Abstract

The present disclosure provides a customs service management system, including: the single business window module is set to acquire the user clearance declaration information and display the clearance examination and approval result for the user; the qualification management module is set to manage AEO qualification information of the user; and the comprehensive management module is coupled with the single service window module and the qualification management module and is set to determine and distribute the clearance service according to the user clearance declaration information and the user AEO qualification information, acquire the clearance approval result of the clearance service and send the clearance approval result to the single service window module and the qualification management module. The customs service management system can improve the customs service processing efficiency.

Customs service management system
Technical Field
The present disclosure relates to the field of computer technologies, and in particular, to a customs service management system including a single service window, an AEO qualification management module, and a customs service processing (integrated management) module.
Background
With the development of information technology, e-government has become a powerful driver for improving the social operation efficiency. In electronic government affairs, the customs business processing system can effectively help customs managers to improve customs efficiency.
In the related art, a customs service processing system usually integrates resources of a customs environment only, generates declaration data such as enterprise ERP data and storage data, sends the declaration data to a customs end, and receives information fed back by the customs end. However, this technology can only be applied to enterprise end users, the function is only to process enterprise data, and does not relate to a customs business process, in practical application, customs business processing personnel also need to operate a plurality of interfaces to obtain enterprise declaration data, approval data, enterprise AEO qualification information, and the like, and the process is cumbersome and is prone to errors.

Disclosure of Invention
An object of the present disclosure is to provide a customs business management system for overcoming, at least to some extent, the problem of failure to effectively manage a customs business process due to limitations and disadvantages of the related art.
According to a first aspect of the embodiments of the present disclosure, there is provided a customs service management system, including:
the single business window module is set to acquire the user clearance declaration information and display the clearance examination and approval result for the user;
the qualification management module is set to manage AEO qualification information of the user;
and the comprehensive management module is coupled with the single service window module and the qualification management module and is set to determine and distribute the clearance service according to the user clearance declaration information and the user AEO qualification information, acquire the clearance approval result of the clearance service and send the clearance approval result to the single service window module and the qualification management module.
In an exemplary embodiment of the present disclosure, the single service window module includes:
a customs clearance service selection unit, which is set to respond to the user selection information and obtain the service type according to the user selection information;
the data uploading management unit is used for displaying and determining data to be uploaded according to the service types, and displaying an uploading inlet of the data to be uploaded so as to receive the user clearance declaration information uploaded by a user;
and the data transmission unit is coupled with the comprehensive management module and is set to respond to a data uploading request and output the service type and the user clearance declaration information to the comprehensive management module.
In an exemplary embodiment of the disclosure, the data transmission unit is further coupled to a plurality of service support mechanism interfaces, and further configured to output the user declaration information to the plurality of service support mechanism interfaces in response to the data upload request.
In an exemplary embodiment of the present disclosure, the integrated management module includes:
an information obtaining unit, coupled to the data transmission unit and the multiple service support mechanism interfaces, configured to respond to a user clearance declaration information upload request sent by the single service window module to obtain the user AEO qualification information from the qualification management module and obtain a data approval result from the service support mechanism interfaces;
the task allocation unit is set to respond to the vehicle arrival information of the user and allocate a field inspection task according to the user clearance declaration information, the data approval result and the AEO qualification information of the user;

The customs service management system provided by the embodiment of the disclosure can provide a more convenient clearance service declaration and query interface for enterprise users by providing a single interface for the users and butting the AEO qualification management module, thereby improving the transaction processing efficiency of the enterprise users; by docking the AEO qualification management system and acquiring data through a single interface, a more convenient, accurate and automatic task allocation mechanism is provided for customs service management, and customs service personnel are prevented from operating a plurality of interfaces to inquire AEO qualification information, inquire user declaration, approval information and the like, so that the customs service personnel can improve the efficiency of processing customs services; in addition, the management efficiency of the AEO qualification information is improved by automatically transmitting the clearance information.

