本申请实施例公开了一种传输数据的方法、终端设备和网络设备,该方法包括:第一终端设备确定有第一数据需要传输;该第一终端设备在第二资源上发送该第一终端设备的标识信息,该第一终端设备的标识信息用于指示该第一终端设备在第一资源上有数据发送,该第一资源为专用于传输多个终端设备的数据的免调度资源,该多个终端设备包括该第一终端设备,该第二资源为用于传输至少一个终端设备中每个终端设备的标识信息的资源,该至少一个终端设备包括该第一终端设备,该第二资源与该第一资源不重叠;该第一终端设备在该第一资源上发送该第一数据。本申请实施例的方法、终端设备和网络设备,能够提高系统性能。
