation list is correct.

Detailed Description
In order to make the technical solutions of the present application better understood, the technical solutions in the embodiments of the present application will be clearly and completely described below with reference to the drawings in the embodiments of the present application, and it is obvious that the described embodiments are only a part of the embodiments of the present application, and not all of the embodiments. All other embodiments, which can be derived by a person skilled in the art from the embodiments given herein without making any creative effort, shall fall within the protection scope of the present application.
The inventor finds that the conventional social security collection and settlement system is formed by serially connecting a plurality of organizational structures such as an office, a settlement bank, a social security tax subsystem, a social security management subsystem and a social security collection subsystem, and the like, so that the social security collection and settlement system needs to transmit the plurality of organizational structures layer by layer, and the problems of complex multi-process nodes, high error tendency, long time consumption, more resource occupation and the like exist.
In order to solve the problem, in the embodiment of the application, the block chain system for the social security levy collection and clearing comprises a primary clearing chain and a secondary transaction data chain, wherein the primary clearing chain comprises provincial clearing block chains formed by provincial settlement line nodes and the social security tax system respectively, and the secondary transaction data chain comprises provincial transaction data block chains formed by provincial administration line nodes and the social security tax system respectively; the secondary transaction data chain is used for collecting the social security transaction data of each province management department by using each province transaction data block chain and uploading the social security transaction data of each province management department to the primary clearing chain; and the primary clearing chain is used for clearing the data by utilizing the provincial clearing block chain corresponding to the social security transaction data of each provincial office. Therefore, hierarchical block chains with multi-party participation of each provincial administration line, the social security tax system and each provincial settlement line are built by using a block chain technology and divided into a first-layer clearing chain between the social security tax system and each provincial settlement line and a second-level transaction data chain between each provincial administration line and the social security tax system, each level of block chains complete corresponding functions, and data sharing is performed on the chains and all data are guaranteed to be consistent and traceable; the problem that multiple flows of the transmission nodes are complex and prone to error is solved, social security fee collection and clearing are short in time consumption, and resources are saved.
For example, one of the scenarios in the embodiment of the present application may be applied to the scenario shown in fig. 1, where the scenario includes provincial offices 101, social security tax system 102 and provincial settlement lines 103, and a block chain system for social security levy collection and clearing is built among the provincial offices 101, the social security tax system 102 and the provincial settlement lines 103.
The following describes in detail a specific implementation manner of the blockchain system for social premium levy settlement in the embodiment of the present application by using an embodiment with reference to the drawings.
Exemplary System
Referring to fig. 2, a schematic structural diagram of a blockchain system for social security levy payment clearing in the embodiment of the present application is shown. In this embodiment, the block chain system may specifically include:
the primary clearing link 201 comprises each province clearing block chain consisting of each province settlement bank node 203 and the social security tax system 204, and the secondary transaction data link 202 comprises each province transaction data block chain consisting of each province handling bank node 205 and the social security tax system 204;
the secondary transaction data link 202 is configured to collect the social security transaction data of the departments and dispatches by using the province transaction data block link, and upload the social security transaction data of the departments and dispatches to the primary clearing link 201;
the primary clearing chain 201 is used for clearing the data of the social security transaction data of each province and office by using the province clearing block chain corresponding to the social security transaction data.
It should be noted that, because a plurality of organizational structures in the existing social security charge collection and settlement system form a serial structure, the social security charge collection and settlement system needs to transmit a plurality of organizational structures layer by layer, and the problems of multiple nodes, complex processes, high possibility of errors, long time consumption, more resource occupation and the like exist. Therefore, in the embodiment of the present application, based on the characteristics of the block chain, and considering that the social security charge collection and clearing are divided into the social security charge collection and the social security charge clearing, in order to reduce the data pressure, the block chain is built at each provincial administration bank, the social security tax system and each provincial administration bank, and the block chain can be divided into the first-level clearing chain 201 formed by building each provincial clearing block chain between each provincial administration bank node 203 and the social security tax system 204, and the second-level transaction data block chain 202 formed by building each provincial transaction data block chain between each provincial administration bank node 205 and the social security tax system 204.