Fig. 1 schematically shows a structural diagram of a customs business management system in an exemplary embodiment of the present disclosure.
Referring to fig. 1, in an embodiment of the present disclosure, a customs service management system 100 may include:
the single service window module 11 is configured to acquire user clearance declaration information and display clearance examination and approval results for the user;
a qualification management module 12 configured to manage user AEO qualification information;
and the comprehensive management module 13 is coupled with the single service window module and the qualification management module, and is configured to determine and distribute the clearance service according to the user clearance declaration information and the user AEO qualification information, acquire a clearance approval result of the clearance service and send the clearance approval result to the single service window module and the qualification management module.
Fig. 2 is a detailed division diagram of the single service window module 11, the qualification management module 12, and the integrated management module 13.
Referring to fig. 2, in the service division, the single service window module 11 may include:
a customs clearance service selection unit 111 configured to respond to the user selection message to acquire a service category;
the data uploading management unit 112 is configured to display and determine data to be uploaded according to the service types, and display an uploading entrance of the data to be uploaded so as to receive user clearance declaration information uploaded by a user;
the data transmission unit 113, coupled to the integrated management module, is configured to respond to the data upload request and output the service type and the user clearance declaration information to the integrated management module.
In the embodiment of the present disclosure, a service category selection entry may be provided for a user, so that an enterprise user may select a category of a customs service to be transacted through a drop-down list or a frame selection manner. And then, after the user clicks and determines, determining the data required to be provided by the user according to the service type selected by the user, and providing the uploading entries of the data for the user. In some embodiments, the user may be provided with a desired download, fill-in portal for standardized documents, the type of standardized documents may depend on the type of service selected by the user. By providing a uniform data providing interface for the user, the customs declaration work efficiency of enterprise users can be greatly improved.
The customs declaration information may include enterprise import and export declaration information, cargo customs declaration information, tax completion information, inspection and quarantine information, and the like, and may also be other information required according to different types of customs services, which is not limited in this disclosure.
In some embodiments, the data transfer unit 113 may interface with data transfer interfaces of other service support organizations, such as quarantine bureaus, trade departments, business bureaus, tax bureaus, banks, transportation organizations, and other organizations, in addition to the integrated management module. When the user uploads various customs declaration information by clicking a confirmation button and the like, different types of files can be directly uploaded to the corresponding service support mechanism, for example, the tax information is uploaded to an interface of a tax bureau.
The above functions are all needed to be realized through interface deployment.
Referring to fig. 3, in functional division, the single service window module 11 may include:
the user interface SP is deployed in a distributed mode through a service distributor, and the distributed mode comprises a service interface and a website;
and the department interface SW is coupled with the user interface and is in butt joint with the plurality of service support mechanism interfaces and the comprehensive management module in the modes of system integration, interface supply and the like.
Wherein the user interface SP can be used to realize the customs clearance service selection unit 111 and the data uploading management unit 112, and the department interface SW can be used to realize the data transmission unit 113. The user interface SP provides services for enterprise users, the services are distributed and deployed in a service provider mode, and the SP can be a service interface or a portal website and can be dynamically expanded. And the SW is connected with the service support mechanism in various modes such as system integration, interface supply and the like, and after the enterprise user provides data at one time through the SP, the SW processes the data and distributes the data to the service support mechanism. In the subsequent flow, each service support mechanism (including customs) sends the feedback result to the SW, and the SW sends the feedback result to the SP to inform the user, so that the aims of one-time input and multiple-time use of information are fulfilled.
With continued reference to fig. 2, the qualification management module 12 may include:
a qualification inquiry unit 121 configured to send user AEO qualification information to the integrated management module in response to a qualification information call request sent by the integrated management module;
a qualification storage unit 122 configured to store user AEO qualification information;
and the qualification updating unit 123 is configured to receive the user clearance information and the clearance examination and approval result output by the comprehensive management module, and send a user AEO qualification information updating instruction to the qualification storage unit according to the user clearance information and the clearance examination and approval result.
The AEO qualification is an AEO enterprise qualification information standard data object generated by the state customs through counting and grading enterprise registration information, enterprise business data (customs declaration form, tax receipt and inspection and quarantine form) and business circulation data (inspection result, tax payment information and inspection and quarantine result information). The AEO qualification needs to be dynamically updated from time to time according to daily business data of an enterprise.
In the related technology, customs service personnel often need to inquire the corresponding AEO qualification of the enterprise according to the customs declaration information and manually upload the customs approval result and related data of the enterprise for updating the AEO qualification, and the steps are complex and the efficiency is low. In the embodiment of the present disclosure, the AEO qualification inquiry and update functions are integrated, the AEO qualification information of the enterprise user can be automatically obtained according to the information of the data uploaded by the enterprise user, and the pass approval result of the enterprise user and the uploaded pass declaration data are automatically transmitted to the qualification update unit 122 after the pass approval is finished, so that the qualification update unit updates the AEO qualification information of the enterprise according to the above-mentioned materials (import/export declaration information, cargo pass information, tax completion information, inspection and quarantine information, etc.). The whole process does not need manual butt joint of workers, so that the processing efficiency of the customs service is greatly improved, the labor is saved, the accuracy is improved, and the cost is reduced.
In the embodiment shown in fig. 2, the integrated management module 13 may include:
an information obtaining unit 131, coupled to the data transmission unit 113 and the plurality of service support mechanism interfaces, configured to respond to a user declaration information upload request sent by the single service window module to obtain user AEO qualification information from the qualification management module and obtain a data approval result from the service support mechanism interfaces;
the task allocation unit 132 is configured to respond to the vehicle arrival information of the user and allocate a field inspection task according to the user clearance declaration information, the data approval result and the user AEO qualification information;

