The invention has the beneficial effects that: quick setting, high early strength, good cohesiveness and good toughness.

The fineness of the fly ash is more than 600 meshes.
The additive is one or a combination of a plurality of air entraining agents, early strength agents, water reducing agents, expanding agents, antifreezing agents, self-leveling agents and accelerating agents.
The technical scheme provided by the invention has the beneficial effects that:
the special cementing material system is formed by adopting cement, aggregate, fly ash and special composite additive. 2. The quick-setting high-strength cement pavement maintenance material as claimed in claim 1, wherein the cement is one or more of portland cement, portland slag cement, composite portland cement, and sulphoaluminate cement.
3. The quick-setting, high-strength cementitious pavement maintenance material of claim 1 wherein said aggregate is machine-made silica sand.
4. The quick-setting high-strength cement pavement maintenance material as claimed in claim 1, wherein the fineness of the fly ash is 600 meshes or more.
5. The fast-setting high-strength cement pavement maintenance material as claimed in claim 1, wherein the additive is one or more of air entraining agent, early strength agent, water reducing agent, expanding agent, antifreezing agent, self-leveling agent and accelerating agent.
