1. A video conference wind control method is characterized by comprising a conference preparation part, a conference content part and a conference cost settlement part;
the conference preparation part comprises a conference expert recommending step;
recommending by the expert participating in the conference: after the enterprise information authentication of a user initiating the conference is passed, filling in basic conference information and inputting expert search keywords; recommending meeting experts according to the meeting basic information, the expert retrieval keywords and the pushed dimension information;
the conference basic information comprises any one or any combination of conference regions, conference types, conference experts and conference participants;
the pushed dimension information comprises any one or any combination of a meeting area, a meeting type, a meeting title, meeting starting time, meeting duration, policy and regulation, initiative business information, expert adequacy, expert business type, expert titles, expert working life, expert project experience, expert platform activeness, expert service price, expert active city, expert schedule, expert current position, expert goodness and preferred time;
the conference expert recommending step comprises the following sub-steps:
step B1: the system matches corresponding meeting rules and requirements according to meeting basic information input by a meeting initiator, and carries out compliance detection on meeting experts;
step B2: when a conference initiator selects an expert, recommending the participating expert according to the conference basic information, the expert retrieval keywords and the pushed dimension information;
step B3: when the conference initiator selects the participants, the enterprise address book is automatically recommended for the user to select, and the conference initiator can add the conference participants according to the recommended selection or manually;
the conference compliance detection means that whether the video conference meets the initiating condition is judged according to conference rules set in a database, if the conference meets the initiating condition, the video conference is continued, and if the conference does not meet the initiating condition, the video conference is stopped; the conference rule comprises a national policy regulation and/or an enterprise requirement regulation, and the initiating condition is a set initiating condition;
each pushing dimension comprises a set priority level and a deletion level, and all pushing dimensions are screened according to the priority level sequence and the recommendation result of the meeting-participating expert is output during pushing; if the output recommendation result of the meeting-participating expert does not meet the set recommendation expert standard, deleting the pushing dimensionality in sequence according to the deletion level and screening again until the output recommendation result of the meeting-participating expert meets the set recommendation expert standard;
the conference preparation part also comprises a personal login authentication step, a conference recording step and a conference result confirmation step;
and personal login authentication: a personal user logs in a system through a mobile terminal or a Web terminal and carries out real-name information authentication, wherein the personal user comprises an expert user;
a conference recording step: starting a conference, and continuously recording conference audio and/or video;
and a conference result confirmation step: a conference initiator uploads a conference summary, an expert group leader confirms the uploaded conference conclusion file and generates an electronic signature of an expert who confirms that the conclusion file is correct, and then the conference is finished;
the conference settlement part comprises an expert evaluation step and a conference archiving step;
and (4) expert evaluation step: the video conference initiator evaluates and scores the experts, and records the result into a credit system of the participating experts;
a conference archiving step: generating a conference video file and/or an audio file for archiving;
the meeting content part comprises a meeting debugging step;
the conference debugging step comprises the following substeps:
step D1: after the appointed meeting time is reached, a meeting initiator firstly enters a network meeting room, the face living body detection is carried out before the meeting initiator enters the network meeting room, and the meeting initiator enters the network meeting room after the face living body detection is passed;
step D2: after a conference initiator enters a network conference room, meeting experts and meeting personnel can enter the network conference room, the meeting experts and the meeting personnel need to perform face living body detection before entering the network conference room, and the meeting expert and the meeting personnel enter the network conference room after the face living body detection passes.
2. The video conference wind control method according to claim 1, wherein the conference preparation section further comprises:

a conference creating step: after the enterprise information authentication passes, a conference is established and basic conference information is input;

and a participant notification step: sending a meeting notice to all or part of the participants in a set mode;

a conference debugging step: the conference initiator and the participants enter a network conference room and test the sound and/or image connection;

step A1: when a personal user logs in an enterprise account, starting a face living body detection function, detecting whether the logged-in user is an enterprise administrator or not, and transmitting result data to a sub-business unit;
step A2: and after the sub-business unit takes the result data, if the result data is an enterprise administrator, the sub-business unit allows the enterprise user system to enter, otherwise, the sub-business unit refuses to enter the enterprise user system, performs enterprise information authentication, and then informs the enterprise administrator of the result in an information pushing and/or setting mode.
6. The videoconference wind control method of claim 3 or 4, wherein the charge payment step comprises the sub-steps of:
step C1: the conference initiator selects a set mode to carry out fee payment, wherein the set mode comprises account point payment, account balance payment and third party payment;
step C2: if the conference initiator selects account point payment, calculating the account point balance of the conference initiator and deducting corresponding points;
step C3: if the conference initiator selects account balance payment, calculating the account balance of the conference initiator and deducting the corresponding balance;
step C4: and if the conference initiator selects the third party payment, calling a third party payment interface.
7. The video conference wind control method according to claim 4, wherein the charge settlement step comprises the substeps of:
step E1: when the conference fee is paid, transferring the fee paid by the conference initiator to accounts of all parties according to the platform use fee, the expert consulting fee and the tax deducted by all parties;
step E2: and after the expense is paid, sending a deduction notice to the conference initiator or the initiating enterprise, and sending an entry notice to the conference participating expert.
8. A computer-readable storage medium storing a computer program, wherein the computer program, when executed by a processor, performs the steps of the video conference wind control method of any one of claims 1 to 7.