In practical application, each province transaction data block chain in the secondary transaction data chain 202 collects the social security transaction data of each province handling line and uploads the social security transaction data to the primary clearing chain 201, so that the primary clearing chain 201 performs data clearing on the social security transaction data of each province handling line by using the corresponding province clearing block chain; the block chains at all levels complete corresponding functions, data are shared on the chains, and all data are guaranteed to be consistent and traceable, so that the problem that multiple processes of transmission nodes at all levels are complex and prone to error is avoided, social security collection and settlement are short in time consumption and resources are saved. The multistage block chain formed by the primary clearing chain 201 and the secondary transaction data chain 202 can disperse the data storage and data concurrency pressure of a block chain system for collecting and clearing social security fees; and the fault-tolerant capability and stability of the block chain system for social security payment and settlement are improved by the multi-node structure in the primary settlement chain 201 and the secondary transaction data chain 202.
It should be noted that, in order to realize interaction between the offices in different provinces, any two transaction data block chains in the transaction data block chains in each province can communicate with each other; similarly, in order to realize the interaction between different settlement lines, any two provincial clearing block chains in each provincial clearing block chain can also communicate with each other, and a cross-link protocol gateway is specifically adopted during communication. Therefore, in an optional implementation manner of the embodiment of the present application, the provincial transaction data block chains interact with each other through a cross-link protocol gateway, and the provincial clearing block chains interact with each other through the cross-link protocol gateway.
It should be noted that, in order to further reduce the pressure of data storage and data concurrence of each province transaction data block chain in the secondary transaction data chain 202, each province transaction data block chain sub-chain may be set up between each handling node of each province and the social security tax system 204, and each province transaction data block chain sub-chain is independently deployed and is autonomous in a branch chain manner, so as to improve the operation simplicity of social security fee collection and clearing. Therefore, in an optional implementation manner of this embodiment of the present application, the provincial transaction data block chains include provincial transaction data block chain sub-chains formed by each provincial office node and the social security tax system 204, respectively.
It should be noted that, for the primary clearance chain 201, data clearance processing may be performed in different time periods, for example, when the secondary transaction data chain 202 is in a low-ebb period of transaction, for example, at 12:00 pm or 1:00 am, the secondary transaction data chain 202 uniformly packages the social security transaction data of each province transaction data block chain collected by each province transaction data block chain and uploads the social security transaction data of each province transaction to the primary clearance chain 201, so that the primary clearance chain 201 performs data clearance using the province clearance block chain corresponding to the social security transaction data of each province transaction. Therefore, in an alternative implementation manner of the embodiment of the present application, the uploading period of the social security transaction data of the departments is the transaction valley period of the secondary transaction data link 202.
It should be noted that the purpose of the secondary transaction data link 202 is to collect the social security transaction data of the companies of each province and upload the data to the primary clearing link 201, and since there are cases that the insured user is not located at the place of the account for a long time and frequently changes the living place of the insured user in the process of collecting the social security, the principles of "running less" and "two-end check" of the insured user are inherited, the insured user is allowed to collect the fee in different places, and the paying in different places needs to pay across provinces, that is, the paying place of the insured user and the place of the account of the insured user do not belong to the same province, a insured user information contract for providing the full amount of information of the insured user needs to be pre-deployed in the secondary transaction data link 202, and whether the insured user pays across provinces or not is judged, so as to continue to realize the social security clearing under the condition of paying across provinces of the insured user after compiling. Therefore, in an optional implementation manner of this embodiment of the present application, the secondary transaction data link 202 deploys a security-participating user information contract, where the security-participating user information contract is used to provide full-volume security-participating user information, and the security-participating user information includes an identity number, a location of a user account, and social security information of a security-participating user.
Specifically, after the social security payment is performed by the security-participating user, the secondary transaction data link 202 may determine whether the security-participating user pays across provinces by analyzing whether the location of the user's entrance in the security-participating user information provided by the security-participating user information contract and the payment place of the security-participating user belong to different provinces, where the security-participating user pays across provinces, and needs to trigger payment information according to the payment time of the security-participating user, and send the payment information to the management lines of the location of the entrance of the security-participating user and the payment place, so as to avoid the occurrence of secondary payment promotion of the social security of the security-participating user, and the social security transaction data of the security-participating user is uploaded to the primary settlement link 201; the participating users do not pay across provinces, and also need to upload the social security transaction data of the participating users to the primary clearing link 201. Therefore, in an optional implementation manner of this embodiment of the present application, the secondary transaction data link 202 is specifically configured to: judging whether the insurance-participating user pays across provinces or not based on the payment place of the insurance-participating user and the place of the account mouth in the insurance-participating user information of the insurance-participating user; if yes, triggering payment information to be sent to an operator of a place where the account of the insurance participating user is located and an operator of a payment place based on the payment time of the insurance participating user; and uploading the social security transaction data of the security-participating user to the primary clearing link 201.
