The process for preparing the organic fertilizer from the livestock and poultry manure by using the energy and chemical technology as claimed in claim 1, wherein the device used in the process comprises a livestock and poultry manure pool (1), a solid-liquid separator (2), an electrolytic reactor (3), a fermentation reactor (4), a fertilizer making machine (5) and a gas collecting device (6) which are sequentially connected, a filter tank (12) for filtering impurities is arranged at a feeding port of the livestock and poultry manure pool (1), the livestock and poultry manure is transmitted to the solid-liquid separator (2) through a delivery pump (11), the solid-liquid separator (2) is used for carrying out solid-liquid separation on the livestock and poultry manure, the solid manure is transmitted to the fermentation reactor (4) for fermentation treatment, the liquid manure is transmitted to the electrolytic reactor (3) for electrolytic sterilization treatment, the liquid manure after sterilization treatment is sprayed onto the solid manure in the fermentation reactor (4), and adjusting the water content of the solid manure, preparing the fermented material into an organic fertilizer by a fertilizer making machine (5), collecting and post-treating the gas generated in the treatment process by the gas collecting device (6) to obtain biogas, and converting the biogas into electric energy by a biogas generating device and then merging the electric energy into a municipal power grid.

The process for preparing the organic fertilizer by utilizing the energy and chemical engineering technology for the feces of the livestock and the poultry according to claim 7, wherein each fermentation layer (41) comprises two fermentation plates (411) symmetrically arranged by taking the central column (42) as a center, the fermentation plates (411) are movably connected with the inner wall of the fermentation reactor (4) through torsion spring rotating shafts, and one ends of the fermentation plates (411) close to the central column (42) are connected with each other through electromagnets (412).
