The chronic disease treatment policy of the basic medical insurance outpatient service in China is a product of transformation of a medical insurance system. In 1998, the old labor insurance medical treatment and the public expense medical treatment are changed from the out-patient and in-patient comprehensive guarantee mode to the general account combination mode of the basic medical insurance of the urban staff. Under the account-keeping combination mode, the hospitalization treatment is guaranteed by the overall fund, and the outpatient treatment is guaranteed by the individual account. Due to the risk self-retaining characteristic of the individual account and the limited accumulated funds of the account, the condition of insufficient guarantee capability is presented for partial diseases with high cost and long-term outpatient treatment. Therefore, corresponding outpatient major disease or chronic disease guarantee mechanisms are generally established in various places, outpatient chronic disease treatment is brought into the overall fund payment range, and personal burden is relieved. The basic medical insurance of urban and rural residents established later and integrated later continue the system design.
With the increase of the number of the disease types, the number of people enjoying clinic chronic disease treatment is more and more, and the difficulty of the medical insurance department in managing the basic medical insurance clinic chronic disease fund is also increased. Generally, a medical insurance bureau entrusts a fixed-point hospital to carry out outpatient chronic disease identification, informatization of outpatient chronic disease identification flow is not carried out, manual examination and verification are carried out only by working personnel of medical insurance departments of various hospitals according to related policies, after examination and verification are passed, a patient registers in a corresponding department of the hospital, doctors of departments corresponding to chronic disease types are requested to carry out corresponding chronic disease identification, sign confirmation is carried out in an identification application form, and a corresponding diagnosis and treatment scheme comprising a medication range is given. Subsequently, the identified outpatient service personnel for chronic diseases can use the medical insurance card to purchase and consume medicines in a pharmacy and reimburse the medicines in real time. The flow of the outpatient chronic disease identification, prescription, medicine purchase and the like is manual operation and has no relevant informatization system record, so the influence of human factors in the process is larger, the authenticity of the outpatient chronic disease identification result is lower, and the outpatient chronic disease diagnosis and treatment scheme given by an identification doctor is a fixed validity period, but the health condition of a patient is continuously changed, so the prescription period is not too long and the recovery condition of the patient is matched.
As described above, since the information processing is not performed in the flow of the outpatient chronic disease identification, prescription, medicine purchase, etc., the identification result is greatly affected by human factors, and it is difficult to prevent the occurrence of the phenomenon of repeated medicine purchase. Therefore, the present disclosure provides an outpatient chronic disease information processing method, which obtains prescription audit information by receiving first prescription information prescribed for a patient, and auditing the first prescription information; the second prescription information including medicine information and obtained according to the prescription audit information and the first prescription information is received, then the purchased medicine information in the second prescription information is obtained, and the third prescription information is generated according to the purchased medicine information in the second prescription information and the second prescription information, so that the purchased medicine information and the prescription information can be associated, the purchase condition of the medicines with chronic diseases is recorded in an informationized mode, and the problem of repeated medicine purchase is effectively solved.

Fig. 2 is a flow diagram illustrating a method of outpatient chronic disease information processing according to an exemplary embodiment. The method shown in fig. 2 can be applied to a server side of an outpatient chronic disease information processing system, and can also be applied to a terminal device of the outpatient chronic disease information processing system.
Referring to fig. 2, a method 20 provided by an embodiment of the present disclosure may include the following steps.
In step S202, first prescription information for a patient is received. The chronic disease patient goes to a designated hospital for treatment with a chronic disease identification report, and the doctor initially makes first prescription information for the chronic disease according to the chronic disease identification report of the patient and other possible examination results.
In step S204, the first prescription information is audited to obtain prescription audit information. When a doctor makes an inquiry and after a prescription is made, the doctor can log in a prescription management center of a chronic disease management center of an outpatient clinic chronic disease information processing system platform through a Hospital Information System (HIS), the first prescription information made is uploaded to the outpatient clinic chronic disease information processing system, and then the electronic prescription is intelligently checked through an intelligent prescription checking engine of the outpatient clinic chronic disease information processing system platform. The outpatient chronic disease information processing system is internally provided with a corresponding knowledge base, a medical medicine base, a medical insurance catalogue base and corresponding auditing rules, can carry out omnibearing auditing from two aspects of medical medication reasonability and medical insurance control cost, can remind doctors in time, and achieves the purposes of early warning and in-process control.