The information obtaining unit 131 is configured to obtain customs declaration information uploaded by a user, obtain AEO qualification information corresponding to an enterprise user from the qualification storage unit 121 in the qualification management module 12 according to the customs declaration information, obtain data approval results (for example, tax approval results, inspection and quarantine results, and the like) corresponding to the enterprise user from a plurality of service support mechanism interfaces, and transmit these information to the task allocating unit 132 for allocating tasks.
The task assigning unit 132 interfaces with the yard monitoring system and can determine the vehicles and goods participating in the on-site inspection task by identifying the license plate number, obtaining the vehicle registration information of the user and other vehicle presence information. The type of the on-site inspection task can be determined according to the service type and the cargo type embodied by the user customs information, and in some embodiments, the type is an allocation map inspection channel, such as a food channel, an animal and plant variety channel, and the like. The comprehensive management module 13 can provide the functions of review of on-site or centralized inspection data, audit of inspection results, statistical analysis of inspection data, business statistical mining and the like for the management layer users.

Therefore, the technical solution according to the embodiments of the present disclosure may be embodied in the form of a software product, which may be stored in a non-volatile storage medium (which may be a CD-ROM, a usb disk, a removable hard disk, etc.) or on a network, and includes several instructions to enable a computing device (which may be a personal computer, a server, a terminal device, or a network device, etc.) to execute the method according to the embodiments of the present disclosure.
In an exemplary embodiment of the present disclosure, there is also provided a computer-readable storage medium having stored thereon a program product capable of implementing the above-described method of the present specification. In some possible embodiments, aspects of the invention may also be implemented in the form of a program product comprising program code means for causing a terminal device to carry out the steps according to various exemplary embodiments of the invention described in the above section "exemplary methods" of the present description, when said program product is run on the terminal device.
Referring to fig. 7, a program product 800 for implementing the above method according to an embodiment of the present invention is described, which may employ a portable compact disc read only memory (CD-ROM) and include program code, and may be run on a terminal device, such as a personal computer. However, the program product of the present invention is not limited in this regard and, in the present document, a readable storage medium may be any tangible medium that can contain, or store a program for use by or in connection with an instruction execution system, apparatus, or device.
The program product may employ any combination of one or more readable media. The readable medium may be a readable signal medium or a readable storage medium. A readable storage medium may be, for example, but not limited to, an electronic, magnetic, optical, electromagnetic, infrared, or semiconductor system, apparatus, or device, or any combination of the foregoing. More specific examples (a non-exhaustive list) of the readable storage medium include: an electrical connection having one or more wires, a portable disk, a hard disk, a Random Access Memory (RAM), a read-only memory (ROM), an erasable programmable read-only memory (EPROM or flash memory), an optical fiber, a portable compact disc read-only memory (CD-ROM), an optical storage device, a magnetic storage device, or any suitable combination of the foregoing.
A computer readable signal medium may include a propagated data signal with readable program code embodied therein, for example, in baseband or as part of a carrier wave. Such a propagated data signal may take many forms, including, but not limited to, electro-magnetic, optical, or any suitable combination thereof. A readable signal medium may also be any readable medium that is not a readable storage medium and that can communicate, propagate, or transport a program for use by or in connection with an instruction execution system, apparatus, or device.
Program code embodied on a readable medium may be transmitted using any appropriate medium, including but not limited to wireless, wireline, optical fiber cable, RF, etc., or any suitable combination of the foregoing.
Program code for carrying out operations for aspects of the present invention may be written in any combination of one or more programming languages, including an object oriented programming language such as Java, C + + or the like and conventional procedural programming languages, such as the "C" programming language or similar programming languages. The program code may execute entirely on the user's computing device, partly on the user's device, as a stand-alone software package, partly on the user's computing device and partly on a remote computing device, or entirely on the remote computing device or server. In the case of a remote computing device, the remote computing device may be connected to the user computing device through any kind of network, including a Local Area Network (LAN) or a Wide Area Network (WAN), or may be connected to an external computing device (e.g., through the internet using an internet service provider).
Furthermore, the above-described figures are merely schematic illustrations of processes involved in methods according to exemplary embodiments of the invention, and are not intended to be limiting. It will be readily understood that the processes shown in the above figures are not intended to indicate or limit the chronological order of the processes. In addition, it is also readily understood that these processes may be performed synchronously or asynchronously, e.g., in multiple modules.

