Abstract

The present disclosure provides a customs service management system, comprising: the single business window module is used for acquiring user clearance declaration information and displaying clearance approval results for the user; the qualification management module is used for managing AEO qualification information of the user; and the comprehensive management module is coupled with the single service window module and the qualification management module, and is configured to determine and distribute the clearance service according to the user clearance declaration information and the user AEO qualification information, acquire the clearance approval result of the clearance service and send the clearance approval result to the single service window module and the qualification management module. Technical Field
The present disclosure relates to the field of computer technology, and in particular, to a customs service management system including a single service window, an AEO qualification management module, and a customs service processing (integrated management) module.
Background
With the development of information technology, electronic government affairs become a powerful driver for improving social operation efficiency. In the e-government affairs, the customs service processing system can effectively help customs management personnel to improve clearance efficiency.
In the related art, customs service processing systems often integrate resources of a customs environment only, generate reporting data such as enterprise ERP data and warehouse data, send the reporting data to a customs terminal, and receive information fed back by the customs terminal. However, the technology can only be applied to enterprise end users, the function is only to process enterprise data, the customs service process is not involved, in practical application, customs service processing personnel also need to operate a plurality of interfaces to acquire enterprise declaration data, approval data, enterprise AEO qualification information and the like, the process is complex, and errors are easy to occur.

Disclosure of Invention
It is an object of the present disclosure to provide a customs service management system for overcoming, at least to some extent, the problem of inability to effectively manage the customs service flow due to limitations and drawbacks of the related art.

The customs service management system provided by the embodiment of the disclosure can provide more convenient customs service declaration and inquiry interfaces for enterprise users by providing a single interface for the users and docking the AEO qualification management module, so that the transaction efficiency of the enterprise users is improved; by docking the AEO qualification management system and acquiring data through a single interface, a more convenient, accurate and automatic task allocation mechanism is provided for customs service management, and the problems that customs service personnel operate a plurality of interfaces to inquire AEO qualification information, inquire user reporting, approve information and the like are avoided, so that the efficiency of the customs service personnel for processing customs service is improved; in addition, through automatic transfer of clearance information, the management efficiency of AEO qualification information is improved.

Fig. 1 schematically illustrates a structural diagram of a customs service management system in an exemplary embodiment of the present disclosure.
Referring to fig. 1, in an embodiment of the present disclosure, a customs service management system 100 may include:
a single service window module 11 configured to acquire user clearance declaration information and display clearance approval results to the user;
a qualification management module 12 arranged to manage user AEO qualification information;
the integrated management module 13 is coupled to the single service window module and the qualification management module, and configured to determine the clearance service according to the user clearance reporting information and the user AEO qualification information, and distribute the clearance service, obtain the clearance approval result of the clearance service, and send the clearance approval result to the single service window module and the qualification management module.
Fig. 2 is a detailed schematic of the division of the single service window module 11, the qualification management module 12, and the integrated management module 13.
Referring to fig. 2, on traffic division, a single traffic window module 11 may include:
a customs clearance service selection unit 111 configured to acquire a service category in response to a user selection message;
a data uploading management unit 112 configured to determine data to be uploaded according to the service type display, and display an uploading entry of the data to be uploaded to receive user clearance reporting information uploaded by the user;
the data transmission unit 113, coupled to the integrated management module, is configured to output the service type and the user clearance reporting information to the integrated management module in response to the data uploading request.
In the embodiment of the disclosure, a service type selection entry can be provided for the user first, so that the enterprise user can select the type of customs service to be transacted in a drop-down list or box selection mode. And then, after the click determination is performed by the user, determining the materials required to be provided by the user according to the service type selected by the user, and providing the uploading entrance of each material for the user. In some embodiments, the user may be provided with a download, fill-in portal for the required standardized documents, the type of which may depend on the type of service selected by the user. By providing a unified data providing interface for users, the customs clearance work efficiency of enterprise users can be greatly improved.
The customs declaration information may include business import and export declaration information, cargo customs information, tax-closing information, inspection and quarantine information, etc., or may be other information required according to different customs service types, which is not limited in this disclosure.
In some embodiments, the data transfer unit 113 may interface with data transfer interfaces of other service support institutions, such as inspection and quarantine institutions, trade institutions, business institutions, tax institutions, banks, transportation institutions, and other organizations, in addition to the integrated management module. When the user uploads various types of customs declaration information by clicking a determination button and the like, different types of files can be directly uploaded to corresponding service support mechanisms, such as an interface for uploading tax information to a tax bureau and the like.
All of the above functions need to be implemented through interface deployment.
Referring to fig. 3, in terms of functional division, the single service window module 11 may include:
the user interface SP is distributed and deployed in a service distributor mode, wherein the distribution mode comprises a service interface and a website;
the department interface SW is coupled to the user interface and interfaces with the plurality of service support mechanisms and the integrated management module through system integration, interface provision, and the like.
Wherein the user interface SP may be used to implement the customs clearance service selection unit 111 and the profile upload management unit 112, and the department interface SW may be used to implement the profile delivery unit 113. The user interface SP provides services for enterprise users, the services are distributed and deployed in a service provider mode, the SP can be a service interface or a portal website, and dynamic expansion can be performed. And the SW is abutted to the service supporting mechanism through various modes such as system integration, interface provision and the like, and after the enterprise user provides data once through the SP, the SW processes the data and distributes the data to the service supporting mechanism. In the subsequent flow, each service support mechanism (comprising customs) sends the feedback result to the SW, and the SW sends the feedback result to the SP to inform the user, so that the purposes of one-time input and multiple use of information are achieved.
With continued reference to fig. 2, the qualification management module 12 may include:
a qualification query unit 121 configured to send user AEO qualification information to the integrated management module in response to the qualification information call request sent by the integrated management module;
a qualification storage unit 122 arranged to store user AEO qualification information;
the qualification updating unit 123 is configured to receive the user clearance declaration information and the clearance approval result output by the integrated management module, and send a user AEO qualification information updating instruction to the qualification storage unit according to the user clearance declaration information and the clearance approval result.
AEO qualification is an AEO enterprise qualification information standard data object generated by the national customs by counting and scoring enterprise registration information, enterprise service data (customs declaration, tax declaration, inspection and quarantine checkup) and service circulation data (inspection results, tax payment information, inspection and quarantine result information). The AEO qualification needs to be dynamically updated from time to time according to the daily business data of the enterprise.
In the related technology, customs service personnel often need to inquire the AEO qualification corresponding to the enterprise aiming at the customs declaration information, and manually upload enterprise customs approval results and related data for updating the AEO qualification, so that the steps are complicated and the efficiency is low. In the embodiment of the disclosure, the AEO qualification query and update functions are integrated, so that the AEO qualification information of the enterprise user can be automatically obtained according to the information of the uploading data of the enterprise user, and the customs clearance approval result of the enterprise user and the uploaded customs clearance reporting data are automatically transmitted to the qualification update unit 123 after the customs clearance approval are finished, so that the AEO qualification information of the enterprise is updated according to the materials (import and export reporting information, cargo clearance information, tax information, inspection and quarantine information and the like). Manual butt joint of staff is not needed in the whole process, so that the processing efficiency of customs service is greatly improved, labor is saved, the accuracy is improved, and the cost is reduced.
In the embodiment shown in fig. 2, the integrated management module 13 may include:
the information obtaining unit 131, coupled to the data transmission unit 113 and the plurality of service support mechanism interfaces, is configured to obtain AEO qualification information of the user from the qualification management module and obtain a data approval result from the service support mechanism interfaces in response to the user clearance declaration information uploading request sent by the single service window module;