In step S206, receiving second prescription information, where the second prescription information includes medicine information; and obtaining the second prescription information according to the prescription auditing information and the first prescription information. The doctor can log in the prescription management center of the chronic disease management center of the outpatient chronic disease information processing system platform through the HIS again, check the uploaded prescription, modify the prescription according to the prompt from the aspects of medical medication reasonability and medical insurance control cost, provide second prescription information and upload the second prescription information to the HIS for filing.
In step S208, the medicine information that has been purchased in the second prescription information is acquired. The patient can purchase the medicine in units such as hospitals, community pharmacies and the like by holding the prescription issued by the doctor, the medicine salesperson inputs information such as date, visiting hospital, patient identification number and the like on the prescription at the application end of the outpatient service chronic disease information processing system, and the outpatient service chronic disease information processing system calls out the prescription information for filing from hospital HIS according to the related information system and sends the prescription information to the application end of the medicine salesperson. The drug salesperson sells the drug after checking the prescription information held by the patient according to the recorded prescription information, and then sets the drug on the prescription information as purchased, thereby preventing the patient from holding the prescription to another pharmacy to repeatedly purchase the drug.
In step S210, third prescription information is generated based on the second prescription information and the drug information that has been purchased in the second prescription information. The medicine sales person sets the medicine on the prescription information as purchased, i.e., obtains third prescription information including the medicine information that has been purchased and other information in the second prescription information.
According to the outpatient clinic chronic disease information processing method provided by the embodiment of the disclosure, the first prescription information is audited by receiving the first prescription information issued for the patient to obtain prescription audit information; the second prescription information including medicine information and obtained according to the prescription audit information and the first prescription information is received, then the purchased medicine information in the second prescription information is obtained, and the third prescription information is generated according to the purchased medicine information in the second prescription information and the second prescription information, so that the purchased medicine information and the prescription information can be associated, the purchase condition of the medicines with chronic diseases is recorded in an informationized mode, and the problem of repeated medicine purchase is effectively solved.
Fig. 3 is a flow chart illustrating another outpatient chronic disease information processing method according to an exemplary embodiment. The method shown in fig. 3 can be applied to, for example, a server side of an outpatient chronic disease information processing system, and can also be applied to a terminal device of the outpatient chronic disease information processing system.
Referring to fig. 3, a method 30 provided by an embodiment of the present disclosure may include the following steps.
In step S302, profile information of a patient is received. The chronic disease patient can appoint the chronic disease identification center to submit paper data, the office staff can log in the data cleaning center of the outpatient chronic disease information processing system platform, and the patient data can be uploaded to the system in the modes of scanning, photographing or inputting, so that the data cleaning center can conveniently carry out preliminary cleaning and screening, OCR (Optical Character Recognition) operation, data comparison, data formatting, manual auditing and the like on the uploaded data. The patient can also log in the clinic chronic disease information processing system platform through a mobile phone application or perform the operation.
In step S304, the material information is subjected to chronic disease identification to obtain chronic disease identification information of the patient. The outpatient chronic disease identification center carries out character recognition on the data information to obtain standard formatted data corresponding to the data information; the standard data is compared with data in a Hospital Information System (HIS), the chronic diseases are identified according to the outpatient clinic chronic diseases identification rule in a clinic chronic qualification identification engine preset by the system, and an outpatient clinic chronic diseases identification report is generated by utilizing a system preset clinic chronic diseases identification template. After the operation of acceptance, preliminary examination, recheck and final examination by office workers and related experts on the outpatient chronic disease information processing system platform, the system generates an outpatient chronic disease identification report and an outpatient chronic disease follow-up plan for patients meeting the conditions. The generated outpatient chronic disease identification report and the outpatient chronic disease follow-up plan can be sent to a mobile phone application for the patient to look up, and the office staff of the identification center can provide paper certificates for the patient. Meanwhile, the identification information of the chronic diseases of the department of close clinic can be generated into a file number and pushed to a medical insurance bureau system on the same cloud architecture basic platform for recording. The chronic disease management center of the outpatient chronic disease information processing system platform can carry out follow-up management, manage the health files of patients and the like.
