The Policy decision device typically includes a Policy and Charging Rules Function (PCRF) device, and the Policy Enforcement device typically includes a Policy and Charging Enforcement Function (PCEF) device.
When Policy and Charging Rules Function (PCRF), the PCRF device needs to combine subscription information of the user, such as the current consumption amount of the user, package information, and the like. In a communication network, subscription information of a user is stored in a subscription management system of an operator, and the subscription management system is only in communication connection with a charging system. In the prior art, the PCRF needs to obtain a Counter (Counter) corresponding to all current subscription information of a user from the charging system, then select the Counter that needs to be subscribed, and send a subscription request to the charging system. And the charging system returns the updated state information of the Counter to the PCRF under the condition that the Counter subscribed by the PCRF is changed.
However, subscription information of a user may change after the PCRF subscribes to the OCS, for example, a subscription is newly added, and a scheme for synchronizing the subscription information in the scenario to the PCRF is not provided in the prior art, so that the PCRF cannot generate a new control policy for the user.

DETAILED DESCRIPTION OF EMBODIMENT (S) OF INVENTION
The embodiments of the present application will be described below with reference to the drawings.
Referring to fig. 1, fig. 1 is a schematic diagram of a communication system according to an embodiment of the present disclosure.
The communication system provided by the embodiment of the application comprises a subscription management system, a charging system, a policy decision device, a policy execution device and a user (using user equipment). The subscription management system is mainly used for a network operator to manage subscription of a user (user account opening, service subscription and the like). The charging system is used for charging the service usage of the user, and can be an online charging system or a converged charging system. The policy decision device may be a policy control function PCF device in a 5G network, and may also be a PCRF device in a 4G network. The PCF equipment can be in communication connection with the charging system through a service interface, and the PCRF equipment can be in communication connection with the charging system through a Sy interface.
In this embodiment, the charging system is in communication with the subscription management system. When the user updates the subscription information, for example, a video traffic package service is newly opened, the subscription management system synchronizes the subscription information of the user to the charging system, and the charging system creates a corresponding Counter locally, which is referred to as a first Counter in this embodiment.
After creating the first Counter, the charging system sends a Counter update message to the policy decision device, where the Counter update message carries the identifier and state information of the first Counter, and then the policy decision device may generate a control policy of the user comprehensively according to the information of the local Counter (related to the user) and the information of the first Counter, and send the generated control policy to the policy execution device, so that the policy execution device executes the control policy on the user. In this embodiment, the control policy generated by the policy decision device includes a charging policy related to charging, a control policy related to quality of service, a gating policy, or a combination thereof.
Compared with the existing communication system, the charging system in the communication system provided by this embodiment can send the counter update message carrying the first counter to the policy decision device after the first counter is locally added, so that the policy decision device can synchronize the newly added counter of the user with the charging system, and perform policy decision according to the newly added counter, thereby increasing the accuracy and efficiency of the policy decision.
In the communication system provided in this embodiment, a parameter for transferring a counter subscription capability, or referred to as a newly added capability bit field, may be newly added to a communication interface between the charging system and the policy decision device.
For example, the added interface function is defined as follows:
Figure BDA0001916870710000051
wherein the function bit 0 identifies an ASR termination Session Request (Abort Session Request) characteristic, which is specifically used to indicate a Request for an OCS to interrupt a Sy Session, and the detailed definition may refer to the related definition in section 4.5.4 of the 3GPP TS 29.219 standard.
The function bit 1 is an added capability bit field coutersubscription type in this embodiment, which represents a counter subscription capability (or referred to as a counter subscription type) of the charging system. 1 denotes full subscription, i.e. the charging system may inform the policy decision device of the user's full Counter. 0 represents an incremental subscription, i.e. the charging system can inform the policy decision device of the user's changed Counter (added or deleted Counter).
Referring to fig. 2, fig. 2 is a flowchart of a policy decision method provided in an embodiment of the present application.
In this embodiment, the user subscribes to an operator service, for example, a data service charged according to a flow rate. When a user uses a user device to get online in an operator network, the policy decision device detects that the user gets online, and an interaction flow between the policy decision device and the charging system may include the following steps:
step 201, the policy decision device sends a consumption restriction request (SLR) message to the charging system, for querying a counter subscription capability of the charging system.
In this embodiment, the SLR message may carry the newly added capability bit field, and the value of the countsuscribtypetype bit field may be 1 or 0. The list of subscribed counters may not be specified in the SLR message.
Step 202, the charging system returns an SLA (SLA) message to the policy decision device, where the SLA message carries information of all current counters of the user and the counter subscription capability of the charging system.
In this embodiment, since there is no Counter information of the user in the policy decision device before the user goes online, the charging system first returns all counters currently owned by the user, including, for example, the first Counter (Counter1), the second Counter (Counter2), and the third Counter (Counter3), in the SLA message. Meanwhile, the counter subscription capability returned by the charging system in the SLA message is incremental subscription, the value of CounterSubscribeType is 0, and the charging system informs the policy decision device of the changed counter information.
Step 203, the policy decision device generates a first control policy according to the counter in the SLA message.
The policy decision device generates a first control policy based on the first Counter (Counter1), the second Counter (Counter2), and the third Counter (Counter 3).
Step 204, the policy decision device sends the generated first control policy to the policy execution device.
