The invention processes the files with different specifications through the file processing server to standardize the transmission/processing flow of the same data, can improve the efficiency of data release, and can reasonably arrange the release mechanism through different uploading and release frequencies to adapt to different release requirements.

9. the issuing network element generates an issuing receipt file (which may be a brief response to feed back information to explain that the file is issued, or may be a feedback result returned from the previous step);
10. the issuing network element uploads the issuing receipt file to the file transceiver;
11. the file transceiver starts a receiving timing task;
12. the file transceiver downloads the receipt file from the file server through a timing task;
13. the document transceiver processes (primarily for the purpose of recording) the receipt document through the document handler;
14. the file transceiver generates a publication result file (i.e. proves that the file is completely published);
15. the file transceiver uploads the release result file to a first file server;
16. the file transceiver monitors and alarms the abnormity of the release process;
17. the file transceiver counts the number of the files released at this time;
18. and the source network element downloads the publishing result file from the first file server.
The file transceiver comprises a transmitting and receiving rule configuration file in an XML format (extensible markup language) and aims to configure associated information such as office data file types, issuing field information, issuing network element information, file servers, alarm information, timing task information and the like, meanwhile, the structure of the database table is also automatically created through the rule of the configuration file, specifically, the synchronous file is analyzed to determine the attribute of the file (specifically including the network element of the source, the mark of the specific content, the format of the specific data and the like), and then corresponding processing is carried out according to the attributes (for example, different network elements and different data formats adopt different processing guidelines, so that formats of synchronous files can be unified, and the processing capability can be improved). Meanwhile, the number of the files issued and received at this time and the number of the files received and issued by each network element in an accumulated mode can be recorded, the file information is stored through the database, and if abnormality occurs in the process of processing the files, monitoring is carried out, and alarm information is generated to inform a responsible person.
