The heat insulation layer 6 and the heat insulation member 20 can prevent heat generated by the heating pipe 7 from diffusing from the inside to the outside of the heating member 18, and can play a role in heat insulation, so that the energy source 15 and the controller 12 are kept within a reasonable working environment temperature range.

As is apparent from the above description, the resistance heating element 21 is attached to the heating pipe 7 so that current is generated in the heating element 21 when the current is applied, thereby generating heat.