The information obtaining unit 131 is configured to obtain the customs declaration information uploaded by the user, obtain AEO qualification information corresponding to the enterprise user from the qualification querying unit 121 in the qualification management module 12 according to the customs declaration information, obtain data approval results (such as tax approval results, inspection and quarantine results, etc.) corresponding to the enterprise user from the multiple service support mechanism interfaces, and transmit the information to the task allocation unit 132 for task allocation.
The task allocation unit 132 interfaces with the yard monitoring system to determine vehicles and goods involved in the on-site detection task by identifying license plate numbers, acquiring vehicle presence information such as vehicle registration information of users, and the like. And then, determining the category of the on-site inspection task according to the user clearance reporting information, and determining the project of the on-site inspection task according to the data approval result and the user AEO qualification information.

Thus, the technical solution according to the embodiments of the present disclosure may be embodied in the form of a software product, which may be stored in a non-volatile storage medium (may be a CD-ROM, a U-disk, a mobile hard disk, etc.) or on a network, including several instructions to cause a computing device (may be a personal computer, a server, a terminal device, or a network device, etc.) to perform the method according to the embodiments of the present disclosure.
In an exemplary embodiment of the present disclosure, a computer-readable storage medium having stored thereon a program product capable of implementing the method described above in the present specification is also provided. In some possible embodiments, the various aspects of the invention may also be implemented in the form of a program product comprising program code for causing a terminal device to carry out the steps according to the various exemplary embodiments of the invention as described in the "exemplary methods" section of this specification, when said program product is run on the terminal device.
Referring to fig. 7, a program product 800 for implementing the above-described method according to an embodiment of the present invention is described, which may employ a portable compact disc read only memory (CD-ROM) and include program code, and may be run on a terminal device, such as a personal computer. However, the program product of the present invention is not limited thereto, and in this document, a readable storage medium may be any tangible medium that can contain, or store a program for use by or in connection with an instruction execution system, apparatus, or device.
The program product may employ any combination of one or more readable media. The readable medium may be a readable signal medium or a readable storage medium. The readable storage medium can be, for example, but is not limited to, an electronic, magnetic, optical, electromagnetic, infrared, or semiconductor system, apparatus, or device, or a combination of any of the foregoing. More specific examples (a non-exhaustive list) of the readable storage medium would include the following: an electrical connection having one or more wires, a portable disk, a hard disk, random Access Memory (RAM), read-only memory (ROM), erasable programmable read-only memory (EPROM or flash memory), optical fiber, portable compact disk read-only memory (CD-ROM), an optical storage device, a magnetic storage device, or any suitable combination of the foregoing.
The computer readable signal medium may include a data signal propagated in baseband or as part of a carrier wave with readable program code embodied therein. Such a propagated data signal may take any of a variety of forms, including, but not limited to, electro-magnetic, optical, or any suitable combination of the foregoing. A readable signal medium may also be any readable medium that is not a readable storage medium and that can communicate, propagate, or transport a program for use by or in connection with an instruction execution system, apparatus, or device.
Program code embodied on a readable medium may be transmitted using any appropriate medium, including but not limited to wireless, wireline, optical fiber cable, RF, etc., or any suitable combination of the foregoing.
Program code for carrying out operations of the present invention may be written in any combination of one or more programming languages, including an object oriented programming language such as Java, C++ or the like and conventional procedural programming languages, such as the "C" programming language or similar programming languages. The program code may execute entirely on the user's computing device, partly on the user's device, as a stand-alone software package, partly on the user's computing device, partly on a remote computing device, or entirely on the remote computing device or server. In the case of remote computing devices, the remote computing device may be connected to the user computing device through any kind of network, including a Local Area Network (LAN) or a Wide Area Network (WAN), or may be connected to an external computing device (e.g., connected via the Internet using an Internet service provider).
Furthermore, the above-described drawings are only schematic illustrations of processes included in the method according to the exemplary embodiment of the present invention, and are not intended to be limiting. It will be readily appreciated that the processes shown in the above figures do not indicate or limit the temporal order of these processes. In addition, it is also readily understood that these processes may be performed synchronously or asynchronously, for example, among a plurality of modules.

