本发明实施例提供了一种报告发送方法、报告接收方法、装置及系统,涉及通信领域,所述方法包括:当发生RLF时,终端生成RLF报告,RLF报告中包括发生RLF时终端所处无线环境的相关信息;终端接收接入网设备发送的终端信息请求,终端信息请求用于获取终端生成的RLF报告;终端向接入网设备发送RLF报告。本发明实施例中,接入网设备能够根据RLF报告识别出终端发生RLF时所处的无线环境,以便后续基于无线环境对接入的终端进行优化管理,提高终端的接入质量。
