一种配置资源的方法及设备,用于减少资源浪费。其中的一种配置资源的方法包括:终端设备向网络设备申请半静态调度;所述终端设备接收所述网络设备发送的配置信息,所述配置信息用于为所述终端设备配置第一半静态调度资源;所述终端设备根据所述配置信息为所述终端设备配置所述第一半静态资源;所述终端设备在所述第一半静态调度资源上向所述网络设备发送上行数据。