Claims (8)

1. A customs service management system, comprising:
the single service window module is coupled with the plurality of service support mechanism interfaces and is arranged to acquire user clearance declaration information and display clearance approval results for users and output the user clearance declaration information to the plurality of service support mechanism interfaces, and the single service window module comprises a clearance service selection unit, a data uploading management unit and a data transmission unit;
the qualification management module is set for managing the AEO qualification information of the user and comprises a qualification inquiry unit, a qualification storage unit and a qualification updating unit;
the comprehensive management module is coupled to the single service window module, the qualification management module and the plurality of service support mechanism interfaces, and is configured to acquire the user AEO qualification information from the qualification management module according to the user clearance declaration information, acquire a data approval result from the service support mechanism interfaces, determine a clearance service according to the user clearance declaration information, the data approval result and the user AEO qualification information, and allocate a field inspection task, acquire the clearance approval result of the clearance service, and send the clearance approval result to the single service window module and the qualification management module, and the comprehensive management module comprises an information acquisition unit, a task allocation unit and a result transmission unit, wherein the task allocation unit is configured to determine the category of the field inspection task according to the user clearance declaration information, and determine the item of the field inspection task according to the data approval result and the user AEO qualification information.
2. The customs service management system of claim 1, wherein the single service window module comprises:
the customs clearance service selection unit is set to respond to the user selection message and acquire service types according to the user selection message;
the data uploading management unit is used for displaying and determining data to be uploaded according to the service types, and displaying an uploading inlet of the data to be uploaded so as to receive the user clearance declaration information uploaded by a user;
and the data transmission unit is coupled with the integrated management module and is used for responding to the data uploading request and outputting the service type and the user clearance reporting information to the integrated management module.
3. The customs service management system of claim 2, wherein the integrated management module comprises:
the information acquisition unit is coupled with the data transmission unit and the plurality of service support mechanism interfaces and is used for responding to a user clearance reporting information uploading request sent by the single service window module to acquire the user AEO qualification information from the qualification management module and acquire a data approval result from the service support mechanism interfaces;
the task distribution unit is used for responding to the vehicle presence information of the user and distributing a site checking task according to the user clearance declaration information, the data approval result and the user AEO qualification information;
the result transmission unit is used for responding to the picture detection ending information to obtain the clearance approval result, sending the clearance approval result to the single service window module and the qualification management module, and sending the user clearance reporting information to the qualification management module.
4. The customs service management system of claim 1, wherein said qualification management module comprises:
the qualification query unit is used for responding to the qualification information calling request sent by the integrated management module and sending the AEO qualification information of the user to the integrated management module;
a qualification storage unit configured to store the user AEO qualification information;
the qualification updating unit is arranged for receiving the user clearance declaration information and the clearance approval result output by the integrated management module, and sending a user AEO qualification information updating instruction to the qualification storage unit according to the user clearance declaration information and the clearance approval result.
5. The customs service management system of claim 1, wherein the single service window module includes a download, fill-in portal for a preset standardized document.
6. The customs service management system of claim 2, wherein the single service window module comprises:
the user interface is distributed and deployed in a service distributor mode, wherein the distribution mode comprises a service interface and a website;
and the department interface is coupled with the user interface and is in butt joint with the plurality of service support mechanism interfaces and the integrated management module through a system integration and interface providing mode.
7. An electronic device, comprising:
a memory; and
a processor coupled to the memory, the processor configured to implement the customs service management system of any of claims 1-6 based on instructions stored in the memory.
8. A computer readable storage medium having stored thereon a program which when executed by a processor implements a customs service management system according to any of claims 1-6.
