The invention has the advantages that the cement road constructed by the invention has smooth, firm and durable road surface, can utilize waste tires in an environment-friendly way, has low construction cost, and does not need to cut a gap to be filled with soft materials such as asphalt and the like in order to prevent expansion caused by heat and contraction caused by cold.
