本申请实施例提供了一种资源配置的方法、终端设备和网络设备,能够支持终端设备在混合载波(PC5载波资源+Uu载波资源)和PC5载波上聚合传输数据,提高了5G NR中数据传输的效率,同时,也使得5G NR中数据传输更加灵活。该方法包括:向网络设备发送第一信息,该第一信息包括能力信息,该能力信息用于指示同时在多个载波上收发的能力,该多个载波中包括第一类载波和第二类载波,该第一类载波用于传输侧行链路上的数据,该第二类载波用于传输上行链路、下行链路和侧行链路中的至少一种上的数据;接收该网络设备发送的第二信息,该第二信息用于指示针对该第一类载波和该第二类载波的第一传输资源以及该第一传输资源的有效时间。
