The method for accurately positioning the mobile phone alarm person under the 5G condition is established as soon as possible by combining the key time point that the existing 5G smart mobile phone (downward compatibility) is about to be upgraded in a large number, so that the problem that the alarm person is positioned by the current alarm receiving center can be solved with higher positioning accuracy and higher performance, rapid rescue is realized, and the lives of people are benefited.

1. A mobile phone alarm accurate positioning method is characterized by specifically comprising the following steps:
(1) the method comprises the steps that an identification module, a positioning module, a storage module and an interface module are additionally arranged on a smart phone terminal, wherein the storage module is used for storing and updating an alarm phone list; the identification module can identify whether the number dialed by the user is an alarm call or not according to the alarm call list; when the number dialed by the user is identified as an alarm call, the positioning module can automatically report the position information and the alarm time of the alarm person through the operator network;
(2) a national public emergency positioning platform is constructed between the intelligent mobile phone terminal and the alarm receiving center, and comprises an alarm telephone list module, an alarm person position information management module, a national alarm receiving center management module, an alarm person information setting module and a system function setting module; the alarm call list module is used for setting alarm call content and sending an updated alarm call list to the intelligent mobile phone terminal through the interface module of the intelligent mobile phone terminal; the alarm person position information management module acquires the position information and the alarm time of an alarm person through an interface module of the smart phone terminal and displays the latest position information and the historical position information of the alarm person on an alarm person position information detail interface; the national alarm receiving center management module is used for managing an alarm receiving center and guaranteeing the information security of an alarm person by setting an access authority; the alarm person information setting module is used for listing the national emergency positioning platform IP as a white list address of each operator, and when a user accesses the national public emergency positioning platform IP address, the operator uploads the alarm person information of an alarm person to the national public emergency positioning platform according to the requirement; the system function setting module is used for setting access authority and log management;
(3) the alarm receiving center receives or acquires the position information of the alarm person through the authority given by the national public emergency positioning platform;
the identification module, the positioning module, the storage module and the interface module of the smart phone terminal are additionally arranged at the phone side;
the intelligent mobile phone terminal sends a request for acquiring the alarm phone list and the list updating period to a national public emergency positioning platform through an interface module and an operator wireless network and receives corresponding information returned by the platform when the alarm phone list is not stored in the mobile phone or the list updating period is exceeded;
the alarm person position information management module of the national public emergency positioning platform can carry out unified filing management on the position information and the alarm time of an alarm person by setting the total uploading time and the interval time of the position information of the alarm person, and supports an alarm receiving center to inquire the position information of the alarm person through a mobile phone number and the alarm time;
the national police receiving center management module of the national public emergency positioning platform is used for managing an IP authentication address of the police receiving center, an electronic authentication certificate and a violation inquiry police receiving center list, and the violation inquiry police receiving center list is used for recording a police receiving center administrator list for violation inquiry at an inquiry interface;
the access authority of the national public emergency positioning platform is as follows: the IP address of the police receiving center is an IP authentication address which is allowed to be accessed by the national public emergency positioning platform, the police receiving center is connected with the national public emergency positioning platform in a special line or special network mode, and the police receiving center holds an electronic authentication certificate issued by the national public emergency positioning platform;
after the alarm receiving center obtains the access authority, the alarm receiving center can receive or acquire the position information of the corresponding alarm person returned by the national public emergency positioning platform only when the following three conditions are met: 1) the center of receiving the police for inquiring is matched with the center of receiving the alarm of the alarm person; 2) the mobile phone numbers of the alarm persons are matched; 3) matching alarm time;
the mode that the alarm receiving center receives or acquires the position information of the alarm person of the national public emergency positioning platform comprises the following steps: 1) the alarm receiving center and the national public emergency positioning platform establish an inquiry interface, can process inquiry and response of real-time position information of an alarm person, and automatically acquire the position of the alarm person according with an incoming alarm number and time conditions in real time; 2) and the administrator of the alarm receiving center inquires the position information of the alarm person from the national public emergency positioning platform by logging in the position information inquiry page of the alarm person and inputting the corresponding mobile phone number and the alarm time of the alarm person within the allowed inquiry time range of the national public emergency positioning platform.