In step S306, first prescription information for a patient is received, the first prescription information including information for a proposed medication. The patient can go to a designated hospital for treatment with the clinic chronic disease identification report obtained from the chronic disease identification center or downloaded from the clinic chronic disease information processing system platform through the mobile phone application, and the doctor preliminarily prescribes first prescription information aiming at the chronic disease according to the clinic chronic disease identification report of the patient and other possible examination results, wherein the first prescription information comprises the medicine plan information such as the type, the quantity, the taking frequency and the like of the medicines to be prescribed.
In step S308, the rationality of the first prescription information is checked based on the patient' S chronic disease identification information, and prescription check information is obtained. When a doctor makes an inquiry and after a prescription is made, the doctor can log in a prescription management center of a chronic disease management center of an outpatient clinic chronic disease information processing system platform through a Hospital Information System (HIS), the first prescription information made is uploaded to the outpatient clinic chronic disease information processing system, and then intelligent auditing is performed on the electronic prescription through an intelligent prescription auditing engine in an intelligent auditing center of the outpatient clinic chronic disease information processing system platform. The outpatient chronic disease information processing system is internally provided with a corresponding knowledge base, a medical medicine base, a medical insurance directory base and corresponding auditing rules, can audit from the aspects of medical medication reasonability, including medicine dosage, property, use contraindication and the like, and can audit from the aspects of behaviors, including whether the daily limit of a prescription is exceeded, whether a patient has a prescription repeatedly made, whether a prescription has dual medication or even multi-medication, and the like, and can remind a doctor in time to achieve the purposes of early warning and control in advance.
In some embodiments, the prescription is checked from the perspective of whether the medical insurance control fee exceeds the daily limit of the prescription, and in step S3082, whether the amount of the drug corresponding to the information of the drug to be prescribed exceeds the preset limit is checked according to the identification information of the chronic disease of the patient. The system is preset with a prescription daily limit, and the total amount of the medicines in the prescription of the same patient is lower than a certain amount by a doctor on a single day.
In step S3084, if the amount of money of the medicine exceeds the preset limit, the system obtains prescription audit information, where the prescription audit information includes information for prompting that the amount of money of the medicine exceeds the preset limit, and sends the excess information to the doctor user side to prompt the doctor to reduce the amount of the medicine to be dispensed or to change the medicine to be dispensed, and the like.
In step S310, receiving second prescription information, where the second prescription information includes medicine information; and obtaining the second prescription information according to the prescription auditing information and the first prescription information.
In step S312, the medicine information that has been purchased in the second prescription information is acquired. The patient can purchase the medicine in units such as hospitals, community pharmacies and the like by holding the prescription issued by the doctor, the medicine salesperson inputs information such as date, visiting hospital, patient identification number and the like on the prescription at the application end of the outpatient service chronic disease information processing system, and the outpatient service chronic disease information processing system calls the recorded prescription information from hospital HIS according to the related information and sends the prescription information to the application end of the medicine salesperson. The drug salesperson sells the drug after checking the prescription information held by the patient according to the recorded prescription information, and then sets the drug on the prescription information as purchased, thereby preventing the patient from holding the prescription to another pharmacy to repeatedly purchase the drug.
In step S314, third prescription information is generated from the second prescription information and the medicine information that has been purchased in the second prescription information. The medicine sales person sets the medicine on the prescription information as purchased, i.e., obtains third prescription information including the medicine information that has been purchased and other information in the second prescription information.
According to the outpatient chronic disease information processing method provided by the embodiment of the disclosure, chronic disease identification information of a patient is obtained by performing chronic disease identification on received information of the patient, then first prescription information issued for the patient is received, prescription audit information is obtained according to the reasonability of the first prescription information audited by the chronic disease identification information of the patient, second prescription information including medicine information obtained according to the prescription audit information and the first prescription information is received, then the medicine information purchased in the second prescription information is obtained, and third prescription information is generated according to the medicine information purchased in the second prescription information and the second prescription information, so that the influence of human factors on the identification result can be reduced, the authenticity of the outpatient chronic disease identification result is improved, the purchased medicine information and the prescription information are associated, and the purchase condition of chronic disease medicines is recorded in an informationized manner, effectively prevents the occurrence of the phenomenon of repeated medicine purchase.
Fig. 4 is a flowchart illustrating yet another outpatient chronic disease information processing method according to an exemplary embodiment. The method shown in fig. 4 can be applied to, for example, a server side of an outpatient chronic disease information processing system, and can also be applied to a terminal device of the outpatient chronic disease information processing system.
Referring to fig. 4, a method 40 provided by an embodiment of the present disclosure may include the following steps.
