A cylindrical housing 36 which covers the transparent PVC film 33 is arranged on the lower reel frame 27, and a long hole which is used for penetrating through the transparent PVC film 33 is formed in the top of the housing 36 along the length direction; the surface of the transparent PVC film 33 in contact with the solar cell panel 2 is uniformly provided with a plurality of dot-shaped particles.

The Teflon coating layer has a lower friction coefficient, so that the friction force between the Teflon coating layer and the outer circle of the lamp post 1 is reduced when the outer sleeve 16 rotates, the abrasion is reduced, and the service life is prolonged.
As the sun rises from the east and falls from the west in one day, the rotation angle of the installation box 5 and the upper rotary disc 19 is close to 180 degrees, and in order to avoid the damage to control cables and lines caused by stress, arc-shaped holes 25 which are concentric with the upper rotary disc 19 are formed in the bottom of the installation box 5 and the upper rotary disc 19.