In this embodiment, the policy decision device may send the generated first control policy to the policy execution device through the Gx interface or the service interface. And after receiving the first control strategy, the strategy execution equipment executes the control strategy, thereby realizing the strategy control of the user.
In this embodiment, after using a communication service for a period of time, a user applies to an operator for changing subscription information, for example, a flow monthly package is subscribed, and if an old package of the user fails, the change of the subscription information is synchronized to a charging system from a subscription management system, and the charging system deletes a first counter locally according to new subscription information, and adds a fourth counter to count the service usage of the user.
Step 205, the charging system sends an SNR message to the policy decision device, instructing the policy decision device to delete the first counter and add a fourth counter.
In this embodiment, two Policy-Counter-Status-Report cells may be carried in the SNR message, one of the two Policy-Counter-Status-Report cells carries Counter1, and the value of the parameter [ Policy-Counter-Removed ] is Yes (or the value of the parameter { Policy-Counter-Status } is Removed), which identifies that the first Counter needs to be deleted; another Policy-Counter-Status-Report cell carries Counter4 along with normal Status information, identifying that a fourth Counter, Counter4, needs to be added.
Step 206, the policy decision device receives the SNR message and updates the information of the local counter.
The strategy decision device deletes the Counter1 from the local Counter list according to the state of Policy-Counter-Status-Report cell in SNR and adds the Counter 4.
Step 207, the policy decision device makes a policy decision according to the locally updated counter list to generate a second control policy.
The policy decision device performs policy decision according to the Counter2, Counter3, and Counter4 in the locally updated Counter list, and generates a new control policy, which is referred to as a second control policy in this embodiment.
And step 208, the policy decision device sends the second control policy to the policy execution device.
In this embodiment, the policy decision device may send a policy update message to the policy execution device, where the policy update message carries the second control policy. And after receiving the second control strategy, the strategy execution equipment executes the second control strategy, thereby realizing the user strategy control under the scene of user update subscription information.
Referring to fig. 3, fig. 3 is a flowchart of another policy decision method provided in an embodiment of the present application.
In this embodiment, the user subscribes to an operator service, for example, a data service charged according to a flow rate. When a user uses user equipment to be online in an operator network, the strategy decision equipment detects that the user is online, and an interaction process between the strategy decision equipment and a charging system mainly comprises the following steps:
step 301, the policy decision device sends a consumption restriction request message to the charging system, for querying the counter subscription capability of the charging system.
In the present embodiment, the execution process of 301 is the same as the execution process of step 201 in the above embodiment, and the details are referred to the above embodiment.
Step 302, the charging system returns a consumption limit response SLA message to the policy decision device, where the SLA message carries information of all current counters of the user and the counter subscription capability of the charging system.
In this embodiment, since there is no Counter information of the user in the policy decision device before the user goes online, the charging system first returns all the counters currently owned by the user, such as the first Counter (Counter1), the second Counter (Counter2), and the third Counter (Counter3), in the SLA message. The SLA message may carry 3 Policy-Counter-Status-Report information elements, which respectively indicate Status information of Counter1, Counter2, and Counter 3.
Meanwhile, the counter subscription capability returned by the charging system in the SLA message is full subscription, and the value of counter subscription type is 1, that is, the charging system notifies the policy decision device of the information of all counters.
Step 303, the policy decision device generates a first control policy according to the counter in the SLA message.
Step 304, the policy decision device sends the generated first control policy to the policy execution device.
In this embodiment, after receiving the first control policy, the policy execution device executes the control policy, thereby implementing policy control on the user.
In this embodiment, after using a service for a period of time, the user changes the subscription information to the operator, for example, the bandwidth of the data service is upgraded, and the bandwidth in the old package of the user will fail, so that the change of the subscription information will be synchronized from the subscription management system to the charging system, and the charging system deletes the first counter locally according to the new subscription information, and adds the fifth counter to count the service usage of the user.
Step 305, the charging system sends an SNR message to the policy decision device, where the SNR message carries information of all current counters of the user.
In this embodiment, the SNR message may carry 3 Policy-Counter-Status-Report information elements, which respectively represent the Status information of Counter2, Counter3, and Counter 5.
Step 306, the policy decision device receives the SNR message and replaces the information of the local counter.
Wherein the policy decision device replaces (covers the full amount of) the counters in the local Counter list with the counters in the SNR message, and the replaced Counter list includes the status information of Counter2, Counter3, and Counter 5.
And 307, the policy decision device performs policy decision according to the locally replaced counter list to generate a second control policy.
The policy decision device performs policy decision according to the Counter2, Counter3, and Counter5 in the locally replaced Counter list, and generates a new control policy, which is referred to as a second control policy in this embodiment.
Step 308, the policy decision device sends the second control policy to the policy enforcement device.
In this embodiment, after receiving the second control policy, the policy execution device executes the second control policy, thereby implementing user policy control in a scenario where a user updates subscription information.
The embodiment provides a method for synchronizing the information of the counter of the user from the charging system to the policy decision device in a full subscription mode, so that the problem of abnormal user bandwidth control or charging error caused by untimely synchronization of the counter related to the policy is avoided, and the accuracy and efficiency of charging are improved. Compared with the incremental subscription mode, the full subscription mode does not need to modify the SNR message, directly utilizes the existing SNR message to carry the information of all counters, has small change to the existing equipment and has low implementation cost.
