s3: generating a first running track for the current longitude and latitude data and the running speed of the moving target acquired by the handheld terminal equipment by adopting a track generation processing unit in a server, and generating a second running track for the geographic position of the moving target acquired by the radar detection equipment;
s4: judging whether the moving target corresponding to the first running track and the second running track belongs to suspicious personnel or not by adopting a judging unit in the server;
s5: when moving targets corresponding to the first running track and the second running track belong to suspicious people, an execution unit in a server is adopted to send instruction signals and output early warning driving-off equipment and camera shooting equipment;
s6: after the early warning driving-away equipment receives the sending instruction signal, early warning driving-away actions are carried out on the moving target corresponding to the first running track and the second running track;
s7: and after receiving the sending instruction signal, the camera device monitors the face image of the moving target corresponding to the first running track and the second running track in real time, and stores the moving video of the moving target corresponding to the first running track and the second running track.
