(3) according to the invention, the modified titanium dioxide is adopted to introduce the hydrophobic groups to bring the hydrophobic effect, and the silane coupling agent is also adopted in the flame retardant auxiliary agent to modify magnesium dihydrogen phosphate and chitosan, one end of the adopted silane coupling agent is provided with polar amino, the hydrophilic action of the amino enables titanium dioxide, magnesium dihydrogen phosphate and chitosan particles to be well dispersed in paper pulp, and the oily groups at the other end are arranged into a regular hydrophobic film on the surface of the paper pulp, so that the waterproof effect of the tipping paper is improved;
