When the manhole cover plate is placed in the manhole seat, the manhole cover plate is flatly placed to the horizontal position and pushed to the manhole seat, the rocking handle 12 is shaken, the manhole cover plate is rotated to the vertical position from the horizontal position, the manhole cover plate is rotated by 90 degrees, the fixed connecting bolt 2 is screwed, and the manhole cover plate is installed on the manhole seat.
