Claims (10)

1. A mobile communication fee payment system based on converged credit control is characterized in that: the system comprises a mobile communication operator IT support domain and a cooperative bank or a third party IT support domain; the mobile communication operator IT support domain comprises a first service acceptance module, an original signal control module, a fusion signal control module, a power-on stopping module and a charging accounting module; the cooperative bank or the third-party IT support domain comprises a second business acceptance module and a converged payment module; wherein the content of the first and second substances,
the first business handling module is responsible for handling the business request of the mobile communication user, performing signal interaction with the second business handling module of the IT support domain of the cooperative bank, and storing information after the signal interaction into the fusion signal control module;

the second service acceptance module is responsible for accepting the service request of the mobile communication user, performing signal interaction with the first service acceptance module of the IT support domain of the mobile communication operator, and storing information after the signal interaction into the fusion payment module;
and the fusion payment module is responsible for receiving the information submitted by the second service acceptance module and performing information interaction with the fusion communication control module of the mobile communication operator.

The converged credit control-based mobile communication charges payment system of claim 1, wherein: after receiving the billing and accounting module signaling and controlling request, the fusion signaling and controlling module firstly judges whether the billing and accounting module is a signed user; if the user is not a signed user, the information control request is forwarded to the original information control module; if the user is a signed user, carrying out signal control judgment, calculating the amount of money to be paid and initiating a payment request to a bank side convergence payment module; and if the payment is successful, submitting subsequent payment to be processed, and if the payment is unsuccessful, initiating a credit control request to the original credit control module.

The converged credit control-based mobile communication charges payment system of claim 2, wherein: the fusion credit control module carries out credit control judgment and calculates the amount of money to be paid according to one or a combination of a plurality of information of user consumption information, carrier side credit limit information, carrier side fund account information and payment modes.

The converged credit control-based mobile communication charges payment system of claim 1, wherein: the converged payment module judges whether the payment condition is met or not after receiving a payment request of the operator converged credit control module; and if the payment request is in accordance with the bank account, responding to the payment request and deducting the corresponding cost of the user in the bank side fund account, and if the payment request is not in accordance with the bank account, feeding back rejection information.

The converged credit control-based mobile communication charges payment system of claim 1, wherein: after the second business acceptance module of the cooperative bank accepts the user signing request, the second business acceptance module initiates the request to the first business acceptance module of the operator and transmits the signing user information; and if the request is rejected, the service acceptance is terminated, and if the request is passed, the information and the information of the user at the bank side are transmitted to the converged payment module for storage.

step 2, after the first service acceptance module of the mobile communication operator receives the service opening request of the cooperative bank or the third party, the first service acceptance module verifies the first service according to the requirement condition of the mobile communication operator; if the verification is passed, the information is fed back to the cooperative bank or the third party, and the cooperative bank or the third party handles the subsequent procedures; if the verification fails, the cooperative bank or the third party is informed to terminate the service and open;
step 3, after receiving the verification passing information of the mobile communication operator through the second business acceptance module, the cooperative bank or the third party transacts the subsequent procedures with the applicant and gives a certificate, and meanwhile, the successful transacting information is fed back to the mobile operator;
step 4, after receiving the successful information of the cooperative bank or the third-party service, the mobile communication operator performs credit control on the user paying the communication fee on schedule by adopting a first-use and later-payment mode from the date of the promissory payment mode; after the signed user reaches the payment deadline, the fusion credit control module initiates a communication fee payment request to a cooperative bank or a third party fusion payment module according to the current total consumption amount of the signed user; the cooperative bank or the third party pays the request communication fee to the mobile communication operator from the credit card payment account agreed with the applicant according to the payment request of the mobile communication operator; after receiving payment from the cooperative bank or the third party, the mobile communication operator continues to provide communication service for the signed user; if the payment fails, the mobile communication operator fuses the credit control module to indicate the original credit control module to carry out credit control according to the original credit control rule of the mobile communication operator;
step 5, when the service is required to be stopped or suspended due to the mobile communication user, the service is required to be stopped or suspended through a service acceptance channel provided by a mobile communication operator, a cooperative bank or a third party and the currently owed communication fee is settled, and the mobile communication operator recovers the original credit control mode of the user; when the service is required to be stopped or suspended due to the mobile communication operator, the cooperative bank or the third party, the mobile communication operator, the cooperative bank or the third party automatically stops or suspends the service and processes the current unsettled communication cost of the user according to the agreement of the two parties, and the mobile communication operator recovers the original credit control mode of the user;
in addition, when the key information of the mobile communication user changes, the service change is carried out through a service acceptance channel provided by a mobile communication operator, a cooperative bank or a third party, namely the first service acceptance module or the second service acceptance module.

step 4, after receiving the successful information of the cooperative bank or the third-party service transaction, the mobile communication operator performs credit control on the quota payment communication fee user in a first-use and later-payment mode from the date of the effective promissory payment mode; after the consumption amount of the subscriber exceeds the payment amount, the fusion credit control module initiates a communication fee payment request to a cooperative bank or a third party fusion payment module according to the current consumption total amount of the subscriber; the cooperative bank or the third party pays the request communication fee to the mobile communication operator from the credit card payment account agreed with the applicant according to the payment request of the mobile communication operator; after receiving payment from the cooperative bank or the third party, the mobile communication operator continues to provide communication service for the signed user; if the payment fails, the mobile communication operator fuses the credit control module to indicate the original credit control module to carry out credit control according to the original credit control rule of the mobile communication operator;