Claims (10)

1. A customs service management system, comprising:
the single business window module is set to acquire the user clearance declaration information and display the clearance examination and approval result for the user;
the qualification management module is set to manage AEO qualification information of the user;
and the comprehensive management module is coupled with the single service window module and the qualification management module and is set to determine and distribute the clearance service according to the user clearance declaration information and the user AEO qualification information, acquire the clearance approval result of the clearance service and send the clearance approval result to the single service window module and the qualification management module.
2. The customs business management system of claim 1, wherein said single business window module comprises:
a customs clearance service selection unit, which is set to respond to the user selection information and obtain the service type according to the user selection information;
the data uploading management unit is used for displaying and determining data to be uploaded according to the service types, and displaying an uploading inlet of the data to be uploaded so as to receive the user clearance declaration information uploaded by a user;
and the data transmission unit is coupled with the comprehensive management module and is set to respond to a data uploading request and output the service type and the user clearance declaration information to the comprehensive management module.
3. The customs service management system of claim 2, wherein said data transfer unit is further coupled to a plurality of service support mechanism interfaces, and further configured to output said user declaration information to said plurality of service support mechanism interfaces in response to said data upload request.
4. The customs service management system according to claim 3, wherein said integrated management module comprises:
an information obtaining unit, coupled to the data transmission unit and the multiple service support mechanism interfaces, configured to respond to a user clearance declaration information upload request sent by the single service window module to obtain the user AEO qualification information from the qualification management module and obtain a data approval result from the service support mechanism interfaces;
the task allocation unit is set to respond to the vehicle arrival information of the user and allocate a field inspection task according to the user clearance declaration information, the data approval result and the AEO qualification information of the user;
and the result transmission unit is set to respond to the image examination end information to acquire the clearance examination and approval result, send the clearance examination and approval result to the single service window module and the qualification management module, and send the user clearance declaration information to the qualification management module.
5. The customs service management system according to claim 1, wherein said qualification management module comprises:
the qualification inquiry unit is set to respond to a qualification information calling request sent by the comprehensive management module and send the AEO qualification information of the user to the comprehensive management module;
the qualification storage unit is used for storing the AEO qualification information of the user;
and the qualification updating unit is used for receiving the user clearance information and the clearance examination and approval result output by the comprehensive management module and sending a user AEO qualification information updating instruction to the qualification storage unit according to the user clearance information and the clearance examination and approval result.
6. The customs business management system of claim 1, wherein said single business window module comprises a download, fill-in portal for a pre-established standardized document.
7. The customs business management system of claim 3, wherein said single business window module comprises:
the user interface is distributed and deployed in a service distributor mode, and the distribution mode comprises a service interface and a website;
and the department interface is coupled with the user interface and is in butt joint with the plurality of service support mechanism interfaces and the comprehensive management module in a system integration mode, an interface providing mode and the like.
8. The customs service management system according to claim 4, wherein said assigning a spot inspection task based on said user customs declaration information, said material approval result, and said user AEO qualification information comprises:
determining the type of the field inspection task according to the user customs declaration information;
and determining the project of the on-site inspection task according to the data approval result and the AEO qualification information of the user.
9. An electronic device, comprising:
a memory; and
a processor coupled to the memory, the processor configured to implement the customs services management system of any of claims 1-8 based on instructions stored in the memory.
10. A computer-readable storage medium on which a program is stored, which when executed by a processor implements the customs service management system of any of claims 1-8.