It should be noted that the primary clearing link 201 is intended to perform data clearing on the social security transaction data of each provincial administration line uploaded by the secondary transaction data link 202, and a clearing contract for implementing the function needs to be deployed in advance in the primary clearing link 201 to be responsible for social security transfer from each provincial administration line to each provincial settlement line. Therefore, in an optional implementation manner of this embodiment of the present application, the primary clearing link 201 deploys a clearing contract, and the clearing contract is used for performing data clearing on the social security transaction data of the participating user.
It should be noted that, in the case that the participating and securing user is a cross-province payment, the social security settlement after the cross-province payment can be divided into two modes in the primary settlement chain 201 in the block chain system for the social security payment settlement, one mode is to perform the social security payment settlement on the province where the payment place of the participating and securing user is located and the other mode is to perform the social security payment settlement on the province where the payment place is located and the social security payment tax system. Therefore, in an optional implementation manner of this embodiment of the present application, when the security-participating user is a cross-province payment, the clearing contract includes a cross-province payment + payment location clearing model and a cross-province payment + cross-province clearing model.
On the basis of the two models of the cross-province payment and payment place clearing model and the cross-province payment and cross-province clearing model, when the reference user is the cross-province payment, the primary clearing chain 201 can respectively execute the following two specific implementation modes:
in a first specific implementation manner, after receiving the social security transaction data of the insurance-participating user, the primary clearing link 201 considers the province settlement and the social security tax system in the province of the payment place of the insurance-participating user to perform social security fee collection and clearing, that is, based on the cross-province payment and payment place clearing model, the social security transaction data of the insurance-participating user is sent to the province clearing block link corresponding to the payment place of the insurance-participating user, and the social security transaction data of the insurance-participating user is cleared across the province payment and payment places by the province clearing block link corresponding to the payment place of the insurance-participating user. Therefore, in an optional implementation manner of this embodiment of the present application, the primary clearing link 201 is specifically configured to: and carrying out data clearing on the social security transaction data of the insurance-participating user by using a provincial clearing block chain corresponding to the payment place of the insurance-participating user based on the cross-provincial payment and payment place clearing model.
In a first specific implementation manner, after receiving the social security transaction data of the insurance-participating user, the primary clearing link 201 considers the province settlement and the social security tax system in the province where the user's account is located to perform social security fee collection and clearing, that is, based on the cross-province payment and cross-province clearing model, the social security transaction data of the insurance-participating user is sent to the province clearing block link corresponding to the user's account location of the insurance-participating user, and the province clearing block link corresponding to the user's account location of the insurance-participating user performs cross-province payment and cross-province clearing on the social security transaction data of the insurance-participating user. Therefore, in an optional implementation manner of this embodiment of the present application, the primary clearing link 201 is specifically configured to: and carrying out data clearing on the social security transaction data of the insurance-participating user by utilizing a provincial clearing block chain corresponding to the location of the user interface of the insurance-participating user based on the cross-provincial payment and cross-provincial clearing model.
Through various implementation modes provided by the embodiment, the block chain system for social security levy collection and settlement comprises a primary settlement chain and a secondary transaction data chain, wherein the primary settlement chain comprises provincial settlement block chains formed by provincial settlement bank nodes and the social security tax system respectively, and the secondary transaction data chain comprises provincial transaction data block chains formed by provincial administration nodes and the social security tax system respectively; the secondary transaction data chain is used for collecting the social security transaction data of each province management department by using each province transaction data block chain and uploading the social security transaction data of each province management department to the primary clearing chain; and the primary clearing chain is used for clearing the data by utilizing the provincial clearing block chain corresponding to the social security transaction data of each provincial office.
